Broadway Ave. Meridian, Idaho 83642 Re: Lavender Heights AZ, PP (H-2020-0009) Comments on Proposed Conditions of Approval CW File No. 21709.76 Dear Joe: Thank you for all of your efforts in connection with the review of the proposed Lavender Heights project. Our team has appreciated working with you to ensure the project is ready for City Council review. As you know, one of the primary topics of discussion at the Planning & Zoning Commission meeting was fire coverage. We appreciated Deputy Chief Bongiorno’s willingness to revisit the response times for this project, which is within five minutes of existing Station #4 and is immediately across the street from Discovery Park and its planned new station. This project follows the orderly growth plan that has been put in place by the City. In reviewing the Staff Report, there is only one requested modification. Condition 1.b calls for the 10- foot multi-use pathway to be built with Phase 1 of the development. As shown below, our current phasing plan calls for much of the trail system to be built with the development of the adjoining residential lots. A significant portion of those lots and the trail system are located in Phase 3 (west third of the project). Additional portions of the multi-use pathway system are located in Phase 4, which is the multi-family area. That portion of the project is subject to a future conditional use permit and, at this time, has not yet undergone a detailed design. Installing the regional pathway at this time could conflict with, for example, installation of infrastructure in the Phase 4 area and could lead to throw-away of installed elements. Accordingly, we request that Condition 1.b. be modified, as set forth below: a. The 10-foot multi-use pathway shall be constructed in accordance with the approved phasing plan Phase 1 of for the development.
