Broadway Ave., Suite 102 Meridian, Idaho 83642 Re: Delano Subdivision (H-2019-0027) Dear Sonya: Thank you for your work on this application. It has been a long road. I have had an opportunity to review the Staff Report and have only the following minimal comments:  Condition 1.c (Single-Story Limitation on West Side of Project). The prior iteration of this project included a single-story limitation on the west side of the project. Since that time, we have reduced the density significantly. In addition, it is our understanding that the property to the west has been acquired for purposes of development. Given these factors, we did not intend to limit the west side of the project to single-story. My apologies for not clarifying this in connection with the re-submission of the revised plan. The single-story limitation on the north side of the project is what was contemplated and will remain. Accordingly, we request that Condition 1.c be revised, as follows: d. Single-family homes along the west and north perimeter boundaryies of the development shall be restricted to a single-story in height as proposed by the Developer.  Condition 2.b. (Construction of N. Centrepointe Way). This condition must be read in conjunction with Condition 1.f, which requires construction of N. Centrepointe Way from the southern boundary to the northern boundary. The requirement to construct the roadway (rather than a half section) makes sense in light of the fact that both sides of the roadway are located within this project and we want to ensure that N. Centrepointe Way can connect as soon as possible. We are, however, concerned that Condition 2.b gets the cart before the horse and will lead to throw-away costs. The R-40 section of the project requires a separate conditional use permit and a separate public review process before it may move forward. When that occurs, separate engineering and utility work will be done to accommodate what is actually proposed. That will entail extension and installation of utilities, potential reconfiguration of access, etc., meaning any landscaping and sidewalk will almost certainly be torn out if it is installed before the R-40 portion of the project is underway. The west side of N. Centrepointe Way will be landscaped and sidewalk will be installed as required by code and the Staff Report. The entirety of the N. Centrepointe Way road section will be built out in the first phase of the project, as identified in Condition 1.f. Our only request is to defer installation of landscape and sidewalk until the R-40 section of the project develops. Accordingly, we request that Condition 2.b be deleted. Again, we are building the entire N. Centrepointe Way road section in Phase 1. Pedestrian facilities and landscape will be installed with Phase 3—after that area is designed, engineered, and entitled. With those two minor modifications, we are in full agreement with the Staff Report and look forward to the hearing on April 16, 2020. Very truly yours, T. Hethe Clark
