Nothing shared at that presentation addressed our concerns previously submitted to the City via email on May 14, 2020. Additionally, we have reviewed and wholeheartedly agree with the analysis submitted by Nancy Everard on behalf on herself and several other community homeowners. File #H2O20-0022 Please accept the following as our testimony for the upcoming hearing on May 21, 2020, Modern Craftsman Project, File #H2O20-002: Members of the Planning and Zoning Commission: As residents of the SpurWing Heights community, we are writing to express our extreme opposition to the Modern Craftsman Project proposed for the northwest corner of Chinden and Black Cat Roads (File #H2O20- 0022). Our specific areas of concern and reasoning are as follows: • NEGATIVE IMPACT TO PROPERTY VALUE: According to real estate experts, the proposed project of 195 multi -family units situated directly across Tree Crest Drive from our community will adversely impact our property value. We paid a premium price to purchase our home in the quiet SpurWing Heights subdivision in August 2019. We also pay higher than average property taxes compared to similarly sized homes in Meridian. The proposed project will be detrimental to the investment we have made in our home and community. • TRAFFIC: Tree Farm Way/Tree Crest Drive and Black Cat Road are the only two routes into our neighborhood from Chinden Road. The proposed project could potentially add 300+ vehicles to our community roads, endangering our residents. We have a large pedestrian and cycling population in our community, including small children, the elderly and residents walking dogs. The communities of SpurWing Heights and SpurWing Greens will be absorbing increased traffic due to projects already approved by the City and under construction, including Rock Harbor Church, the Carriage House at SpurWing and Fairbourne. With Tree Farm Way/Tree Crest Drive and Black Cat Road being the only options for ingress and egress, added traffic from an additional 195 units will be both detrimental and dangerous. • DENSITY/LACK OF AMENITIES: The density of the proposed project combined with its limited amenities will undoubtably push residents into the SpurWing Heights subdivision for walking and access to our community park. Maintenance of neighborhood common areas and the park are funded by SpurWing Heights Home Owners Association dues. Funding for repair of wear and tear caused by non-resident use will unfairly burden the residents of SpurWing Heights. • NEGATIVE IMPACT ON SCHOOLS: This multifamily development could potentially add 200+ students to already overcrowded North Meridian schools. Any development proposed for this site should have a plan for supporting the additional burden on our public schools. While we are not opposed to future development of this parcel, we believe it should be more consistent with the communities of SpurWing Heights and SpurWing Greens and should provide adequate amenities, safe ingress and egress and not devalue the investment we have made in our SpurWing homes.
