Dear City Clerk:
These comments via email are in response to/support of Nick Frazier’s Application for Review of Director’s Approval of
an Accessory Use for a Daycare, Family (A-2019-0388). I support Mr. Frazier’s request for review for the following
reasons:
1. As stated, no neighborhood meeting was held. Since this is a new subdivision, still under construction, it is
imperative that new homeowners/neighbors are kept informed of occupational applications in their
neighborhood. I moved into this neighborhood in mid-October, 2019, and live 2 doors from the initial applicant,
Elisabeth Songe, and was never informed or approached about a neighborhood meeting regarding her intention
to apply for a daycare accessory use permit. I feel, as a closely affected neighbor, I should have been a recipient
in the neighborhood meeting announcement, if there was one, or, as stated by Ms. Songe, one of the neighbors
spoken to.
2. I believe the City Council/Director erred in continuing with review of Ms. Songe’s application in light of the fact
that her application showed (by writing) that she did not hold a neighborhood meeting and by her admission she
only spoke to a few neighbors. This was in direct disregard of City Code 11-4-3-9. It is our Council’s/Director’s
responsibility to ensure that all proper procedures have been followed in the application process. The City
Council/Director’s review/decision should have been continued until Ms. Songe could provide proof of such
meeting.
3. I agree with Mr. Frazier’s comments regarding off street parking. As Ms. Songe’s location houses 3 family
vehicles (parked in the driveway), the only available space for parking is in front of her house. As far as turn-
around areas in the neighborhood, there are not any. Daycare clients will either be making illegal U-turns or
travelling around the block to leave the neighborhood. As I stated prior, this is a new subdivision still under
construction. We have a huge amount of large construction equipment/vehicles/trucks entering our
subdivision and traveling down N. Maplestone Ave, right in front of Ms. Songe’s residence. Our subdivision’s
narrow streets can barely handle this increased heavy construction traffic and we certainly don’t need additional
traffic.
4. This is a residential subdivision and should remain for residential use only.
