The Applications in Brief
First Annexation with R- 8 , Medium Density Residential , zoning, consistent with the recently up -
dated Comprehensive Plan FLUM designation for the quarter-mile depth parallel to Black Cat
Road ; and for a portion of the 40 - acre area designated Mixed Use Non -Residential (MU-NR) on
the west side of N . Joy Way, the proposed collector roadway which will separate that parcel
from the single - family lots .
Annexation of the remainder of the MU-NR parcel (Non -Residential Lot 1 , Block 14) east of N .
Joy Way with C - G , commercial zoning consistent with the MU-NR designation . That lot will be
the subject of discussion with the City regarding a potential park site as depicted by the FLUM
land-use designation symbol in graphic below ; or consideration of other potential buffer uses
from the results of the Public Works Department ' s noise/odor study .

Second One project—two preliminary plats : Quartet Northeast (Q NE) and Quartet Southeast
(Q SE). The two pre -plats combine for 186 single- family lots residential -unit subdivision ; one
non-residential lot as noted above ; and 29 common lots , including landscaped commons ,
arterial and collector street buffers , and several activity- area greens .

The Applications in Detail
ANNEXATION & ZONING
The combined annexation area of the two preliminary plats is 86 . 448 acres . The Q NE plat includes
46 . 44 acres of development area and the 20 . 09 - acre the non-residential , C - G , parcel , Lot 1 , Block 14 .
The 19 . 923 - acre Q-SE plat parcel is the combination of Parcel SO434233920 with the northerly portion
of Parcel SO434325860 . The remainder of the latter parcel will be the subject of a future annexation and
development proposal . If the City determines that a property boundary adjustment is required , that
process can be conditioned for completion prior to City Council approval of the annexation ordinance .
Zoning of R- 8 is proposed for the preliminary plat development parcels , including a portion of the
northeasterly 40 - acres currently designated MU -NR by the City ' s Comprehensive Plan . Pre - application
discussions with staff suggested that "floating " the FLUM ' s Medium Density Residential designation ,
and corresponding R- 8 zoning , within that MU -NR area west of the proposed collector street , N . Joy
Way, was consistent with the intent of the Comprehensive Plan .
Commercial C - G zoning is proposed for the remainder of the MU -NR "non -residential " area discussed
previously.

RE : Potential groundwater evaluation of Quenzer property
On November 23rd you informed me that you had purchased an approximately 66 acre
parcel east of Black Cat Road between McMillian and Ustick Roads . On that day I
visited the site and collected groundwater measurements at three test pit locations .
There was some confusion on the early map and I thought there were only 5 monitor
locations . I returned on December 26' and was able to access only 6 of the locations .
On January 31 St I was able to mark and collect readings from all 8 piezometers . A
table with all data collected so far is attached along with a map showing all new test
pit locations .
PURPOSE OF WORK
You asked me to provide you with potential peak groundwater levels for all
piezometers on this parcel . At this point the only water depth information available
are readings from my 3 site visits and recorded values at the time of the test hole
excavations . Levels are dropping now and will continue to do until April . I
conducted a comparison of profiles and peak levels from an adjacent property from
2006 data to come up with estimated peaks for the subject property .
HISTORICAL DATA
In 2006 we described soil profiles in 6 test pits on the 127 acre parcel that is adjacent
to this parcel to the west across Black Cat Road . The 9 Mile Drain runs east to west
along the north side of the 2006 property . The fields on a surface gradient from south
to north .

The attached PDF includes the site map , profile descriptions and 2006 and 2007
groundwater monitor biweekly data . The soils all have loam , silt loam and silty clay
loam textures that range from 13 to 56 inches thick . These relatively thin layers
overlie very gravelly sand which contain 25 to 35 percent cobbles . Groundwater was
observed in each test pit at depths from 58 to 128 inches below ground level at the
time of excavation on March 30 , 2006 .
Those test pits were excavated in early spring when groundwater levels are at or
nearest their lowest level . Moving through the summer, peak levels of 17 to 72 inches
were observed in late August in 2006 and late July in 2007 . Variations in timing of
peak levels will occur from year to year generally due to up gradient activity and
onsite crop sequences as well as nearby irrigation impacts . .
CURRENT SOILS DA TA
Test pit logs for the 8 test pits on your subject property are presented in the
geotechnical report provided by Innovate Geotechnical . The soils on your current
Quenzer project are very similar to those on the historical property to the west . Thin
surface and subsoil layers are only 13 to 56 inches thick over the sand , gravel and
cobbles . Groundwater levels were measured from 36 to 90 inches below ground level
on November 20t' when excavated .
ESTIMATED PEAK GW LEVELS
After evaluating all the available information for the historical data and the current
measurements I was able to determine some probable peak groundwater levels . These
are conservative values to be used for preliminary design and are projected from the
available data . Those estimates are shown in the following table .

The perched groundwater present in this area resides and moves through the
substratum sand , gravel and cobbles beneath these alluvial fan terraces . Numerous
factors can have a significant impact on peak groundwater levels . Note that test pits
4 - 19 through 7 - 19 are located at the lower end of the surface irrigated fields . Waste
water often ponds for extended periods when fields are irrigated . Note the peaks at
historic test pits 1 - 06 , M6 and 3 - 07 which had very high peaks even after the
irrigation had been removed in early July . This is a reflection of the perched
groundwater slowly draining out of the substratum sand , gravel and cobbles .
The entire parcel is in fall wheat and we will likely see higher peaks in those end of
field pipes (449 thru 749 ) . In my estimates I attempted to provide you with what
conditions will be in post - development . Removal of cropping will cause those
measured peaks to drop . However , the degree of drop and how long it will take are an
unknown factor .
SUMMARY
I hope my evaluation will provide you with information that will be of value for early
planning . Once you have ground elevations for the piezometers conversion of the
values to groundwater elevation will help smooth some of the rough edges . With
grain being the crop this season I would expect to see the last irrigation in late June
and a peak in early September . With a season of monitoring I should be able to give
you a more accurate estimate of post - development .

We almost have the TIS for the development on Black Cat done , but still haven ' t heard back from ACHD on the scope .
Lauren finally got Mindy on the phone and she was going to check with Amy on the scoping memo . It has been pretty
challenging getting ACHD responses and we have called or emailed a few times over the past two weeks without
responses .
The Lake Hazel TIS has about 2 weeks of work left to do and we went as far as we felt comfortable without ACHD
confirmation of the scope . Similarly Mindy said she is checking with Amy , but we are still waiting . Potentially, we still
could move forward without getting the scope approval , but it is risky . So I am hoping we get something from ACHD
today or early tomorrow .
We will update you by the end of the day tomorrow to confirm whether we have received comments or approval on the
assumptions from ACHD .
