American Fork Dr., Meridian, Idaho Planning Staff: The parking lot layout does not meet the intent of the zoning code and shall be addressed by Alternative Compliance for approval. Item No. 1 UDC 11-3A-19B-2b requires that properties greater than two (2) acres in size locate no more than 50% of the total off-street parking between the building and abutting. Item No. 2 UDC 11-3A-19B-3a requires that properties two (2) or more acres in size locate a maximum of a single drive aisle with parking on one (1) or both sides between and abutting streets. Designing access points and parking lots around the facility would place an undue safety and security concern on the School District. A Public School must have easily controlled site access points for visitors to the site and the monitoring of students during a typical school day. Allowing general public access to all points of the site and facility would create an uncontrolled site and reduce the ability of the school faculty to properly monitor all activities. The parking lots, as currently designed, provide two separate parking areas that allow separation of bus traffic from personal vehicle drop off traffic. This provides an efficient layout of all parking areas to allow for proper monitoring of the parking areas.
