Design Narrative: July 30th, 2020
The Central Valley Corporate Park is dedicated to be a commercial park located in
Meridian. Central Valley Corporate Park will be home of CTC Telecom, located at 1000 S
Industry Way. CTC is a Telecommunication Company that is going to be building a new office
building with a connected warehouse on the 1.531 acre lot. The warehouse will not be used as
a production facility, it will be a space allocated for storage of company equipment, and service
materials. The new office building will include an expansion space that will allow the company
to grow in the future. The expansion space will be finished as a vanilla shell and stubbed for
mechanical and plumbing utilities.Central Valley Corporate Park has additional design
standards to abide by in correlation with the design standards set by the City of Meridian. The
new office building is a balance of contemporary design with traditional elements that will remain
cohesive throughout the business park. CTC Telecom is currently in the process of closing on
the land, set to close July 17th 2020. In order to comply with the checklist standards for the
submission of Certificate of Zoning Compliance CTC Telecom will provide the city with the
warranty deed from the current owner along with the pending purchasing agreement. In
addition, to two Affidavit documents with the signatures of both the buyer and the seller
acknowledging that the purchasing of the land is taking place.This will ensure that the current
owner is aware that CTC will be starting theCZC and Design Review process. Once the
purchase agreement is finalized CTC will provide the city with an updated Warranty Deed.
Architectural Characteristics:
The architectural characteristics of the building will be cohesive to the adjacent commercial
buildings in its immediate surroundings. The architectural character is based on functional
needs as well as traditional stucco style office building elements and details. We feel the design
of the building fits well within the Meridian Design Manual. All rooftop mechanical equipment will
be properly screened from street view. Addressed below is each item as it might relate to the
building: See the Architectural design checklist for the design standards achieved in the
Commercial Architectural Standards Checklist related to all commercial districts.
A.Cohesive Design: To keep the cohesive design implemented in the commercial park, the
new building will maintain consistent and contagious pedestrian environments across the
development. There is clear visibility as well as pedestrian connections to non-private
public spaces. The new office building and warehouse incorporated architectural
features on all facades complementary to the overall building. The building supports
entrance appeal and supports the enhancement of surrounding pedestrian
environments.Material changes and variations in color occur on all facades of the office
building.
B. Building Scale:The new office and warehouse is a single story one tenant office space,
The pedestrian scale and various architectural features maintain the support of the
aesthetic character of the building and its immediate surroundings. The fenestration
pattern is unified and continuous throughout the design of the building, accented with
material detailing and banding around the exterior of the building. The design of the
building consistently has incorporated architectural features to all four facade faces of
the building.
C.Building form: The building design relates to the surrounding buildings facades and
architectural styles. A darker colored wainscot wraps the building as well as a brick
wainscot, these elements work hand in hand to create visual interest on all sides of the
building. The fenestration patterns on the building are symmetrical and create a cohesive
pattern around the new office building and warehouse.The roof contributes to the
architectural identity by incorporating various roof lines and forms providing variation and
interest in public spaces.
D.Architectural Elements: The proportional architectural elements and detailing are
implemented to articulate facades. The architectural elements that contribute to the
aesthetic building character and cohesive design are the fenestration patterns and
wainscoting. Both provide visual interest and pedestrian scale, emphasizing focal
elements such as the public entry. The public entry is detailed with a masonry brick
accent.
E.Materials:The new professional office building has three main material changes; stucco,
birck, and glass. Two linear columns connected to an arch emphasizes the public entry
way into the building.The building as a whole provides form, pattern, and symmetry with
its difference in material and color. The Assured Accounting and Tax Office exterior will
embody earth tones and natural colors that will complement the stone found on the
exterior as well as the surrounding buildings. All exterior materials are durable and have
the ability to withstand the repercussions of weather.
F.Signs/Lighting: The buildings lighting will be consistent with the other buildings around
the commercial park. The lighting will be similar in color and shape as well as hold
energy efficient values.Business signage will be located under the parapet associated
with the main entrance.
Site Plan:
●Parking has been established in accordance with the City of Meridian’s Code section
(UDC 11-3C-6) Once space shall be provided for every 500 square feet of gross floor
area.
●Access- The main drive access is located off of S. Industry Way on the western part of
the site. Another drive access will be located on the southern back portion of the site with
a shared easement agreement with the adjacent lot.
●Street Layout- All of the developments internal spreets are existing.
●Pedestrian Walkways and Facilities- A concrete sidewalk will be added along the
northern and western facades. A pedestrian path will run from the corner of Industry Way
and Central drive through the parking lot to access the main entrance allowing public
pedestrian access.
