It’s part of the 30’ buffer/easement that runs along Chinden. John Ringert of Kittelson was hired by the State of Idaho/ITD to install that sidewalk and landscaping as part of their overall widening project. We have no control over them and their timing, but it sure was nice to know that they’ll be finishing the project about the same time as we’re finishing our urgent care. Please let me know if we need to get you any more information on the Paramount Urgent Care. By the way, are architect is standing in the wings to submit modified building permit plans if you approve of the newly added 23’ tower on the north side of the building. Thanks again. We included a 10-foot sidewalk in that section in our widening plans for Chinden, which is planned to be constructed this summer. The in-process deal with Brighton is that they will be re-landscaping the strip of land from the back of 2sidewalk to the new edge of the 30’ easement (100’ from centerline which includes 70 of ROW and 30’ easement). So if the sidewalk is not required to be built before that time, our project is planning to build it. My general understanding is that sidewalks along a development frontage are the responsibility of a development to build and maintain. But on most roadway projects we identify gaps which need to be filled in, or situations where we need to relocate the sidewalk for widening. Fox Run in Meridian. We are developing a Saltzer Urgent care near that intersection, and our building backs up to Chinden. We recently submitted a design review application for that building, but the City of Meridian is unclear about who is responsible for putting in that 10’ pathway and landscaping along Chinden. See email from Meridian Planner Stacy Hersh below. I have inserted a snippet of the location and I highlighted in red the area of the 10’ pathway. The little blue box is our proposed urgent care. See below. Could you help clarify who is responsible for designing and installing that 10’ pathway and landscape? Brighton owns the 5 acre parcel at that location, and they are platting it. Hi Stacy: we got our consultants to address the issues you raised during your review of the Paramount Urgent Care CZC (A-2019-0365). We made the following changes: 51. Added 23’ tower on the north side of the building, which is the Chinden side of the building. (See revised Elevation and Material Board attached.) 2. Revised Landscape plan to add tree to parking lot, and it shows the landscaping around the newly added pedestrian 5’ path that connects to the 10’ path that spans along Chinden. See attached. 3. Revised the Site Plan to show a 5’ path that spans along the east side of the building and across the landscaping to connect to the 10’ path that spans along Chinden. We noted on both the site plan and landscape plan that the 10’ path along Chinden is being designed and installed by others as part of the Chinden Blvd., widening project. Although noted on our plans, we will not be responsible for installing the 10’ pathway. I hope that does not affect our CZC application?? The design review exception for the height reduction for the building was denied. Can you please revise the plans as follows: - Building elevations revised to reflect the 20-foot height requirement next to Chinden. - Revise the landscape plan by adding an additional tree to the parking lot perimeter buffer on the west side (the two parking lot islands trees do not count towards the perimeter landscaping) and a pedestrian connection to the Chinden pathway. - Revise the site plan to include the required 10-foot multi-use pathway to be extended within the street buffer along Chinden (from the Fox Run Way to the edge of the property on west side). This is really important, as the Linder Village Project will need to connect. - Revise the site plan to include a pedestrian connection from the Chinden pathway to this building. We have the same design issues with respect to the same urgent care building at Paramount. We have already submitted the CZC/DR application for the Paramount Urgent Care. (A-2019-0365). Attached is a supplemental narrative that requests a variance for textured concrete panels, prefabricated metal panels, and a 20’ height requirement imposed by proximity to Chinden Boulevard. In addition to the supplemental narrative, we updated the elevation and material board to show the additional evergreen trees. The revised landscape plan is also attached. Finally, we made notes on the Architectural Standards sheet to “see exception request set forth in supplemental narrative.” We added this note to items 51I and 2.1D. With these 4 additional documents, we request that you approve the CZC and Design Review application for Paramount Urgent Care (A-2019-0365).
