Art Subcommittee came to vote and agree on the five pieces of work in
the attachment.

J. Peters asked if the Public Art Subcommittee will be approving the
locations next. A. Belnap said that she is still finalizing locations and can
bring them to the Subcommittee for Approval, but she was planning on
following the location plan document. J. Peters agreed that was fine and
to move forward with those locations. She also informed A. Belnap that it
is preferable to align the subject matter of the artwork with any business
or amenity near the location.
C. Approve Initial Point Gallery C all to Artist
A. Belnap gave summary of the changes to the Call to Artist made by the
Initial Point Gallery Subcommittee. J. Peters requested that the
apostrophe symbolizing the measurement of “feet” be spelled out. The
Commission agreed.
J. Cavaness-Williams made motion to approve the Call to Artist as
amended, seconded by B. Griffith.

D. Approve Request for S tatements of Interest for Public/P rivate
M ural P roject
J. Peters informed the Commission about Request for Statements of
Interest and the expected timeline for the Mural Project. She also
encouraged all commissioners to spread the application amongst their
contact. L. Mauldin recommended that the suggested themes listed in
the Request be expanded. The commissioners brainstormed possible
themes for the list and finalized it as: urban, modern, abstract,
community, and rural.

Interest as amended, seconded by L. Taylor.

Fred Choate. She outlined the timeline for calendaring the
Initial Point Gallery for 2021.

J. Peters acknowledged the approval of the Request for
Statements of Interest and now applications will be open to the
public now.
A. Belnap reviewed the progress of the Public Art Plan. She
informed the commissioners that she has scheduled meetings
with key players in City Hall, meaning those who could be
influential in future public art projects. The commissioners had
difficulty hearing A. Belnap, so J. Peters summarized what she
heard.
C. Update: E vents & Outreach Subcommittee

In the absence of Subcommittee Chair, L. Mauldin gave
summary of what was discussed in the last Events &
Outreach Subcommitee. Art Week has moved back to the
second week of September. Concerts on Broadway will
likely partner with Taste of Meridian on September 12.
D. Well Wishes for Ginni Hale; New Commissioner Recruitment
L. Mauldin thanked Ginni Hale for her service on the commission.
7.Next M eeting: July 9, 2020
J. Peters suggested that the Commission prioritize diversity in their
current projects. She requested that a diversity training is included in
next month’s commission meeting. L. Mauldin agreed to include this in
next month’s meeting.

A. Belnap informed the commissioners that there is only
enough funds in the Traffic Box Wrap budget to do 2 traffic
box wraps. She recommended that the Commission
reallocate $2,000 from the Arts Development budget to the
Traffic Box Wrap budget. The Arts Development budget is
typically used for conference attendance, which we know will
not be used this year. This reallocation will allow 5 traffic

boxes to be wrapped. The Commission agreed to move
forward with this plan.

A. Initial P oint G allery Accessibility: Installations & O pening
Receptions on F irst F ridays 2021
B. Zahn Griffith introduced the Initial Point Gallery
Subcommittee’s proposal to move the Initial Point
Gallery Opening Receptions to the first Friday of every
month starting in 2021. Reasons for this change
include greater convenience for out of town artists and
better public accessibility. All commissioners
responded positively and agreed to make the change.

A. Update: Initial P oint G allery Rescheduling D ue to C O V ID-19
B. Zahn Griffith informed the Commission that the Initial Point
Gallery exhibits for April and May were canceled. A. Belnap
reported that one artist who was canceled in April was
rescheduled to August and the other artists will be
rescheduled in 2021.
B. Update: C oncerts on B roadway
L. Mauldin informed the Commission that the bands booked for
Concerts on Broadway are High Street, Kings of Swing, and
Diamond Empire Band. A. Belnap informed the Commission that
TDS Telecom Fiber, D.L Evans Bank, and Investment Resources of
America will be the sponsors for this year’s concert series.

Q uestionnair e
J. Peters summarized the Public Art Questionnaire
Report compiled by Meridith McKinley. She reminded
the Commission that the next steps for the
consultation consist of Meridith doing one-on-one or
small group interviews with individuals who would be
influential to a public art project.

Subcommittee thought it would be best to join the FY19 State of the
City funds with the Mural Budget Enhancement fund to create a
total of around $21,000 to put towards murals in the area. She
expressed that this would allow the Arts Commission to fund 2-3
murals without asking for monetary contribution from partnering
businesses.

