Articulate building designs to frame and accentuate public spaces
with pedestrian scale elements and details.
Building design should address building scale, mass, form, and use a
variety of materials and architectural features to ensure an aesthetic
contribution compatible with surrounding buildings.
Maintain consistent and contiguous pedestrian environments
across developments. Limit circuitous connections and maintain
clear visibility.
Provide pedestrian connections to non -private public spaces.
Incorporate architectural features on all sides of a building
facade facing: the primary entrances) of an adjacent building,
public roadways, interior site amenities, and fagades that are
visible from public spaces. See Architectural Elements, Building
Form, and Materials sections.
Buildings must orient, frame, and/or direct pedestrian views to
adjacent cultural buildings, parks, and plazas.
Design and orient buildings not to impede access. The build-
ing should enhance the appeal of open space and pedestrian
environments
Design building facades to express architectural character and
incorporate the use of design principles to unify developments and
buildings, and relate to adjacent and surrounding uses.
Comply and adhere with all previously required building design
elements that were included as part of a Development Agree-
ment, Conditional use Permit, and/or other requirements as
part of prior approval.

Physically configure building designs to reduce disproportioned i
architectural scale relative to adjacent uses. Applies to facades of
development along public roads, public spaces, and residential areas.
For adjacent buildings with greater than 1-story height disparity
(i.e. —two or more stories difference) and within 30-feet of each
other, integrate and align parapet designs, material changes,
fenestration alignment, material reveals, or other architectural
elements and horizontal articulation, to relate varying building
heights to one another. Aligned features do not have to be the
same type (i.e. window pattern on one could align with parapet
on another).
Use pedestrian scale and landscape design elements such as
specialty lighting, awnings, trees or other site elements to visu-
ally relate and transition multi -story buildings (or equivalent)
to the ground plane.
Incorporate pedestrian -scale architectural features to support an
aesthetic character that contributes to the quality of the build-
ing design and connectivity with the surrounding environment.
Applies to fagades in developments: visible from arterial or collector
roadways, adjacent to residential developments facing roadways,
facing an adjacent building's primary building entries, and adjacent
to public spaces.
Consistently incorporate at least two (2) architectural features
into the building design that are pedestrian scale, to include:
fenestration patterns; architectural elements such as ledges,

Building design should establish visual connections that relate internal
spaces at ground- or street -level with facades adjacent to public
roadways, public spaces, and along primary building entries, and that
add visual interest and complexity to the first floor building design.
Use horizontal and/or vertical divisions in wall planes, such as
ledges, awnings, recesses, stringcourse, molding, joint lines,
or other material types, to frame and accent 30% or more of
total fenestration.
Average 30%fenestration for applicable firstfloorfaade, unless
specified elsewhere. May also meet fenestration alternative
(see 3.3E). Big box and buildings in industrial districts may limit
applicable facade area to 304eet around public entries.
Fenestration Alternative: Incorporate doors and windows for at
least 30% of applicable first floor facade, or suggest their inclu-
sion using faux treatments that incorporate at least two of the
following: material changes, reveals in conjunction with color or
material change, qualifying modulation such as recessed areas,
architectural trellis, awnings and canopies over access areas,
detached structures such as pergola, or similar architectural
features and details.
Building roof types, forms, and elements should provide variation
and interest to building profiles and contribute to the architectural
identity of the buildings, without creating an imposing scale on
adjacent uses. Applies to facades: in development along arterial
roadways, visible from residential development, adjacent to public
spaces, facing public entries of adjacent buildings.
For flat
roofs, incorporate primary and secondary roof elements
including but not limited to: multiple material types along para-
pets, multiple parapet elevations with at least 1-foot change in
elevation, or modulation of at least 2-feet in the parapet, such as
along entryway overhangs. Qualifying elements must exist for at
least 20%the length of applicable facades. May also incorporate
secondary roof types, such as hip roofs along overhangs.
For sloped roofs, incorporate at least two of any one roof element,
incluAing but not limited to: valleys, ridges, or gables. Qualifying
elements in total must exist for at least 20% of applicable facade
roof area and be visible from the same facade elevation. May
also incorporate other roof styles, such as parapet walls over
entryway features.
Comments
Standard met in 3.3D. Alternative not

Parapet modulation along the North facade is
16%. Along this side, the facade is articulated
by other means.
Parapet modulation averaged across building

Re: Flex Tech 1 at Central Valley Plaza
The Flex Tech 1 building at Central Valley Plaza utilizes a mix of modern and classic finishes seen
in the valley, by using primarily EIFS and concrete masonry block with accents of fluted
architectural metal cladding and wood -look cladding. In addition to the material changes, we
have further articulated the facade with the use of varying parapet heights and a shifting of the
building face in multiple locations on both the front, side and rear facades. The Flex Tech 1
building at Central Valley Plaza is designed for flexibility of future tenant improvement, with
primary storefront along the front facade and tenant access from the rear.
Screen walls are utilized on the roof to shield mechanical equipment from surrounding
properties from the sides and rear, and extended parapets and facades are used to screen these
elements from the front and sides of the building.
Fluted architectural metal cladding is utilized as an accent material on the front and rear facades
of the building, which we believe does not conflict with the requirement in item 5.11 of the
Meridian Architectural standards regarding "prefabricated steel panels." The material we have
utilized is a thicker gauge, high grade fluted vertical pattern to create shadow lines and texture
in a modern aesthetic along these two facades. Unlike the typical connotation associated with
the term "corrugated metal", the panels we are utilizing are extremely rigid with clean lines and
one of the wavering metal edges often seen with lesser gauge materials. This material,
combined with the wood -look cladding accents within the fenestrations and various textural
i
changes on all four sides of the building come together in a clean, modern aesthetc.

is located on Parcel No. SO421438410.
The Central Valley Plaza development project is related to the Pollard Subdivision applications (AZ / PP) that have
been working through the entitlement and approval processes over the past few years, including a preliminary
plat. It is our understanding that the subdivision is moving towards final plat at this time.
A separate detailed narrative from the Architect (Cushing Terrell) to support the building Design Review
Application is also included with this packet for your review.
Parking will be provided on three sides of the building as shown on the included site plan. A landscaped berm will
be provided on the northeast corner of the site adjacent to W. Waverton Drive.
Thank you in advance for the consideration of this application and we look forward to working with the City
planning staff to maneuver it through the approval process.
Sincerely,
HORROCKS ENGINEERS

Robert,
We are working with BVA to develop a Medical Office Building at the new Central Valley Project (aka Pollard
Subdivision). It is at the corner of Hwy 16 and Chinden in Meridian. We need trash enclosure approval for a CZC and
Design Review application we are about to submit. In the combined PDF you will find:
• Vicinity map for overall orientation
• Site Context plan so you can see how the building fits into the overall Central Valley development
• Zoomed in site plan showing the proposed access and locations of the two proposed locations (we request you
approve both locations with the understanding that we will select 1 at final design)
• Detail sheet. This is what was used on your recent approval for the flex building that will be in this development
as well. The architect indicated that it would be the same for both projects.
If everything meets with your approval, would reply with an email to that effect?
Thanks for your help!
