2020-03-11 MPD p7 E Ofi p A OO ■ DATE: 2/27/2020 TO: Joseph Dodson REVIEWER: Lieutenant Scott Colaianni SUBJECT: H-2020-0004 PROJECT NAME: McMillan Independent Senior Living POLICE DEPARTMENT SUMMARY OF REPORT: 1. Police Response Time- The proposed McMillan Independent Senior Living development application is approximately 6.5 miles from the Meridian Police Department. The expected response time to this area in an emergency is about 7:41 minutes. The average response time in the City of Meridian is just under 4:00 minutes. This proposed development is in a very fast growing area of the city. The calls for police services in the northwest portion of the city are increasing, as are the response times. Right now there are few calls that fall into the category of"Emergency"but those are expected to increase as development continues to come into this geographic area. Between 2/1/2019- 1/31/2020,the Meridian Police Department responded to 1,161 calls for service within a mile of the proposed development. The crime count on those calls was 27. See attached documents for details. Between 2/1/2019- 1/31/2020,the Meridian Police Department responded to 53 crashes within a mile of the proposed development. See attached documents for details. 2. Accessibility— The Meridian Police Department has no concerns with access into the proposed development. 3. Resource needs The Meridian Police Department already serves this area geographic area but response times are increasing as more and more development is approved in this area. A future Police Precinct in the northwest area of the city will be need to house staff that will be able to respond to calls for public service in a timely manner more consistent with the"Average response time in the City of Meridian". 4. Other comments- The Meridian Police Department has no outstanding issues concerning this development application. All qualified open space provided in the development,to include all amenities, must be in an open area in order to allow for natural observation opportunities. Pathways and landscaping should not create hiding spots or blind spots that would promote criminal opportunities. The Meridian Police Department will support all Community Development Staff recommendations, Traffic Impact Studies from ITD and or ACHD to improve access, roadways, intersections, pathways and sidewalks before the project if fully completed.