Meridian Arts Commission Scheduling of Artist for Initial Point Gallery
1. Call to Artists
a. The Initial Point Gallery Call to Artists will be open for submissions year round. There will
be a cutoff date once per year before the annual selection meeting. i.e. All submissions
for 2021 will be closed July 31, 2020. Any submissions following the deadline will be
considered in the next annual selection meeting. Throughout the year, the Call to Artists
will be posted on MAC’s website. 1-2 months before the deadline, MAC will push the
message out into all avenues- social media, email lists, call to artists websites, etc. to
further advertise the Call to Artists.
2. Close call to Artist
a. Typically, the Call to Artists deadline will be in late spring of each year.
3. Selection Committee
a. Immediately after the deadline, the Initial Point Gallery Subcommittee will act as the
selection committee and review all applications received. The Subcommittee will select
and schedule the artists for the following year.
b. If there is an excess of applications and/or limited availability of the submitting artists,
the Subcommittee may schedule some artists two years in advance.
c. If there are inadequate and/or insufficient responses in applicants, the Subcommittee
may reach out to artists who have not submitted applications to invite them to show in
the Gallery.

Meridian Public Art Questionnaire
Purpose and Methodology
The Meridian Arts Commission (MAC) was established by the City in 2006 to develop, advance and
nurture all facets of the arts in order to enhance the quality of life for Meridian residents and
visitors. Core to this mission is the belief that opportunities to experience public art can strengthen
cities, increase livability, and contribute to a sense of community.
In 2019 MAC adopted a Strategic Plan, with one of the central goals being to create opportunities for
all Meridian residents and visitors to experience public art. As part of an effort to thoughtfully and
deliberately build the City’s public art collection, the MAC conducted an online questionnaire. The
questions were designed to help the MAC better understand the public’s view on public art where
public art would have an impact in the city, and how public art can contribute to a sense of
community, pride and engagement. The questionnaire was launched on March 27 and was up
through April 27, 2020. The questionnaire received 292 responses, of which 101 were partial.
The questionnaire asked five questions related to people’s preferences for public art:

Findings
Several themes emerge from the survey results that cut across multiple questions and help us
understand people’s preferences related to public art, as well as their perceptions of Meridian.
Community Identity
Respondents prefer and would like to see more artwork that reflects their community identity and
feels unique to Meridian. When asked about the impact of public art, art that supports and enhances
the distinct identity of Meridian was listed as a top priority (43%). Many shared their appreciation
for Native Grasses and Far and Away because the work represented the heritage or history of the
area.

The City’s unique history featured prominently in the things that make Meridian unique and that
people would like to see reflected in new public artwork. History was listed as the top response for
something unique about Meridian that a visitor or newcomer might not know about. The top reason
people stated their preference for certain public art in Meridian was that it reflected local history or
heritage.
Though not as prevalent as history, the areas natural environment was also mentioned as something
that makes Meridian unique. Additionally, four of the top five most selected public art projects from
other cities have a strong nature-based theme, which was specifically mentioned as the reason for
liking the work by a significant number of respondents.
In answering the question about what comes to mind when they think about Meridian, the strong
sense of community and small town feel featured strongly for respondents, there were also many
responses about the family friendliness, flourishing potential and Meridian being an overall great
place to live. However, there were some responses to this question and in the follow-up question
what is something unique about Meridian that referenced the fast development and growth of the
area in a negative light, expressing the need to maintain the area’s agricultural heritage and natural
areas, and to keep the city from becoming indistinguishable from other places. A majority of
respondents spoke of their appreciation for uniquely local events, like Dairy Days, special locally
owned businesses, and the city’s interesting history.
Memorable and Iconic
Respondents not only wanted to see public art that reflects the community, but could somehow
help define it or set it apart from its neighbors. Just over 50% of respondents (the highest
percentage) would like to see artwork in Meridian that is a memorable and highly recognizable
landmark. A top reason respondents gave for favoring artwork in Meridian and in other communities
was its uniqueness, as well as its ability to be a good candidate for a ‘selfie.’
Functional Art
Respondents are interested in artwork that enhances existing infrastructure or artistic items that can
also be functional, serving a dual purpose. This is revealed through appreciation for the robust
transformer box mural arts program. Respondents expressed appreciation that these turn a boring
but necessary fixture into something meaningful and joyful, something that shows that Meridian is
cared for and exceptional. In the same appreciation for functionality, respondents shared that they
would like to see more artworks that serve dual purposes. Three of the top selected public art
projects from other cities are artist designed functional elements – a gazebo, benches, and a play
space. Artist designed functional elements were the most selected example of the type of artwork
that respondents would like to see in Meridian (60.7%) and functionality was the top reason listed
for selecting a favorite artwork from another city.
Interactive Art
Another type of artwork that ranked favorably was interactive art. This could include the types of
projects mentioned above that are functional. Or it could include work that comes to life with the
interaction of people. Interactive was one of the top reasons that people listed as reasons why they
preferred certain artwork in other communities. Interactive and playful artworks was the third
ranked type of art (51.3%) that people would like to see in Meridian.
Art in Parks
The people of Meridian love their parks! A strong majority of respondents felt that the city’s parks
were the best opportunity for public art (75.6 %). In response to existing art in Meridian, projects in
parks were among the top favorites. When asked where they take people to show them what

