Dear Planning Personnel:
On behalf of DWT Investments LLC, BVA Development submits this application for Certificate of
Zoning Compliance and Design Review with respect to a medical office building ("MOB") to be
built near the Paramount project. The proposed MOB is a single -story, 5,375 s.f. building that will
provide space for urgent care medical services and family practice.
The project parcel (No. S0425120902) is located near the intersection of Chinden Blvd/Hwy 20/26
and N. Fox Run Way. The parcel is 4.68 acres; however, the MOB will be situated on only the
northwest corner of the parcel on approximately .54 acres.
DWT Investments LLC is the owner of the parcel, and it has submitted a property boundary
adjustment to reconfigure Parcel No. S0425120902 and a contiguous parcel 80425120700. This
will be followed by a preliminary plat to further subdivide the larger parcel into four commercial
lots, two common lots and a connector road from Fox Run Way to the new Linder Village project.
If approved, the MOB will be located on a platted lot that matches the design parameters shown
on the site plan accompanying this application.
The MOB project parcel is zoned C-C. The new Linder Village project lies directly to the west.
Parcels zoned C-C and MU-DA are located to the east and north. Other small commercial
buildings are proposed directly to the south and east of the MOB on what is currently parcel
30425120902A
Access to the MOB site will be primarily from the east off of N. Fox Run. A second access will be
provided to the south once the road for Linder Village is built. As to parking, 21 parking stalls are
dedicated to the MOB. Two of the parking spaces will be handicapped parking. Additional parking
will be provided via a cross parking agreement/easement that affects the MOB and the future
commercial buildings directly south and east of the MOB. Owner will shortly execute that
agreement/easement.
Bicycle parking is also provided. A single bicycle rack with two parking stalls is dedicated to the
MOB, and it is situated outside the entrance to the MOB. (See detail of bike rack on accompanying
site plan.)

The trash enclosure is located directly to the south of the MOB on what will be an adjacent lot
once the parcel is platted. The enclosure will be shared with a commercial building to be built
directly to the south. The Owner will shortly execute a reciprocal easement agreement that will,
among other items, include an easement to accommodate the shared use of the trash enclosure.
Robert Olson of Republic Services' has been away from the office for a number of days or weeks.
We were not able to obtain approval for the trash enclosure. However, when we receive that
approval, we will forward a copy to you.
Applicant and Owner are not seeking approval of any signs at this time. Any sign requests will
be made in future applications.
As to the architecture of the MOB, the goal is to make the MOB identity brand recognizable across
the Treasure Valley. To that end, the design consists of streamlined architectural elements so the
brand can be scalable and work well on both large and small sites. The materials used on the
exterior elevation are.

• Metal Fascia with Wood look soffit
• Cement panels or similar
• Two -toned gray stucco or similar
• Branding panel in striking color
• Clear anodized storefront windows
The design concept is also focused on the overall patient experience. The architectural look and
feel are inspired by natural materials and holistic wellness to create a sense of welcome. To
enhance the welcoming feel, the entry is expansive and easily accessed from the the parking
area. Automated doors contribute to the ease of access and help keep a heavily used area more
sanitary.
The building was designed from the patient's perspective with a focus on easing anxiety and
increasing comfort while meeting the medical staffs need to facate medical care. Lobby areas
have large windows and the seating is oriented outward, allowing daylight and views to be the
focus. The introduction of private waiting suites adjacent to lobby areas create transition spaces
that accommodate individuals and families alike. Additionally, this configuration helps reduce the
need for large waiting rooms and minimizes the impact of noise, distractions, and the spread of
germs
