The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization
(MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to
evaluate whether land developments are consistent with the goals of Communities in Motion 2040 2.0 (CIM 2040),
the regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be
prescriptive, but rather a guidance document based on CIM 2040 2.0 goals.

Recommendations
The proposal is located in an area identified in the Communities in Motion 2040 Vision as Mixed Use, which
encourages a mix of residential and employment areas to reduce peak traffic and parking demands. The proposal
is approximately 10 DU/acre which would support future bus service. ValleyConnect 2.0 proposes bus service from
southwest Boise to Eagle, with service via Pine Avenue, approximately 1/2 mile north of the site.
Linder Road, is in the COMPASS Transportation Improvement Program (TIP) with construction occurring now to
widen the corridor to a five-lanes, between Franklin Road and Pine Avenue, including curb, gutter, sidewalk, and
bike lanes (Key #RD213-16).

Project Description : Widen Linder Road from SH-44 (State Street)to Floating Feather Road in the
City of Eagle to five lanes with curb, gutter, sidewalk, and bike lanes. Project
includes construction of a multi-lane roundabout at Linder Road and Floating
Feather Road (IN 217-03),two bridges, and an enhanced pedestrian crossing
(pedestrian hybrid beacon)at Linder Road and Saguaro Drive.