Meridian is all about, most said that they bring visitors to their favorite parks. Parks were also listed
Meridian’s top special places in the City.
Art in Downtown
When asked about priority areas for public art, downtown ranked second (67.4%) behind parks.
However, when asked about what the impact of art should be in Meridian, the lowest ranking
response was enhances the identity of important nodes or areas of the community such as
downtown. Downtown was also listed as a place people take visitors to understand what Meridian is
all about. Further conversations about public art in downtown should focus on the main goals for art
in that area.
Keeping it Local
The projects completed through the transformer box mural program were frequently listed as
favorite examples of public art because of their showcasing of local talent. A high percentage said
that it was important that public art supports the development of local artists to develop a public art
practice (42%) and more than half of respondents (56%) want to see work by local and regional
artists in Meridian.

Call to Artists – 2021 Initial Point Gallery Exhibitions
Prospectus:
The Meridian Arts Commission (MAC) seeks proposals for the display of two-dimensional and/or
three-dimensional artwork, for one- or two-month exhibitions in Initial Point Gallery. MAC aims to
have multiple artists in the space each month. Initial Point Gallery is located on the third floor of
Meridian City Hall (33 E. Broadway Avenue, Meridian, Idaho), and is open to the public during City
working hours. Initial Point Gallery provides 100 feet of total wall space for hanging two-
dimensional artwork and four enclosed display cases for three-dimensional artwork.
Eligibility:
This call is open to applicants regardless of race, gender, gender identity, sexual orientation,
religion, nationality, or disability. All artists in the Northwest region are welcome to apply, but
artists must be present for scheduled installation and removal. Two-dimensional works displayed in
Initial Point Gallery must be comprised of professional -quality, ready-to-hang, original art. Three-
dimensional works may be of any medium, but must fit within the four supplied display cases. No
artwork will be displayed which: cannot be safely hung or displayed using the gallery’s equipment;
requires unusual maintenance, handling, or security; or is disruptive or likely to offend the
sensibilities of the general public. Selectees will be asked to enter into an Acceptance Agreement
with the City setting forth specific conditions of display. Selectees and invitees may r eapply
annually; if selected again, 75% of the display must be artwork that has not been previously
displayed in Initial Point Gallery. Organizations and small, informal groups are welcome to apply.
Deadline:
This call to artists is open and ongoing and applications are welcome at any time. Please note: to
be considered for booking in 2021, applications must be received by 11:59pm on July 26, 2020.
Jurors:
MAC will choose the artists to be represented in the gallery and Arts & Culture Coordinator will
follow up with applicants on their exhibition offer . MAC may group more than one artist in each
exhibit and will inform the artists on how much wall space is assigned to them . In evaluating
eligible proposals, the following factors will be considered:
Adherence to the Call to Artists;
Quality of work;
Appropriateness of subject and concept for a functioning government workplace;
Consistency with City policy and community values; and
Contribution to aesthetic and cultural atmosphere of Meridian City Hall.
Artwork Guidelines:
All hanging art must be equipped with d-rings for secure hanging. Wires, eyehooks, and clip frames
may not be used for hanging. The number of artworks to be included in each exhibit depends on
the size of the pieces included. MAC asks that artists plan to have appropriate negative space in
between each piece to allow for labels and breathing room. Two-dimensional works should not

