III. DESCRIPTION
A. Background
Over the past several years, the Public Works team has been working to obtain
additional property adjacent to the Wastewater Resource Recovery Facility
(WRRF). There are several important reasons for this. As the City continues to
grow and treatment regulations continue to intensify, additional space will be
needed to expand the plant footprint to meet those needs. As land develops in the
surrounding area, it is also beneficial to both the City and future landowners to
have controllable "Buffer" space around the WRRF to help reduce customer
concerns and complaints related to proximity to a large Wastewater facility.
Finally, as the facility has expanded, a secondary access to the operation is

required to meet fire safety regulations. Development pressure for vacant land in
the area has led to very limited land purchase options.The City should take action
to secure property now for the long-term benefit of the utility.
B. Reason for Amendment
Due to the above stated reasons, and the agreement that we have been able to
negotiate for this property, we are ready to proceed with the purchase of land that
meets our current and future needs.
W. IMPACT
A. Fiscal Impact.
Funding for this effort will be provided by the Enterprise Fund which currently
has a fund balance that can support the land acquisition price. Partial funding for
the proposed land acquisition is already available in the current FY20 budget.
