The form from the meeting is attached and is part of the application. Neighborhood Meeting A neighborhood meeting was held at 6:OOPM on Thursday, 27 February 2020 at 5025 West Larry Lane. Attached is the sign-up sheet from the meeting. Approximately three people (not including the applicant's representative) attended the meeting. A few folks did not sign the sign-in sheet. Issues brought up by the neighbors at either the meeting or other opportunities were: • Preserving surface water irrigation delivery to two users along the project's south boundary • Concerns of connecting Cyrus Street to Virginia Street • Proximity of new homes to existing homes on the north and south boundary Brief Project Introduction We are pleased to able to bring a small new single family home housing project to Meridian. The lands in the N. Black Cat Rd. and W. Chinden Blvd. area have been undergoing a significant transformation over the last several years. We are proud to be part of that transition as members of the development team have been closely involved with much of the transition. Internal Public Road W. Vanderbilt Drive was extended easterly across N. Black Cat Rd., turning into N. Willowside Ave. and stubbed to the south boundary of Tara's Landing Subdivision by the development of Westbridge Subdivision. It is our intent to carry N. Willowside Ave. north through Tara's landing subdivision and connect to W. Larry Lane by a micropath to enhance neighborhood connectivity and opportunities for increased pedestrian and bicycle access as well as school access to the west side of Tara's Landing Subdivision. 2 1 P a g e Sample Home Plans Sample types of home plans have been provided with the application, although the home sizes depicted on the plans will be altered as needed to fit the setbacks required for the subdivision. Due to the buildable lot area and needed setbacks, two story homes are needed to provide a quality product to the market. Payette Creek and Abode HOA Combination A new homeowners' association will be created for Tara's Landing. Irrigation The site is within the Settlers Irrigation District and is being assessed for irrigation water. Existing Gravity Irrigation An existing gravity surface water irrigation ditch enters Triumph Subdivision at its east boundary on the south boundary of Tara's. The open ditch travers the site to its south boundary and then travels along the south boundary, turns to the north and travels along the west boundary of Tara's Landing Subdivision Triumph Place intends to pipe the open ditch and preserve the two service use points along its route via boxes that will be directly accessible to the neighbors. Another irrigation ditch runs from the southeast corner of Tara's Landing Subdivision and runs along the eastern Boundary of said subdivision. Approximately 200 feet north of the southeast corner of said subdivision, the ditch tee's off toward the west approximately 280 feet. It then turns to the north approximately 225 feet and approximately 15 feet south of the northerly boundary of said subdivision before it turns back to the west to the westerly boundary of said subdivision. Pressure Irrigation Tara's Landing Subdivision will tie into the Westbridge Subdivision located to the south of Tara's Landing Subdivision. A lateral users water users association will be proposed. Storm Water/Site Drainage The drainage system to be proposed will retain/dispose in common areas and/or in within ACHD right(s) of way. Although the design is not completed at this time, the intent is to follow the above concept. Fencing 31 The applicant is not intending to fence any properties other than lots adjacent or sharing a lot line with a common lot. Landscaping Please see the landscape plan that is included with this application. Summary We believe we are proposing a density appropriate quality addition to the city of Meridian. This project will help provide housing opportunities for the many new and existing residents in Meridian.
