The BCA recently reviewed the proposed changes and has the following comments or concerns. First, we recognize there will be additional costs and/or time to process applications due to some of the recommended changes. We hope these changes will provide the benefit the City is seeking for its residents, and not just increasing the costs of development. Second, we ask that the City consider changing the proposed written response deadlines. Occasionally, we have previously seen delays in the development process due to last minute written comments and testimony provided to the City that has caused the City Council or P&Z Commission to delay making a decision because they did not have adequate time to review prior to the public hearing. And with last minute comments, the public can feel frustrated that they don’t have adequate time to review as well. We are concerned that allowing written comments only 1 day prior to the hearing will not be sufficient to avoid unnecessary delays with public hearings. We request that written comments by applicants and the public be limited to 2 business days prior to the public hearing. The new deadline for written comments for the P&Z Hearing would be Tuesday, and City Council would be Friday. We believe the additional 1 business day will provide a more reasonable and adequate amount of time for everyone, including the public, applicant, the P&Z Commission and City Council members, to have sufficient time to review the staff report and applicant and public comments. Lastly, we understand the need for the proposed UDC changes in an effort to improve communication for all involved during the public hearing process. Thank you for your consideration. Before I start my weekend, I wanted to inform you all that the City has transmitted the phase 1 of this year’s UDC text amendments. The public hearing is scheduled for the th July 16 P/Z hearing. Please click here to review the table of the proposed changes. After you all have had a chance to review the proposed changes, please feel free to send comments to Caleb or me. If some of the changes require a bigger discussion with the group, I am happy to facilitate a go to meeting to discuss them in more detail with the team. A second round of UDC changes is slated for the later part of this year. The City would like to facilitate a virtual meeting sometime towards the end of July to start th those discussions. I am targeting the afternoon of July 29 to kick-off the second phase. If this amenable to the group please let me know via email, so I can invite those of you that can attend and schedule the meeting. If this date doesn’t work for most of you, I am happy to send out a doodle poll with additional dates and times. As always, I look forward to working with all of you on the upcoming UDC text changes.
