Linder and W. Overland Roads, at 1335 W. Overland Road. We respectfully request approval of our Annexation and Preliminary Plat applications for this infill development property. For design and planning purposes, our design team used the City of Meridian Pre-application Meeting, Comprehensive Plan, and Zoning Code as the basis for the design of the Sagewood West Neighborhood. We have thoughtfully designed 53 detached single-family residential dwellings on 10.38 acres that will add to the surrounding neighborhood. Located east of S. Linder Road and south of W. Overland Road, the Sagewood West neighborhood will add to the mix of Meridian's available housing opportunities. Offsite amenities include a short distance to a grocery store, home improvement store, restaurants and other services located at the corner of S. Meridian and W. Overland Roads. We are requesting to annex 10.41 acres into the City and proposing an R-8 (Medium-Density Residential District).The property is designated Medium Density Residential and allows for a maximum gross density of 8 homes per acre. Our proposal falls well short of the maximum allowed gross density at 5.11 homes per acre.The proposed detached single- family homes will provide additional single-family housing in this area of Meridian that has recently seen a large influx of multifamily projects.This project is in conformance with the City's Comprehensive Plan and vision. Exhibit D —Preliminary Plat The Sagewood West neighborhood includes 53 single-family homes.The subject property is adjacent to W. Overland Road considered a "transit corridor" and the water and sewer utilities can be utilized with no additional burden to the City or taxpayers. DENSITY:The Medium Density Comprehensive Plan designation allows for up to 8 units per acre. At 10.38 acres, the maximum density allowed is 83 lots. The Sagewood West neighborhood proposes 53 single family homes at 5.11 dwelling units per acre. PRODUCT/ LOT SIZES: We evaluated the area, market conditions, schools, services and nearby recreation to establish the housing product and associated site plan. Consistent with the existing community and the Comprehensive Plan, we have designed a site plan that consists of detached single-family residential lots.The housing renderings included in Exhibit D are representative of what is anticipated to be constructed in the Sagewood West neighborhood. RESIDENTIAL DESIGN: The Sagewood West Neighborhood consists of detached single-family homes that will be a mixture of one and two-stories. Home sizes will range from approximately 1,800 square feet to approximately 2,200 square feet. Lots range in sizes from 4,914 to 8,562 square feet, with an average of 5,545 square feet. Exhibit E —School Capacity In terms of school capacity, the assigned school for this neighborhood will be the following Mary McPherson Elementary School, Victory Middle School, and Meridian High School. Based on published data from October 2019, there is capacity at all three of the assigned school. Sagewood West Neighborhood-Narrative 03/24/2020 Page 4 Exhibit F — Open Space As the developer we have a large investment in this property, and we have researched and followed the city ordinance to plan the most productive open space and amenities for this development. The open space and amenity package also meet the requirements of Section 11-3G-3 of Meridian's Unified Development Code which requires that the application have a minimum of 10%of the gross acreage as open space and one amenity amenities from the approved list. We are proposing 1.25 acres or 12% landscaped qualified open space for the development.The open space will be accessible to all residents of the development. The following breaks down the qualified open space per lot: 1. Lot 11, Block 1 (25,892 sq.ft. (including%of landscape buffer along Overland Road)) • Linear Open Space with seating areas. o We are proposing linear open space and a pedestrian pathway along Lot 11, Block 1.The pathway will extend from Overland road at our north boundary along the Hardin Drain to the east side of the development. o We are also proposing a pedestrian pathway from Flower Garden Street to Overland Road. 2. Lot 27, Block 1 (8,951 sq. ft.) • Plaza with public art and seating area o We are proposing an open space lot in the southwest corner of the development.This lot will contain a seating area and public art. 3. Lot 10, Block 2 (10,567 sq.ft.) • Linear Open Space o This lot will contain linear open space as defined in UDC section 11-3G-3 and will provide valuable open space to the development. 4. Lot 1, Block 2 (10,655 sq.ft.) • Climbing Boulders o We are proposing climbing boulders and benches on Lot 1, Block 2 of the development.The play structure will be accessible to all residents. X. NMID has a 60-foot prescriptive easement over the Hardin Drain. We are proposing to pipe the Hardin Drain and are proposing a pathway along the south side of the development from Overland Road to our east boundary.The applicant is required to obtain construction plan approval from NMID prior to construction. Uses may include single- family homes at gross densities of three to eight dwelling units per acre. Density bonuses may be considered with the provision of public amenities such as open space, pathways, or land dedicated for public services. Comprehensive Plan Policies: Goals, Objectives, &Action Items: The following Comprehensive Plan policies are applicable to this application and apply to the proposed use of this property: • "Provide for a wide diversity of housing types (single family, modular, mobile homes and multi family arrangements) and choices between ownership and rental dwelling units for all income groups in a variety of locations suitable for residential development."