Broadway Meridian, Id 83642 Stonehill Church currently rents office space at 2006 E. Franklin Rd., Ste 110, Meridian. This space is for the church office and also used for a meeting space for their youth group. The church did not receive a Certificate of Occupancy from the City of Meridian for this usage. This space was previously used as a retail location. The church would like to continue to utilize this location as their church office until they can build a permanent church building. In order to use this space and meet the building code for assembly occupancy, the church will be required to install an exterior door and sidewalk out to the back of the building. The church will also install a set of doors in the wall between the two room; and install an addition Woman’s restroom in the lower space. Work will also include relocating the storage room to create a more useable area. These changes to the building are shown on the Lower Floor Plan. This building was constructed as a 3-unit space and the church occupies 2 of the three space in this building. The exterior of the building is constructed with hardboard siding with a 7” lap on the sides and rear of the building. A manufactured rock accent in a Cobble Stone pattern, that is 3’ tall was constructed on the front of the building, this accent extends back about 4’ on the sides of the building. The entrances to all of the spaces have been constructed with an (EFIS) Exterior Insulation and Finish System. The building has been painted in various tones of tan. MERIDIAN, ID 83646 (208) 861-5264 BJOHNSTON_AIA@HOTMAIL.COM STONEHILL CHURCH CZC NARRATIVE 2 The following code review of the building space states the rationale used to determine that Stonehill Church is seeking permission to perform the proposed work on this building. Since the lower portion of this building is being used as an Assembly Occupancy for the church’s youth group, an additional woman’s restroom is required along with the addition of new door for egress from the lower level of the building. 303.1 Assembly Group A. Assembly Group A occupancy includes, among others, the use of a building or structure, or a portion thereof, for the gathering of persons for purposes such as civic, social or religious functions; recreation, food or drink consumption or awaiting transportation. 303.4 Assembly Group A-3. Group A-3 occupancy includes assembly uses intended for worship, recreation or amusement and other assembly uses not classified elsewhere in Group A including, but not limited to: Places of religious worship 903.2.1.3 Group A-3. An automatic sprinkler system shall be provided throughout stories containing Group A-3 occupancies and throughout all stories from the Group A-3 occupancy to and including the levels of exit discharge serving that occupancy where one of the following conditions exists: 1.The fire area exceeds 12,000 square feet (1115 m2). 2.The fire area has an occupant load of 300 or more. 3.The fire area is located on a floor other than a level of exit discharge serving such occupancies. 1004.2 Cumulative Occupant Load Where the path of egress travel includes intervening rooms, areas, or spaces, cumulative occupant loads shall be determined in accordance with this section. 1004.2.1 Intervening spaces or accessory areas. Where occupants egress from one or more rooms, areas or spaces through others, the design occupant load shall be the combined occupant load of interconnected accessory or intervening spaces. Design of egress path capacity shall be based on the cumulative portion of occupant loads of all rooms, areas or spaces to that point along the path of egress travel. 1004.3 Multiple function occupant load. Where an area under consideration contains multiple functions having different occupant load factors, the design occupant load for such area shall be based on the floor area of each function calculated independently. 1004.5 Areas without fixed seating. The number of occupants shall be computed at the rate of one occupant per unit of area as prescribed in Table 1004.5. For areas without fixed seating, the occupant load shall be not less than that number determined by dividing the floor area under consideration by the occupant load factor assigned to the function of the space as set forth in Table 1004.5. Where an intended function is not listed in Table 1004.5, the building official shall establish a function based on a listed function that most nearly resembles the intended function. Every room or space that is an assembly occupancy shall have the occupant load of the room or space posted in a conspicuous place, near the main exit or exit access doorway from the room or space, for the intended configurations. Posted signs shall be of an approved legible permanent design and shall be maintained by the owner or the owner’s authorized agent. 1008.3.1 General. In the event of power supply failure in rooms and spaces that require two or more means of egress, an emergency electrical system shall automatically illuminate all of the following areas: 1.Aisles. 2.Corridors. 3.Exit access stairways and ramps. STONEHILL CHURCH CZC NARRATIVE 4 1010.1 Doors. Means of egress doors shall meet the requirements of this section. Doors serving a means of egress system shall meet the requirements of this section and Section 1022.2. Doors provided for egress purposes in numbers greater than required by this code shall meet the requirements of this section. Means of egress doors shall be readily distinguishable from the adjacent construction and finishes such that the doors are easily recognizable as doors. Mirrors or similar reflecting materials shall not be used on means of egress doors. Means of egress doors shall not be concealed by curtains, drapes, decorations or similar materials. 1010.1.1 Size of doors. The required capacity of each door opening shall be sufficient for the occupant load thereof and shall provide a minimum clear opening width of 32 inches (813 mm). The clear opening width of doorways with swinging doors shall be measured between the face of the door and the stop, with the door open 90 degrees (1.57 rad). Where this sectio n requires a minimum clear opening width of 32 inches (813 mm) and a door opening includes two door leaves without a mullion, one leaf shall provide a minimum clear opening width of 32 inches (813 mm). Pivot or side-hinged swinging doors shall swing in the direction of egress travel where serving a room or area containing an occupant load of 50 or more persons or a Group H occupancy. 1010.1.10 Panic and fire exit hardware. Swinging doors serving a Group H occupancy and swinging doors serving rooms or spaces with an occupant load of 50 or more in a Group A or E occupancy shall not be provided with a latch or lock other than panic hardware or fire exit hardware. Exceptions: 1 .A main exit of a Group A occupancy shall be permitted to have locking devices in accordance with Section 1010.1.9.4, Item 2. 2.In buildings in occupancy Group A having an occupant load of 300 or less, Groups B, F, M and S, and in places of religious worship, the main door or doors are permitted to be equipped with key-operated locking devices from the egress side provided: 2.1.The locking device is readily distinguishable as locked. 2.2.A readily visible durable sign is posted on the egress side on or adjacent to the door stating: THIS DOOR TO REMAIN UNLOCKED WHEN THIS SPACE IS OCCUPIED. The sign shall be in letters 1 inch (25 mm) high on a contrasting background. 1010.1.10.1Installation. Where panic or fire exit hardware is installed, it shall comply with the following: 1.Panic hardware shall be listed in accordance with UL 305.
