Subject: Central Valley Plaza Flex 1 (Previous Questions & Answers)
Dear Stacy:
Below is a compilation of questions we’ve received from you via email and the answers we have
given. We wanted to compile all of the information into one document for easy reference.
Q: Are the buildings setback far enough from Chinden to accommodate the required
landscape buffer as well as ITD requirements? I will need an overall pdf site plan
showing these requirements.
o A: Please find attached the exhibit showing the setback distance of the parking
lot from the Chinden ROW which establishes the adequate buffer requirements.
This is part of the larger commercial subdivision and the lot lines are currently
being established in the platting process. These buildings are being coordinated
and incorporated into the development and the setbacks, buffers and lot lines
requirements will be further established through the subdivision process.
Q:
o A: These improvements to the ITD ROW are being coordinated and addressed
through the Central Valley Subdivision process with Brighton Development. The
conditions of approval as set forth on this project will be met as they pertain to
these two buildings. Brighton will implement or bond for improvements as
allowed prior to occupancy of these two buildings.
Q: Per the Development Agreement, please explain how this project reflects Meridian’s
heritage?
o A: BVA has a history of developing projects within the City of Meridian because
we recognize that successful developments depend on strong cooperation with a
jurisdiction that places value on quality built environments. On a smaller level,
these proposed buildings incorporate a strong aesthetic value using a varied
materials (wood, glass, metal) that help to integrate the building into the natural
setting and create a pleasing sense of place. Meridian requires a significant
amount of landscaping through buffers, tree requirements, and open spaces that

these projects will integrate into the site design to continue showing the value of
the natural environment. The proposed uses also match Meridian’s desire to
provide the community with diverse infrastructure which includes, civil spaces,
medical, and retail = allowing the residents to live, shop, and work within their
community – reducing the need for increased vehicle travel throughout the city.
o On a larger scale – These buildings are integrated into a commercial subdivision
being developed by Brighton Development, who has a strong presence in and
values the heritage of the City of Meridian. This subdivision will incorporate open
spaces, plazas, large landscape buffers, connectivity, and pathways that allow for
active transportation and outdoor uses for the project and for the community.
Q: The sewer lift station is required to be completed prior to the first occupancy of a
building is this development. Have plans been submitted to Public Works and location of
the lift station approved?
o A: Plans for the lift station have been submitted. Public Works asked for a final
design for approval, which I believe is now done and back with Public Works.
Q: All improvements are required to be done along Chinden and all other roadways in the
development prior to certificate of occupancy. Is ITD installing the pathway along Chinden
with the roadway improvements? If so, I need an email from ITD explaining those details.
o A: Our understanding is that: Life safety are required prior to CO, but subdivision
landscape improvements can be bonded and completed after CO.

Brighton will install the regional pathway along Chinden as part of the sub division
improvements
Q: The landscape plans do not show the required landscaping along Chinden.
o A: The final plat will have those improvements and will be constructed for or bonded by
Brighton Development – these plans are being delivered to the City by Brighton.
Q: This building site plans and landscape plan (attached) submitted do not match the
surrounding roadways. Please revise and submit with the correct location of the
building.
o A: Please specify where these plans do not match – we have been working with
Brighton to incorporate the subdivision plans and feel that these are correct. If
there are questions please me know.

Q: Can you please provide me with an overall site plan so I can see where these
buildings are located in relation to Chinden Blvd.
o A: Site Plan attached.
Q: There are more than twelve (12) parking stalls in a row on the northwest and west
side of the parking lot without an island (marked in red).
o A: As part of the narrative we attempted to explain why this lot is proposed
without an island because this was a request by the City Police Dept to not have
it there. We can install it but do not wish to cause this to be removed when the
Police Dept moves into the space and needs it removed. Please let me know if
you have concerns with this. The narrative is provided below. Thank you.
o “As shown on the proposed site plan and landscape plans, the northwest parking area
has been modified to meet the needs of the Meridian Police Department and does not
completely comply with the basic city code requirements (landscape islands, typical stall
depths, etc.) In the original application this area was bound by a security fence with
security gates for ingress / egress into this modified parking facility. Due to the nature of
the security fencing and requirements that the city police department may have, we
have revised this application to remove the fencing with the understanding that it will be
installed by others and subject to review by the city prior to installation. We request that
the application proceed toward approval with this understanding. “
