Aegean Estates Subdivision No. 1 is located south of Five Mile Creek and east N. McDermott Road in Meridian. The gross density of the final plat is 3.17 dwelling units per acre,with a net density of 5.86 dwelling units per acre. The minimum lot size is 5,295 square feet,with the average property size being 7,435 square feet. Landscaping provided within this phase is 4.91 acres, or 22.21%of the site. A 25-foot-wide a buffer along McDermott Road has been provided.When the project was originally approved,McDermott Road was designated at an arterial roadway, allowing only 50 percent of the buffer to be included in the eligible open space calculation. However,Ada County Highway District has changed the classification of McDermott Road to a collector. A second,25-foot-wide landscape buffer has been provided to allow for additional landscaping since the future State Highway 16 extension will be located west of McDermott Road. The collector entrance roadway, W.Aegean Drive,will be constructed with this phase. A large landscape lot on the north side of the entrance, consisting of 1.88 acres,will be improved. A 14-foot-wide gravel maintenance road will be installed as required by Nampa-Meridian Irrigation District for maintenance of Five Mile Creek. The central common area is included in phase 1 and consists of 1.46 acres. The central amenity lot will be improved with landscaping,pathways,play equipment, and a picnic shelter. The qualified open space includes the McDermott Road buffer lots consisting of 0.47 acre;the collector buffer is 0.34 acre;the entryway landscape lot on the north side of the collector is 1.88 acres;the central amenity lot is 1.46 acres;the end block buffers are 0.32 acre;and the 8-foot-wide local street landscape buffers equate to 0.44 acre. The total qualified open space is 4.91 acres,or 22.21 percent. All proposed streets will be public with 48- and 42-foot-wide rights-of-way. The 48-foot-wide streets will be improved with a 33-foot-wide street section, 5-foot-wide detached sidewalks and an 8-foot-wide landscaped parkway. The 42-foot-wide road will be improved with a 29-foot- wide street section and 5-foot-wide attached sidewalks. Parking will be restricted to one side on the 29-foot-wide street section. Pressure irrigation will be provided by Nampa-Meridian Irrigation District. A pump station will be installed at the northwest corner of the property adjacent to Five Mile Creek. NMID currently has an existing check structure on Five Mile Creek located west of McDermott Road. NMID will own and maintain the pump station. A secondary source will not be required, since Five Mile Creek is a year-round waterway. The 100-year floodplain encroaches into the subject property along the north boundary. Therefore, a floodplain permit will be required by Meridian Public Works. No buildable lots within phase 1 are within the 100-year floodplain. The floodplain is confined to Lot 3, Block 1, a common lot. The McFadden Drain lies within the southwest area of phase 1. A section of the westerly stub drain will be eliminated, and a portion will be piped with a 24-inch RCP. NMID will relinquish the area of the stub drain which is being abandoned. The property was originally annexed and zoned in 2017 (H-2017-0114) under Ordinance No. 17-1755A. A development agreement was approved as a condition of annexation and recorded as Instrument No. 2017-116562.
