The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization
(MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to
evaluate whether land developments are consistent with the goals of Communities in Motion 2040 2.0 (CIM 2040),
the regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be
prescriptive, but rather a guidance document based on CIM 2040 2.0 goals.

variety in housing stock with critical mass to promote transit services; multiple transportation options; bike and
pedestrian-friendly design..."The location of senior housing near existing health care facilities may mitigate the
increase in vehicular trips, reduce the distance of these trips, and encourage bicycle and pedestrian use.

There are several planned transportation projects near the proposal (attached), which
include:
• Additional southbound lane from River Valley Street to Franklin Road (Key Number
13349), and
• Construction of a lighted 10' multi-use pathway along the east side of SH-55 (Eagle
Road) from Franklin Road to Pine Avenue and reconstruction of the existing sidewalk
adjacent to the Shell gas station to the 10-foot width (Key Number 20542).
Valley Regional Transit currently provides regional bus service from downtown Nampa to
downtown Boise with a bus stop at Saint Luke's Meridian. ValleyConnect 2.0 proposes new
bus service near this site: from Saint Luke's Meridian to the Happy Day Transfer center in
Nampa and service from Meridian to downtown Boise. These bus routes will be less than 1/4
mile when operational.
The proposal includes a 10' micropath along the Five Mile Creek. This will encourage
multimodal connectivity from nearby neighborhoods to retail and health care services along
Eagle Road.
