Project Name QUARTET SOUTHEAST SUBDIVISION
Project Location 4020 and 4320 North Black Cat Road, south of US-20/26 milepost 35.61
Annexation of 22.26 acres with R-8 zoning district. Construct a subdivision
Project Description consisting of 50 residential units and 1 commercial lot.
Applicant Brighton Development Inc
The Idaho Transportation Department (ITD) reviewed the referenced annexation and preliminary plat
applications and has the following comments:
1. This project does not abut the State Highway system.
2. Traffic generation numbers were not provided with this application. Based on the size of the entire
development and its proximity to US-20/26, ITD is requesting that the applicant provide a Traffic
Impact Study(TIS) reflecting full build out of the development. ITD needs more information on the
trip generations to determine what mitigations, if any, that the applicant may be required to construct
on the State Highway system. Any necessary mitigation for traffic impacts identified by the Traffic
Impact Study shall be the responsibility of the applicant to install or contribute a proportionate share as
calculated by the Technical Engineer based on analysis provided in the TIS for mitigation
improvements. ITD reserves the right to make further comments upon review of any submitted traffic
generation data or other documents.

3. The Idaho Administrative Procedures Act(IDAPA) 39.03.60 governs advertising along the State
Highway system. The applicant may contact Justin Pond, Right-of-Way Section Program Manager, at
(208) 334-8832 for more information.
4. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State Highway.
5. ITD objects to the proposed application due to traffic concerns as noted in item 2.
6. Once a TIS has been received, reviewed, and accepted, ITD will withdraw objections to the proposed
application.
