2020-06-05 COMPASS Communities in Motion 2040 2. 0 Development Review
The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization
(MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to
evaluate whether land developments are consistent with the goals of Communities in Motion 2040 2.0 (CIM 2040),
the regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be
prescriptive, but rather a guidance document based on CIM 2040 2.0 goals.

Recommendations
US Highway 20/26 (Chinden Boulevard) is in the COMPASS Transportation Improvement Program (TIP) with
construction now occurring to widen the corridor to five-lanes, with two through lanes in each direction and a two
way left center turn lane (Key #21858). Ultimately, US 20/26 will be widened from four to six travel lanes with
continuous flow intersections and a detached multiuse path on each side of the roadway. More information about
US 20/26 in the Communities in Motion 2040 2.0 plan is available at: https://compassidaho.orci/CIM2040-2.0/.
The proposal is on the fringe of urban development in an area removed from employment centers and existing
public transportation. The closest bus service is more than four miles away. However, the proposal is a mix of
residential and retail, which may mitigate new traffic congestion by decreasing the amount of single occupancy
vehicle trips generated on the transportation network and encouraging non-motorized travel. Consider providing
an improved path along the South Slough to connect pedestrians and bicyclists to other proposed pathways that
will connect to public parks, schools, and commercial centers.