(3.07.03B) With the influx of multifamily units in the immediate vicinity,the Sagewood West neighborhood will provide an addition to the single-family neighborhoods that exist immediately adjacent to the project. • "Provide housing options close to employment and shopping centers."(3.07.02D) The proposed Sagewood West neighborhood will be in close proximity to shopping and services at the corner of Overland and Meridian Roads. • "Consider ACHD's Master Street Map (MSM)in all land use decisions."(3.03.04K) This project does not abut any mid-mile collector roadways and is in compliance with the MSM. • "Require open space areas within all development."(6.01.01A) The proposed Preliminary Plat not only meets the City of Meridians open space and amenity requirements, but EXCEEDS them.The development is required by code to provide 10%open space equal to 1.03 acres. We have provided 1.25 acres or 12%qualified open space. • "Permit new development only where urban services can be reasonably provided at the time of final approval and development is contiguous to the City."(3.01.01F) This infill property is immediately adjacent to the City boundary and with developments to the east and south, utilities are immediately available to the property with no additional cost to the City or Taxpayers. • "Restrict private curb cuts and access points on collectors and arterial streets."(3.06.02D) In following the intent of the Comprehensive Plan, Meridian's Unified Development Code, and guidance from the Ada County Highway District,we are not proposing direct access to Overland Road.The street network Is designed to integrate with the existing street network that was put in place with the developments to the south and east. Sagewood West Neighborhood—Narrative 03/24/2020 Page 9 • "Work with ACHD, COMPASS, and VRT on bringing public transportation to and through Meridian."(3.03.04H) We are proposing two pedestrian pathway connections to Overland Road which is considered a transportation corridor.The proposed pathway on the north side of the development will make it only a short walk to the major thoroughfares that will be served by public transportation in the future. • "Require pedestrian access connectors in all new development to link subdivisions together to promote neighborhood connectivity as part of a community pathway system."(3.03.038) The Sagewood West neighborhood includes internal pathways and sidewalks that will create a walkable neighborhood that will allow residents and neighboring subdivisions the ability to walk or bike to the commercial and recreation areas in the vicinity. • "Work with transportation agencies and private property owners to preserve transportation corridors,future transit routes and infrastructure, road and highway extensions, and to facilitate access management planning." (3.01.011) We are not requesting direct access to any state highways as part of this development. • "Develop alternative modes of transportation through pedestrian improvements, bicycle lanes, off-street pathways, and transit-oriented development as appropriate."(3.03.03D) The Sagewood West neighborhood includes internal pathways and sidewalks that will create a walkable neighborhood.The proposed pathway would continue through to Woodsage Avenue upon development of parcels to the east.This pathway would ultimately extend from Overland Road through the Sagewood Subdivision, Fall Creek Subdivision and out to Victory Middle School.This will make it much easier for students in the recently constructed apartments on the west side of Linder Road to walk to school. The applicant feels that this will be a big win for the area and will help achieve the city's goal of increasing pedestrian connectivity. PRE-APPLICATION MEETING & NEIGHBORHOOD MEETING The Pre-application meeting was held with the Meridian planning and development staff on January 2, 2020. The neighborhood meeting was held on January 28, 2020 at 6:00pm at Meridian City Hall, located at 33. East Broadway Avenue Meridian, ID 83642. Exhibit J —Transportation ROADWAY ACCESS: The Sagewood West neighborhood will take public street access in two locations.The southern end of the project will connect to S. Seagrass Avenue. The eastern side of the project will connect to W. Flower Garden Avenue and W. Davenport Street.There are two new north-south streets within the development that will connect Davenport Street, Seagrass Avenue and Flower Garden Road. This connection will provide an internal circulation path and secondary access to both the east and south sides of the development. PEDESTRIAN ACCESS: The Sagewood West neighborhood will have excellent pedestrian connectivity via the internal sidewalks and pathway out to Overland Road to the North and to the eventual pathway to the east that connects to Victory Middle School to the south.
