Hi Cornel and team,
Thank you for getting the new concept out to us. We actually had a project review meeting and we discussed the new
concept plan. In short, we find that this makes some steps forward but also takes some steps back. Specifically, because
it is more detailed and has elements we cannot support, we would lose the flexibility that comes with a plan closer to
the bubble plan originally submitted.
I do not mean to be curt in my responses but I do want to be concise to ensure our points are made clearly.
Here are our main points of discussion:
1. This looks like strip commercial which is the opposite of what we want in this area, regardless of what has been
approved anywhere else in the Ten Mile Area.
a. There are too few multi-story commercial buildings;
b. The buildings are too disjointed – it looks like an asphalt jungle;
c. There does not appear to be integration between the residential and commercial other than token
sidewalks that lead to more parking instead of businesses or employment;
2. Are you still requesting C-G and R-40 zoning or is this intended to meet the recommended TN-C and TN-R
designations? I highly recommend looking at the cutsheets I have sent. This concept plan does not meet many of
the Traditional Neighborhood Design standards.
3. I understand it is not fully clear where some of the pedestrian focus is; showing that on some type of plan is key.
4. Improper transition of road types for ACHD; is the spine road and the main access points off of Ten Mile public
roads or private?
a. Public roads cannot dead end into private roads that have parking directly off of them as shown for the
proposed apartments;
b. ensure the types of access points are labeled as you will have to justify their access levels.
5. The apartment buildings should also “hold the corners” as much as possible and not have parking surrounding it.
Especially where there is a pedestrian connection; integration is hard to support if the pedestrian pathway leads
to a parking lot.
6. Showing what the Civic are could be is an improvement and is appreciated.
7. Having two types of housing options is also welcome. Integrating them with a shared open space would be
beneficial as well instead of having parking and drive aisles separating everything.
8. Proposing a drive aisle with parking along the eastern boundary is a good transition between the I-L property
and the multi-family. With a dense landscape buffer that will be a really good transition.
From my standpoint, I am honestly more comfortable sticking with my current staff report and conditions based on the
submitted bubble plan. That offers the most flexibility for Staff and yourselves to develop the property at a later date
and also be required to utilize more of the TND than what is shown with this new rendering.
I am sure you have plenty you would like to discuss and we are open to that. You can make adjustments to this concept
plan and then send to us again if you would like. Again, we are fast approaching the new hearing date so hammering this
out sooner rather than later is imperative for both parties in my opinion.

I have attached a Concept Plan for the Northeast Corner of Franklin and Ten Mile Roads for you review and comment.
This plan is a very simple line drawing at this time. We are still working on the Northeast corner of the site and may
have a better idea how that could work in a few days. We have tried to create a spine road through the project with on
street parking. In addition we have tried to hold the corners with buildings in as many areas as possible. We have
indicated where we would have single level and two story buildings. We do intend on pathway connection through the
site and a couple of plaza areas. One of the plaza areas would be between the four 10,400 square foot buildings
fronting on Ten Mile while the other would be along the creek at the intersection of Ten Mile and Franklin. The longer
more rectangular multi - family buildings would be upscale and similar in concept to the Brighton project more to the
south. The building in the northeast corner of the site would be more of a garden style walk up project. Please let us
know your thoughts and we will see if things are headed in the right direction and when we should meet again.

understanding of the City’s desired direction. They have asked us to do a more detail concept plan and we are
