Dear Planning Staff,
The owner of the property located at 2950 E. Jewel St. is proposing the construction of a new
phased storage condo facility. The first phase will be a new 7,066 s.f. storage facility consisting of three
buildings. The project will be used as a storage condo facility with office space and a shop on the main
level and one living quarters in Building A with kitchen/dining, bedroom on the upper level. An elevator
and staircase will lead to the upper level mezzanine and living quarters. Suite B and C will include the
storage area with a mezzanine.
Phase 2 of the project will expand on the proposed buildings in Phase I. The expanded buildings
will be used as additional flex storage facility with optional future living quarters on each of the corner
units.

Dear Planning Staff,
The owner of the property located at 2950 E. Jewel St. is proposing the construction of a new
two-story storage facility. The proposed project is for a new storage condo facility, building #1 will have an
office space and a shop on the main level and living quarters on the upper level. The living quarters will
include kitchen/dining, bedroom, bathroom and living room area. An elevator and staircase will lead to
the upper level mezzanine & living quarters. Building #2 will include the storage area with optional
mezzanine. Building #3 will be proposed as storage with the options for mezzanine and living quarters
similar to building #1.
Phase 2 of the project will expand on the proposed buildings in Phase I. The expanded buildings
will be used as additional flex storage facility with optional future living quarters on each of the corner
units.
With cues taken from the Meridian Architectural Standards and UDC, as well as the surrounding
context, we have endeavored to develop a project which satisfies or exceeds all requirements of
Architectural Character.
As per the City of Meridian Design Review Application Checklist:
1. Architectural Character:
a. Cohesive Design- The proposed building takes form inspired by a contemporary industrial
aesthetic, further informed by its immediate surroundings near the Great Floors and Snake
River Yamaha. Its architectural style and materials are complimentary to its place and
purpose.
b. Building Scale- The proposed building is two stories in height, similar to the surrounding
development. Most of the facility is single story other than the proposed living spaces.
c. Building Form- The form of the building is viewed as rectilinear from the surrounding area and
similar to the surrounding developments.
d. Architectural Elements- The architectural elements of the building include a structural steel
framework clad with architecturally textured metal paneling, concrete masonry units, split
face cmu, and an upper patio and metal awning.
e. Materials- The building materials include high quality architecturally textured metal paneling
split face, precision and ground face concrete masonry units.
f. Signs and lighting - The proposed building will have exterior egress lighting at its entrances.
Accent lighting, both interior exterior, will tastefully highlight the buildings.
2. Parking Lots:
a. The parking lot offers ample space for the very minimal customers anticipated. Most parking
is assumed to be internal to the buildings for storage.

3. Pedestrian walkways and facilities
a. The proposed project will have public sidewalks that enhance and connect to existing public
sidewalks as well as providing additional safety egress access for the building.
Architectural elements proposed for exception from Meridian Architectural Standards:

b. Cohesive Design, Non-Residential Standards – Goal 3.1A:
“Incorporate at least one type of the following modulations in the façade plane,
including but not limited to projections, recesses and step backs that articulate wall planes and
break up building mass.”
The dominant wall planes are an immediate reflection of the project’s core structure,
which is intended to be used as an educational component to the building. Great care has been
taken in fenestration sill and head heights, alignment of the structure, fenestration and
programmatic elements, as well as screening articulation and material selection. A tangibly proud
and distinguished three-dimensional rhythm across the entire building, is accentuated on the
West by the covered entry structure and on the East with a series of large shade buttresses.
c. Design, Non-Residential Standards – Goal 3.2A:
“For at least 30% of applicable facades use any combination of concrete, masonry or
stone or unique variation of color, texture or material, at least 10-inches in height around the
base of the building.”
d. Design, Non-Residential Standards – Goal 3.4A/3-4B:
“For flat roofs, incorporate primary and secondary roof elements…such as along
entryways”
“For sloped roofs incorporate at least two of any one roof element…”
e. Design, Non-Residential Standards – Goal 5.1i:
“Untextured concrete panels and prefabricated steel panels are prohibited as field
materials for building facades, except when used with a minimum of two other qualifying field materials
and meeting all other standard fenestration and material requirements.”
The metal elements proposed are high quality, architecturally textured panels that give
excellent shadow lines and a handsome appearance. Variation in material texture, color, size, shape and
translucency varies across the project in the windows, covered entry and patio areas, screening and trellis
elements, roof shapes and increased landscaping. The pattern of the panels, the variety of materials and
their interactions, as well as the arrangement of these various elements and the overall layout of the
project have been tailored to a human scale, to be inviting and to be unde rstated and subtle, yet exciting.
All of these metal elements are also to be used as educational features.
The operations within this project inherently require a large volume, and significant effort has
been focused on making that large volume remain durable, functional and educational as the client needs,
while being beautiful, balanced, inviting, pedestrian friendly, aesthetically appealing and an enhancement
to the city of Meridian.

