Broadway Ave. Meridian, Idaho 83642 VIA EMAIL RE: Black Cat Apartments—ITD Traffic Impact Study Acceptance Letter REVISED Dear Ms.Allen, The Idaho Transportation Department (ITD)was informed that the proposed Black Cat Apartments is increasing the number of dwelling units from 188 to 195.The development is located on the northeast corner of US 20/26 and Black Cat Road. The proposed subdivision is not requesting direct access to the State Highway system. ITD did not require a revised Traffic Impact Study(TIS); however did request a revised trip generation summary and peak hour site traffic diagrams. ITD was provided the attached proportionate share memorandum that determined the increased number of dwelling units resulted in an increased proportionate share contribution share towards ultimate buildout of US 20/26 between Levi Lane and Tree Farm Way. Below is ITD's revised request that the City of Meridian require Black Cat Apartments to mitigate impacts to the State Highway system.The following improvements are required prior to occupancy: Removal of Existing Approach on US 20/26 Remove existing approach located approximately 285ft east of Black Cat Road. Perform earthwork to match typical drainage features. Removal and drainage activities will occur within ITD's right-of-way,thus requiring an encroachment permit(ITD 2111). ITD District 3 has issued Memo 39- Development Proportionate Share Contribution as a means to request equitable contribution from developers to improve public facilities needed to serve new growth and development. (1) Westbound Right Turn Lane at US 20/26 and Black Cat Road The westbound right turn lane is warranted at full build out. ITD estimated the proposed intersection improvement as$237,957. See attached estimate. ITD requests the developer pay a proportionate share of the remaining corridor improvements (not including any improvements programmed in KN 21858 US 20: SH-16 to Linder Road) between the extents of the TIS. ITD estimated the remaining corridor improvements as$6,024,222. See attached estimate. ITD requests the developer pay a proportionate share of$72,290 ( .2% $78,315 (1.3%)to the corridor improvements based off of site PM thru trips compared to 2024 Total PM thru trips.
