BLACK CAT ROAD REZONE AND PRELIMINARY PLAT Dear Mr. Hood: On behalf of Black Cat 30 LLC, please accept the attached application for Horse Meadows Subdivision located at the southeast corner of W. Pine Avenue and N. Black Cat Road. The purpose of this letter is to provide details about the proposed subdivision. An on-site neighborhood meeting was held on March 14,2020, and 8 neighbors representing 5 households attended the meeting. PROJECT OVERVIEW Horse Meadows Subdivision is a 27 buildable lot subdivision designed to complement the existing residential neighborhood with attractively designed and professionally constructed homes. Three common lots provide landscaping and open space for a total of 30 lots. A full panel of proposed elevations for review by the City of Meridian are included with the application materials. Schools and services are nearby. Fuller Park and Chaparral Elementary are northeast of the site, shopping and other neighborhood services are within walking distance or a short drive away. Site LAND USE PLANNING - DUE DILIGENCE - INDIVIDUAL ASSESSMENTS Horse Meadows Subdivision Page 2 of 3 The Meridian Master Pathway Plan includes a pathway along the Ten Mile Creek that appears to be partially constructed at this time. These community amenities will support the Meridian lifestyle for future residents. Compass Charter School Meridian Campus is just south of the site providing an opportunity for families with enrollees of the school to live nearby. Horse Meadows Subdivision will provide a complementary new home alternative to the recently approved Hensley Station Townhomes located adjacent to the Compass Charter School An interior pathway connection to the intersection of Pine and Black Cat will provide a convenient location for future bus stop planning, if needed, and connects the residents to a gathering area with a gazebo and grassy area to encourage a neighbor feel to the Horse Meadows community. Medium Density Residential has been identified by Meridian as the appropriate Land Use Designation for this site and the gross and net densities of 5.73 and 6.19 respectively fit within the established parameters. The average lot size is 4,428 square feet but the subdivision provides a range of lot sizes to accominodate a variety of home buyers. The requested zoning is compatible with zoning within the vicinity of the site. ACCESS In 1990,the property owner granted an access easement across the southern portion of the site for three parcels to the south and east of the site. The subject site/servient site also has use of the access easement. A copy of the easement is included in the application materials. No expiration date or termination circumstance is provided in the easement. To manage the number of access points the applicant has designed the subdivision to combine access with the existing easement. Quarter Horse Lane will be converted to Quarter Horse Street across the entire south boundary. The easement will continue to function east of the east property line. The new public roadway will be paved which will reduce gravel on Black Cat Road and a fully designed access will improve safety. Horse Meadows Subdivision will generate 27 PM Peak Hour Trips between 4:00 and 6:00 PM. A conceptual future road connectivity exhibit is provided and shows a possible layout for access to developed subdivisions to the east pending an irrigation facility crossing in the future. PRELIMINARY PLAT &LANDSCAPE PLAN There are a total of 30 lots—27 building lots and 3 common lots. The - primary common lot will encompass --— -=== the amenity area and the landscape buffers. A 25-foot wide buffer is provided on Black Cat Road and a 20-foot wide buffer is provided on Pine Avenue. Twenty-four(24) lot trees are located along lot street frontages except where storm water facilities are located and the pathway in the northwest is landscaped with a variety of shrubs. Two fence types are included in the landscaping plan. A closed vision fence will located along the buffers and a 4-foot open vision black steel fence along the pathway and open space. There are no existing trees on the site to be mitigated. The common lots will be owned and maintained by the HOA. The site has surface water rights provided by NMID and the pressurized irrigation system will utilize this irrigation water to the greatest extent possible. The irrigation facilities located in the ROW will be relocated as required. Municipal services are available in Black Cat Road and Pine Avenue. Storm water will be retained on site in the facilities depicted on the preliminary plat. Quarter Horse Street will be constructed to ACHD standards. In association with Quarter Horse Subdivision that received City of Meridian final plat approval in 2006 and plan acceptance at ACHD but never recorded, a release of the recorded sidewalk easement is in process with the District and will be completed prior to final plat routing for signatures at the City of Meridian.
