This course of action is out of my hands at this point. I might have made the
arguments as follows:
a. R3.1E
The design submitted clearly employs “any combination of material type, color
variation, …., or modulation “. It is also clear that the design modulation and use
of materials and color not only separates the areas but is an example of a
contemporary design where the entire elevation is a palette and not two
separate elements. It is also well within the concept originally submitted and
approved.
b. R3.1F
I do feel that the only issue to be addressed is the use of “massive elements or
materials, such as stone or masonry” at the base areas. We have used the Dark
Metal in the garage elevation and the right side base level. The use of Stone or
masonry is not appropriate to this more contemporary design and is usually a
part of the more “Craftsman” style or some derivation thereof which has been
widely used. In addition, the conceptual design that was originally approved did
not have any stone or masonry.
I certainly hope this can be resolved as the project, in my opinion, would be an asset
to our community and a Mr. Olsen is a leader in opening new horizons which I find is
being asked for more and more from my other clients.
As a related issue, I have received late yesterday some minor modifications to the
Site Plan and Landscape Plan to accommodate Idaho Power’s redesign of the utility
service. Hopefully we can move forward and I will forward these to you.

This was never discussed at our Zoom call. I will need a meeting with Bill and Caleb
immediately. I will call the Mayor(chief of staff) today as he has asked me to keep him in the
loop. Caleb was specific in saying that any requirement would be discussed on the zoom call.
This never was discussed. I am at the end of my rope.

Overall, I think we are looking good. If you recall from our conversation, there are at least
two architectural standards you are not going to meet. I am not persuading you to try, but
because they are REQUIREMENTS you have to request a Design Standard Exception. Here
are the two standards:

modulation to clearly distinguish between the ground level and upper stories.
b. R3.1F - Incorporate visually heavier and more massive elements or materials, such as

as siding, above. This excludes columns, supports, modulated walls, architectural features,
and roof elements.
Here is what I need someone to address in either a letter or an email:
1. The reason the exception is requested;
2. How the alternative means for compliance meets the intent and goals of the requested
standard exemption, or how the alternative proposes to maintain a similar level of effort by
exceeding other site and building standards.
3. Does strict adherence to the standards create inconsistency in the design objectives of
the proposed development?
4. Does the specific use require unique site and building development that would
otherwise prohibit meeting the intent (e.g. - a secure site)?
When I have this I can wrap this up.

On behalf of Chad Olsen, please accept these revised and new documents in
response to the Review Comments for the Verraso North Apartment Project.
H 2019-5533
Mr. Olsen asked me to prepare clarification drawings which more clearly
illustrate the design intent and information of the original architectural design
documents. In so doing I have used the Building(s) A&C as specific design and
as typical design concept and intent guidelines as well for the balance of the
project.
He also asked that I include the revisions to the End Elevations addressing the
issues raised in the review comments.
Those drawings are attached as well as the corrected Site Plan and Landscape
Plan.
While I am not the Architect for this project, I am working with Chad and his
design team to facilitate this solution to this matter.
Please feel free to contact me or Mr. Olsen if there are any ongoing concerns
in the regard.