exceed 5’ in height. Display cases have acrylic tops of varied sizes including: 3½’ tall, 3’ tall, 2½’
tall, and 2’ tall. All display case bases are 2’ wide and 2’ deep.
Exhibition Details:
The Meridian Arts Commission maintains the Initial Point Gallery o n the third floor of Meridian City
Hall, directly across from the Mayor’s Office reception area . The carpeted gallery, filled with
natural light, features about 100 feet of wall space for the display of two -dimensional art, as well
as four hand-crafted display cases for the exhibition of three -dimensional works of art. MAC
schedules gallery installations on the first Friday of each month, with opening receptions for the
exhibition that same evening.
In addition to the works of local and regional artists, the gallery has hosted works by nationally -
and internationally-known artists. Initial Point Gallery has been chosen as one of only five venues
nationwide to host the prestigious annual traveling show of the National Watercolor Society.
Initial Point Gallery is free and open to the public any time during normal Meridian City Hall
business hours – generally Monday through Friday, 8:00 am to 5:00 pm, excluding holidays.
The gallery has a track system that allows for easy hanging and adjustments. MAC works with a
small crew of volunteers that can help artists with installing and removing their exhibit. The gallery
also has space to display the artist/exhibit statement and price list. The City may promote the
artist receptions in the form of social media advertising, posts on community calendar, and/or
mention in promotional videos.
MAC requests that artists voluntarily donate to MAC 20% of proceeds from sales of art displayed in
Initial Point Gallery.
Sales:
All sales are managed by the artist directly. Commissioners and City Staff can direct patrons to the
artists’ contact information.
Lodging/Transportation:
Artists are responsible for securing their own transportation and lodging.

DISPLAY INFORMATION:
Initial Point Gallery is equipped with a track system for hanging two -dimensional artwork. Two-
dimensional artwork will be hung from cables, using hooks, and therefore must be equipped with
two D rings (fig. 1) on the side rails on the back of the frame (fig. 2). The inside of each D -ring
must allow a space of at least one-quarter inch (¼”) for insertion of the hooks; any wire
constricting this space must be removed. The D rings should be approximately a quarter of the
distance of the total frame height from the top of the frame (or less) in order to avoid slanting
away from the wall. Wires, eyehooks, and clip frames may not be used for hanging. Salon style is
possible. Initial Point Gallery also provides four display cases, each with different dimensions (fig.
3), for displaying three-dimensional artwork.

Request for Statements of Interest- Meridian Mural Project
OVERVIEW:
The Meridian Arts Commission (MAC) is seeking Statements of Interest from Meridian businesses who
would be willing to dedicate one exterior building wall for a permanent mural. It is anticipated that up to
three locations may be selected. Following location selection, the subject matter and design of each mural
will be determined by a collaborative process including MAC, the business owner/manager, and the artist.
The project will be funded by MAC, with an estimated completion date of Spring 2021. The owner of the
building(s) selected for mural installation must negotiate and dedicate a public art easement to the City of
Meridian. The agreement will be prepared by the City of Meridian and a sample easement agreement is
available for review upon request.
APPLICATION REQUIREMENTS:
Businesses wishing to be considered for the Meridian Mural Project must submit a Statement of Interest that
includes the following materials and information.
• Name, email address, and phone number of person submitting statement of interest
• The name and address of the business
• Type of business
• Contact information for business owner/manager
• Contact information for the building owner/manager
• Clear/unaltered JPG image of the entire proposed wall/mural location
• Description of proposed wall including: height, width, direction it faces (north, south, east, or
west), orientation of wall (front, side, back of building), features (windows, doors, vents, etc.),
composition of wall (brick, metal, wood, concrete), current cover (paint, siding, stucco), nearby
landscaping or vegetation, street(s) from which wall is visible
• A short description of a possible/desired mural theme (e.g., nature, agriculture, landscape,
animals, water, etc.)
Proposal materials must be received in PDF format via email. Materials submitted will become public records and
not be returned.
DEADLINE:
Applications must be submitted to mac@meridiancity.org by 11:59 p.m. on Sunday, August 2, 2020.
ELIGIBILITY:
Any selection of a mural location pursuant to a Statement of Interest submitted pursuant to this request is
provisional and shall not constitute a binding offer. Mural installation shall be conditioned on verification of
proper surface and environmental specifications, and successful negotiation and execution of easement
agreement with the owner of the building on which the mural is to be installed. This project is open to Meridian
businesses regardless of owners’ or occupants’ race, gender identity, sexual orientation, religion, nationality, or
disability. Incomplete or late submissions will be deemed ineligible and will not be considered.
