Sonya: I don’t know what the Northwest Pipeline’s threshold is to replace the pipe, they have a formula based on the residential density. I will try to get that answer for Becky before the public hearing. This is a preliminary plat, and our percentage of open space far exceeds the minimum requirement. We really don’t want to try to install something that we may not even be able to construct. Placing this requirement on the single-family portion of the development places an undue hardship on this project, particularly considering the neighborhood park, donation of well site, and cost of bringing sewer and water to and through the site. With concrete being $10.00 a square foot or more, it would add considerable cost to the single-family residential portion to put a pathway in the middle of a field, rip it up, then construct again. Please reconsider this staff recommendation. Thank you! Sonya, We do have a problem with this, because the Northwest Pipeline runs through the parcel. Changing the land use also changes the requirements for the construction of the pipeline. Northwest Pipeline will be replacing their pipe in that entire area, so we do not want to construct a pathway that will be ripped up. We respectfully request that the multi-use pathway not be required until the multi-family portion of the project is developed.
