On behalf of Ten Mile Academy Daycare , BVA Development LLC submits this application for conditional use permit to operate a daycare and preschool in the TM Crossing Subdivision No . 1 . There will be 1000s of people working in the TM Crossing commercial subdivision , and this daycare / preschool will be a great amenity and service that will help the working families handle their daycare needs conveniently . The Academy may also offer late night childcare and Saturday care that will accommodate employees at TM Crossing that work on a swing shift . Finally , the daycare will provide a much needed " sick room " for those parents who have no choice but to bring a sick child to daycare . As to the daily operation , Ten Mile Academy estimates that they will have approximately 250 part - time and full -time students enrolled , and this number includes the owner ' s children . Because of a high number of part-time students , the operation can accommodate this high number of enrollees . They estimate at full capacity they will have only about 180 children on site as a maximum throughout the day . However , on average , or on a typical day , they will have only about 150 children on site throughout the day . The employee count at maximum capacity will be about 26 staff members . Hours for the operation will be 6 : 30 a . m . to 6 p . m . , Monday through Friday only . However , in the future , the Academy would like to add Saturday care from 8 a . m . to 10 p . m . and late - night care Monday through Friday until 10 p . m . We request that these extra hours be incorporated into the conditional use permit even though such hours may only be a possibility in the future . The daycare operators , in compliance with UDC 11 -4 - 3 - 9 , will provide proof of criminal background checks and fire inspection certificates prior to certificate of occupancy . As to the building and project site , the proposed daycare building is a 7 , 564 s . f , single story building . It will be located on Parcel No . R8484000145 , which was the subject of a recent property boundary adjustment application that was approved and finalized (A - 2019 - 9348 ) . Because the boundary lines were adjusted , the proposed daycare building will no longer transect any property boundaries . As to ownership , DWT Investments LLC , SCS Investments LLC , and Tomlinson Family Trust own the subject lot . Entities connected to these three owners will build and lease the building to Ten Mile Academy Daycare . 2775 W . As to architectural character , the building has a variety of interesting materials that create a modern style that is compatible with the other buildings currently developed in TM Crossing . Building materials include gray steel paneling , dark ground face CMU , and white stucco . ( See Elevation and Material Board submitted with this application . ) A large section of steel panel , store front glass , and oversized metal awning highlight the large entry way oriented toward Sentinel Lane on the east side of the building . This orientation complies with the Development Agreement requiring building facades to face , or be oriented , toward the street rather than inward toward an internal parking lot . Nevertheless , there is another entry door on the west side of the building , and it is accessible from the parking lot . It has the same steel panel feature to highlight the entryway . Primary access to the building will be via a drop - off and pick- up zone on the east side of the building . The patrons will enter TM Crossing Subdivision via W . Vanguard Way , turn east on to Excursion Dr . then turn south on Sentinel Lane to access the drop - off and pick up zone at the front entry door . ( See site plan with drive access highlighted in red . ) There is a parking lot on the west side of the building for those parents that need to park and bring their children inside . Circulation overall is very convenient , and generally parents can access the building via Vanguard , Navigator , Excursion , or Sentinel . The internal parking lot shared with two other buildings provides further internal access and turn - around area . 32 parking stalls are provided in the parking lot , and groupings of spaces and the landscape islands comply with the relevant provisions of the UDC . As to bike stalls , two bike stalls have been provided on the west side of the building near the front door in compliance with the UDC . A detail for the bike racks can be found on the accompanying site plan . Each bike rack contains two bike stalls . The daycare building also has two large play areas . Both play areas are fully enclosed with attractive wrought iron fencing that will be 6 ' in height . The play area on the southwest corner will have three attractive sails that generally cover the play area to provide shade for the children while obscuring the view of the playground from surrounding high rise buildings . A second large open play area is located on the north side of the building . The trash enclosure is located on the southwest corner of the building . Images for the parking lot light fixtures , benches , and trash receptacles can be found on the landscape plan . Finally , as to other connected applications and entitlements , please be aware that we had submitted on January 17 , 2020 , a CZC and Design Review application for this building . We indicated in those applications that the building was merely a commercial core & shell . The application does not mention the fact that the building may be used as a daycare someday (A- 2020 - 0015 Ten Mile Academy Building ) . The intent is to submit the CZC / DR application followed up shortly with a Permit Package for C - Shell . The Conditional Use Permit will proceed independently of the CZC / DR and permit package , but if the CUP application is approved , then the CZC / DR , building permit , and CUP will all be " married together " in the end . 2 The neighborhood meeting for this application was held on Thursday , January 16 , 2020 .
