Dear Planning Staff,
The owner of the property located at 2950 E. Jewel St. is proposing the construction of a new
phased storage condo facility. The first phase will be a new 7,066 s.f. storage facility consisting of three
buildings. The project will be used as a storage condo facility with office space and a shop on the main
level and one living quarters in Building A with kitchen/dining, bedroom on the upper level. An elevator
and staircase will lead to the upper level mezzanine and living quarters. Suite B and C will include the
storage area with a mezzanine.
Phase 2 of the project will expand on the proposed buildings in Phase I. The expanded buildings
will be used as additional flex storage facility with optional future living quarters on each of the corner
units.

Re: Design Review for Jewel St. Storage Condos

Dear Planning Staff,
The owner of the property located at 2950 E. Jewel St. is proposing the construction of a new
two-story storage facility. The proposed project is for a new storage condo facility, building #1 will have an
office space and a shop on the main level and living quarters on the upper level. The living quarters will
include kitchen/dining, bedroom, bathroom and living room area. An elevator and staircase will lead to
the upper level mezzanine & living quarters. Building #2 will include the storage area with optional
mezzanine. Building #3 will be proposed as storage with the options for mezzanine and living quarters
similar to building #1.
Phase 2 of the project will expand on the proposed buildings in Phase I. The expanded buildings
will be used as additional flex storage facility with optional future living quarters on each of the corner
units.
With cues taken from the Meridian Architectural Standards and UDC, as well as the surrounding
context, we have endeavored to develop a project which satisfies or exceeds all requirements of
Architectural Character.
As per the City of Meridian Design Review Application Checklist:
1. Architectural Character:
a. Cohesive Design- The proposed building takes form inspired by a contemporary industrial
aesthetic, further informed by its immediate surroundings near the Great Floors and Snake
River Yamaha. Its architectural style and materials are complimentary to its place and
purpose.
b. Building Scale- The proposed building is two stories in height, similar to the surrounding
development. Most of the facility is single story other than the proposed living spaces.
c. Building Form- The form of the building is viewed as rectilinear from the surrounding area and
similar to the surrounding developments.
d. Architectural Elements- The architectural elements of the building include a structural steel
framework clad with architecturally textured metal paneling, concrete masonry units, split
face cmu, and an upper patio and metal awning.
e. Materials- The building materials include high quality architecturally textured metal paneling
split face, precision and ground face concrete masonry units.
f. Signs and lighting - The proposed building will have exterior egress lighting at its entrances.
Accent lighting, both interior exterior, will tastefully highlight the buildings.
2. Parking Lots:
a. The parking lot offers ample space for the very minimal customers anticipated. Most parking
is assumed to be internal to the buildings for storage.

3. Pedestrian walkways and facilities
a. The proposed project will have public sidewalks that enhance and connect to existing public
sidewalks as well as providing additional safety egress access for the building.
Architectural elements proposed for exception from Meridian Architectural Standards:

b. Cohesive Design, Non-Residential Standards – Goal 3.1A:
“Incorporate at least one type of the following modulations in the façade plane,
including but not limited to projections, recesses and step backs that articulate wall planes and
break up building mass.”
The dominant wall planes are an immediate reflection of the project’s core structure,
which is intended to be used as an educational component to the building. Great care has been
taken in fenestration sill and head heights, alignment of the structure, fenestration and
programmatic elements, as well as screening articulation and material selection. A tangibly proud
and distinguished three-dimensional rhythm across the entire building, is accentuated on the
West by the covered entry structure and on the East with a series of large shade buttresses.
c. Design, Non-Residential Standards – Goal 3.2A:
“For at least 30% of applicable facades use any combination of concrete, masonry or
stone or unique variation of color, texture or material, at least 10-inches in height around the
base of the building.”
d. Design, Non-Residential Standards – Goal 3.4A/3-4B:
“For flat roofs, incorporate primary and secondary roof elements…such as along
entryways”
“For sloped roofs incorporate at least two of any one roof element…”
e. Design, Non-Residential Standards – Goal 5.1i:
“Untextured concrete panels and prefabricated steel panels are prohibited as field
materials for building facades, except when used with a minimum of two other qualifying field materials
and meeting all other standard fenestration and material requirements.”
The metal elements proposed are high quality, architecturally textured panels that give
excellent shadow lines and a handsome appearance. Variation in material texture, color, size, shape and
translucency varies across the project in the windows, covered entry and patio areas, screening and trellis
elements, roof shapes and increased landscaping. The pattern of the panels, the variety of materials and
their interactions, as well as the arrangement of these various elements and the overall layout of the
project have been tailored to a human scale, to be inviting and to be unde rstated and subtle, yet exciting.
All of these metal elements are also to be used as educational features.
The operations within this project inherently require a large volume, and significant effort has
been focused on making that large volume remain durable, functional and educational as the client needs,
while being beautiful, balanced, inviting, pedestrian friendly, aesthetically appealing and an enhancement
to the city of Meridian.
