Broadway Ave. Meridian, ID 83642 Re: Design Review Narrative for Everest Surgical Institute To Whom It May Concern, Attached please find application materials for a new commercial project located at 2960 South St. Lukes Street — Lot 2, Block 1 Mystery View Subdivision. The proposed project is a 15,800 square foot building for a surgical center with related medical clinic offices for the surgeons who utilize the surgery space. The building is located within an existing office subdivision with a bank to the east, and an office building to the south. The access to the property is through the existing parking areas of those two facilities via a shared access agreement. The site has been land ou# similar to the neighboring building to the south with the structure in the center and parking on all four sides. The site layout will be cohesive with the surrounding buildings by providing similar vehicular access and adequate emergency circulation around the entire site. The building is designed with a prominent entry and waiting room feature at the southeast corner of the building that is oriented to the public way at a visual corridor between existing buildings facing S. Allen Street to the east. The other main feature of the site layout is the porte cochere vehicle drop off area for the surgical portion of the building. The building mass has been designed as a relatively simple rectangle that has been enhanced with a large volume at the main entry that is highlighted by an intersecting masonry accent wall that rises from the building as a backdrop for signage. The length of the building includes several different steps in elevation, changes in wall plane and canopy projections at entrance points and south facing glazing. These changes in elevation and relief in plane are complimented with a change in building material which gives each different mass a sense of thickness and depth. The materials proposed on the building include two different types of metal wall panel with deep shadow lines, a wood pattern laminate wall panel, and ground face concrete masonry units. The accent trim on the building is proposed to be pre -finished metal, and the building includes extensive use of aluminum storefront fenestration with a clear anodized aluminum finish. 1212 12th avenue south nampa Idaho 83651 phone: (208) 463-9295 fax: (208) 463-.9299 email: jgt@jgt-architecture.com Design Narrative — Everest Surgical Institute We feel that this will be a great project that will k surrounding area. Y N N/A ID # Description F Building design should establish visual connections that relate internal ca:l spaces at ground- or street -level with facades adjacent to public 3.30 roadways, public spaces, and along primary building entries, and that add visual interest and complexity to the first floor building design. Use horizontal and/or vertical divisions in wall planes, such as 3.3A ledges, awnings, recesses, stringcourse, molding, joint lines, or other material types, to frame and accent 30% or more of total fenestration. { j CJ 3.3D I 3.3E 3.4A Average 30%fenestration for applicable first floor facade, unless specified elsewhere. May also meet fenestration alternative (see 3.3E). Big box and buildings in industrial districts may limit applicable facade area to 304eet around public entries. Fenestration Alternative: Incorporate doors and windows for at least 30% of applicable first floor facade, or suggest their inclu- sion using faux treatments that incorporate at least two of the following: material changes, reveals in conjunction with color or material change, qualifying modulation such as recessed areas, architectural trellis, awnings and canopies over access areas, detached structures such as pergola, or similar architectural features and details. Building roof types, forms, and elements should provide variation and interest to building profiles and contribute to the architectural identity of the buildings, without creating an imposing scale on adjacent uses. Applies to facades: in development along arterial roadways, visible from residential development, adjacent to public spaces, facing public entries of adjacent buildings. For flat roofs, incorporate primary and secondary roof elements including but not limited to: multiple material types along para- pets, multiple parapet elevations with at least 1400t change in elevation, or modulation of at least 24eet in the parapet, such as along entryway overhangs. Qualifying elements must exist for at least 20% the length of applicable facades. May also incorporate secondary roof types, such as hip roofs along overhangs. For sloped roofs, incorporate at least two of any one roof element, including but not limited to: valleys, ridges, or gables. Qualifying elements in total must exist for at least 20% of applicable fagade roof area and be visible from the same fagade elevation. May also incorporate other roof styles, such as parapet walls over entryway features. Applies to fagades: in development along public roadways, visible from residential development, adjacent to public spaces, facing public entries of adjacent buildings. Design and articulate architectural elements using proportions, divisions, detailing, materials, textures, and colors and appropriately Goal integrate these elements into the building design. Applies to fagades: 4.11 in development along public roadways, visible from residential development, adjacent to public spaces, facing public entries of adjacent buildings. Provide at least three detailing elements that transition facade material changes or integrate pedestrian scale elements, such as doorways, windows, or material banding, at the base of the 4.1A building. Examples include but are not limited to: cornice work around primary entries, decorative caps on brick or stone banding, architectural canopies over entries, or decorative lintels above the first floor windows. Provide building overhangs or other projections such as canopies which articulate the building facade and provide temporary relief from inclement weather. At a minimum, an overhang or 4.113 projection is required within 204eet of all public entryways, must be at least 34eet in depth from the point of entry, and be least &feet in length. Entryways with vestibules or other permanent enclosed transition space are exempt.