relationships with adjacent and surrounding developments and
reinforce a cohesive built environment.

including relationships to existing residential areas, as well as an
appropriate height, mass, and form scaled for the built environment.

Promote building designs that articulate and define appropriate
building forms with visual interest and enhance the character of
the built environment.
Goal
3.10
Articulate building forms, including but not limited to massing, walls,
and roofs, with appropriately scaled modulations that contribute to
the development of aesthetic building designs. Applies to façades
in developments: along arterial and collector roadways, adjacent
to residential developments facing roadways, facing public entries
of adjacent buildings, and visible from public spaces.
3.1A
Incorporate at least one type of the following modulations in the
façade plane, including but not limited to projections, recesses,

mass. Examples include but are not limited to columns with
trim or accent materials, change in finished material depths,
building overhangs, and inset features and materials such as

concrete, masonry, stone, or unique variation of color, texture,

including but not limited to: multiple material types along para-

least 20% the length of applicable façades. May also incorporate
secondary roof types, such as hip roofs along overhangs.

Use quality materials and colors that promote aesthetic building
designs and contribute to the development of a timeless com-
munity character.
Goal
5.10
Use complementary material combinations that contribute to a
cohesive building design. Use materials from the following basic
groups: wood, masonry, concrete, stucco, metal, and glazing.
5.1A
For buildings with façades that face multiple public roadways
and/or public spaces, use consistent material combinations,
material quality, and architectural detailing.
5.1C
For all façade elevations in industrial districts along arterial and
collector roads or facing public spaces, use at least two distinct
field materials, colors, or material-color combinations on the
building façade (see also Material definitions).
5.1D
For façade elevations visible from public roadways and along
primary building entryways, incorporate an accent material
on the first story.
5.1E
Distinguish field materials from accent materials through pat-
tern, texture, or additional detail visible from edge of nearest
roadway. Alternate masonry or material courses with relief from
primary plane may count toward this.
5.1F
Where materials transition or terminate, provide detailing to
express the natural appearance of the material. For example,
wrap stone or stone-like products around visible corners to
convey the appearance of mass, and not as a thin veneer.
5.1G
Non-durable materials, treatments, and finishes that deteriorate
quickly with weather, ultra-violet light, and that are more suscep -
tible to wear and tear are prohibited on permanent structures.
5.1H
The use of vinyl and ordinary smooth face block, unfinished,
colored, or painted, are prohibited as a field materials for building
façades along public roadways, adjacent to public spaces, and
when visible from residential neighborhoods. Smooth face block
may be used as an accent material.
5.1J
In Industrial Districts, untextured concrete panels and prefabri-
cated steel panels are prohibited as facade field materials facing
arterial and collector roadways, or public spaces, except when
used with a minimum of two other qualifying field materials and
meeting standard fenestration requirements. Concrete panels
that do not exceed three (3) SQFT without a patterned reveal
or modulation break may be considered textured.

5.20
Use colors that complement building materials and support innova-
tive and good design practices. Applies to building façades visible
from a public street, public spaces, and pedestrian environments.
5.2A Use of subtle, neutral, or natural tones must be integrated with
at least one accent or field material.
5.2B Use of intensely saturated colors or fluorescence is prohibited
as a primary material. May be used as an accent material.

Materials or colors with high reflectance, such as some metals
or reflective glazing, must not redirect light towards roadways,

Integrate roll-up doors, will-call doors, drive-through doors, and
loading docks into the building design, and locate them in a manner
which does not create pedestrian, drive aisle, or roadway conflicts.

For industrial district properties, will-call and roll-up doors are
allowed when integrated into the building design, but loading
docks are prohibited. Consider material variation, transitions,
modulation, and other architectural features and standards
