Franklin Rd . , Meridian , ID 83642 . The owner of the property is intending to subdivide this parcel as a commercial subdivision for future development . At this time no buildings or users are planned , just the split of the property and infrastructure installation . Landscape buffers would be installed as part of the subdivision of the parcel . Additionally, a minor modification to the land use designations and zoning of a portion of the property would occur by aligning the C- G zone and I - L zone boundaries to the parcel lines as shown on the Preliminary Plat . This will be accomplished through the rezone of the northern portion of lots 3 and 6 , as shown on the proposed Preliminary Plat and rezone exhibit, and as described in the legal description of the property to be rezoned . That area would be change from I - L to C- G zoning as part of this application . The minor modification to the zone boundary line does not constitute enough of a change to necessitate a comprehensive plan amendment . This was confirmed with the planning staff prior to the application submittal . This project consists of the establishment of 6 lots through the Preliminary Plat process . A final plat will be submitted in the future to complete the subdivision of the land , after the infrastructure has been installed . Future uses or users would be required to submit plans for review and approval after the final plat recordation and prior to submitting for building permits . There are currently no existing buildings on the site , although it is utilized as pasture for horses . There is an existing cross - access agreement with the business to the west, and this easement would remain . The land uses adjacent to the project site are currently commercial or industrial in nature , and the railroad borders the site to the north . There is also a 90 ' wide conservation easement over the Five Mile Creek drainage , which will be retained and protected . A portion of the regional pathway, as identified by the City of Meridian , would be established along the north /east side of Five Mile Creek, and would also function as a utility service road for the City ' s maintenance of the existing sewer main that runs along the creek . All road frontage improvements were completed as part of the Locust Grove and Franklin Road upgrades , and the existing curb cuts are planned to remain and act as the access points to the future on -site parcels . An existing curb cut on the eastern portion of the Franklin Road frontage would remain , but be limited to maintenance vehicles from the City of Meridian , Nampa Meridian Irrigation District, or other authorized entities . No modifications to the road frontage improvements are planned or anticipated at this time . We believe that this Preliminary Plat and ultimate commercial subdivision will be in conformance with the UDC and Comprehensive Plan for the City of Meridian , as well as provide for additional buildable lots for the continued commercial / industrial development within this area of Meridian . And there have not been any submittals , just the pre - application with the City and the neighborhood meeting . The 2 lots to the north are going to be zoned kL and the 4 on the south will be & G . There will be no residential , it will be industrial /office , maybe some retail and manufacturing uses . I can ' t imagine 1 that the thresholds of square footage below will be hit with any of the lots since we ' ll obviously need to have parking and associated landscape areas . Additionally, there is a 90' wide conservation easement over 5 Mile Creek so that area has to remain undeveloped . There are existing curb cuts on Locust Grove and Franklin Road that we are hoping to continue to use ( installed when ACHD improved Locust Grove ) , but the one on Franklin that is closest to the intersection would be closed to traffic other than City/ County/ Highway District maintenance for the sewer main and pathway that is required as part of Meridian ' s regional pathway plan . The client is trying to establish the lots through the preliminary plat so they can then start marketing to potential users and at that point establish uses and layouts for each . I ' m not sure if this helps at all , I was just trying to assemble all of the required items on the City ' s preplat checklist . Let me know how you think it is best to proceed .
