DATE: Thursday May 7, 2020 TO: Community Development; Planning Department 33 E Broadway Avenue, Meridian, Idaho 83642 ATTENTION: Planning Staff PROJECT: Rock &Armor Fitness Center 1649 E Pine Street Meridian, Idaho 83642 REGARDING: Conditional Use Permit— Narrative Letter NARRATIVE: The owners of`Rock&Armor', a fitness and training center, are proposing to construct a new facility on two adjacent lots (parcels: R6108100010 and R6108100020). In the initial build out of the proposed project the entire building will be located on lot 1 block 1 of the NOLA Sub. Site layout has been designed anticipating that the building will be expanded onto lot 2 block 1 at some point in the future. The proposed facility will have a building footprint of 15,314 Sq. Ft. and a total gross building area of 19,162 Sq. Ft. 3,848 S.F. of that being an interior framed mezzanine level. The new building will be a combination of a pre-engineered metal building (13,500 S.F. PEMB) and a smaller hand framed single-story structure (1,814 S.F.) attached at the northwest corner of the PEMB. The smaller structure will be constructed using metal stud framing over a cast-in-place concrete foundation with a concrete slab-on-grade floor. The interior mezzanine will be constructed inside the PEMB also using metal stud framing. The building will be fire sprinkled. The main building entrance will be through the single-story volume at the NW corner of the PEMB and will house the lobby and reception desk along with men's and women's restrooms, showers, and lockers. The remainder of the building area will be used for different types of workout and fitness training. The entrance to the site will be through a shared access driveway near the NE corner of the site off Pine Avenue. All utilities are available to the site along the Northern property boundary and entering the site centrally from Pine Avenue (i.e. water, sewer, and gas). The trash enclosure is proposed to be located centrally in the row of parking along the eastern property boundary (ref. proposed site plan included with the CUP application packet). There is an existing landscape buffer along the north and west boundaries which is already improved with grass lawn and trees. For proposed additional landscaping improvements see the proposed landscaping plan also included with this CUP application. This means that the required number of parking spaces for the proposed project is (38) parking spaces with (2)ADA accessible spaces per Table 1106.1 of the 2015 IBC (19,162 SF/500 = 38.324 or 38 spaces). The proposed site plan proposes a total of(48) parking spaces with (2) of those being ADA accessible and (46) standard spaces, which well exceeds the required (38). Please refer to Section 11-56-6 of the UDC for the criteria and findings the applicant should address in their narrative with formal submittal. • Architecture will need to meet ASM Standards for a commercial building (although this is an industrial zone district). Staff will be most concerned with the highly visible north and west elevations. • Staff strongly recommends the applicant address the"future expansion area"to the west to eliminate the need for future hearings. • How will the eastern elevations be addressed prior to future phases or expansions? • If the building is taller than 30'drive aisles need to be 26'wide for the ladder truck. • A turn around will be required at the end of the drive. • Parking tends to be an issue with successful gyms. Fire recommends additional parking stalls. • A fire hydrant will be required within 100' of your FDC. Note:A Traffic Impact Study(TIS)will be required by ACHD for large commercial projects and any residential development with over 100 units. To avoid unnecessary delays&expedite the hearing process, applicants are encouraged to submit the TIS to ACHD prior to submitting their application to the City. Not having ACHD comments and/or conditions on large projects may delay hearing(s)at the City. Please contact Mindy Wallace at 387- 6178 or Christy Little at 387-6144 at ACHD for information in regard to a TIS, conditions, impact fees and process. The meeting is for residents who live in the immediate area of a new commercial building project requiring a `Conditional Use Permit' in an existing I-L Zone. The meeting is intended to provide an opportunity for neighbors to learn about the project and also voice any concerns they may have. We would normally try and hold the meeting at the project site but with the current challenges stemming from the COVID-19 pandemic and the need to social distance we will be holding a virtual neighborhood meeting. If you are interested in participating in the meeting, please notify me ahead of time via email, or by phone (both my email and phone number are listed below) then at the appointed day and time click on the link on page 2 of this document and use the password provided to join the meeting. Some of the details of the proposed project are as follows. The location proposed for the new commercial building is on two vacant lots (lots 1 and 2 of block 1 in the NOLA Subdivision) at the southeast corner of the intersection of Locust Grove Road and Pine Avenue in Meridian. The owner of `Rock& Armor' is proposing to construct a new fitness and training center with a total building footprint of 15,314 Sq. Ft. on the southwest corner of the site. The building will be steel framed with a combination of pre-finished metal siding, brick and or stone and stucco for exterior finishes (see building site plan, floor plan, elevations, and rendering also enclosed). The anticipated hours of operation are Monday thru Friday from 6:00 am — 5 pm. Access to the site will be off Pine avenue through an already existing shared access driveway located approximately 300 ft east of Locust Grove Rd. All parking will be done on-site. Page 1 of 2 We would be grateful to have your support for this project and look forward to seeing many, if not all of you on our virtual meeting where I look forward answering any questions you might have. Thank you for your time and consideration. Good morning Steve. The Rock and Armor CUP Application has been assigned to Alan Tiefenbach. I called and talked to Alan this morning and he said he is just getting started on the review but that it has been assigned to the P&Z public hearing docket for August 6th at 6:00 pm. I am sure you don't need it at this point but I have attached a highlighted copy of the UDC regarding sign posting for public hearings just in case. Let me know if you have any questions for me or need anything more. Thanks Steve.
