Larry Lane, Meridian ID Application: Tara’s Landing AZ, PP H-2020-0048 Comments Regarding Homan Project Comments by: Michael and Janice Siron 6045 N. Black Cat Rd., Compton Subdivision 2, Lot 1 Meridian, ID 83646 We support the annexation of the 6.34 acres into Meridian City We support the change in zoning to R8 Reasons: 1. The highest and best use of this land right now is R8 development to create uniformity with properties surrounding this 25+ acres. The City of Meridian has already zoned our subdivision as ‘impact zone’ for high density development and we are surrounded by it. (see map below) 2. Compton 2 Sub is comprised of 5 homesteads of approximately 5 acre lots. 3 of the 5 homeowners are in favor of R8 development, which makes it a majority of the owners wishing to develop – these 3 owners have lived here between 25-37 years. We no longer have the peaceful acreage parcels that we bought many years ago. 3. CC&R’s for Compton’s subdivision were established 46 years ago and have never been adhered to, or enforced. The covenants were created in 1973 to be uniform with the surrounding farm property and so are outdated as compared to present day R-8 high density/high traffic of the surrounding property. a. Since moving to our home at 6045 N. Black Cat Rd. in 1984, no HOA has existed. There have been no meetings held among Compton Sub 2 residents and no attempts to collect HOA dues has ever occurred. b. Multiple violations of CC&R’s have occurred with no repercussions, thus indicating CC&R’s have never been adhered to or enforced. c. Of the 5 landowners, the 2 newest who are opposed to Tara’s Landing AZ, have ignored CC&Rs by completing major housing and shop constructions to their property without obtaining Compton Sub 2 landowner approval. It is not in the best interest of this local community to pick and choose items of compliance. 4. CC&R’s have an auto-renewal clause without requiring review or approval by Compton Sub 2 residents. Due to the lack of participation outlined by the CC&R’s, the original Architectural Review board members have never been replaced. One of the review board members is now 104 years old. 5. Map at the end of this doc shows development of R4 and R8 density on all boundaries of Compton’s Sub 2. The proposed Tara’s Landing AZ is in keeping with the density of existing developments of Prescott Ridge to the west, Bainbridge Sub to the east, Westbridge Sub to the south. Compton Sub 2 zoning should reflect surrounding property.
