TASK ORDER NO. 11146 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND MOUNTAIN WATERWORKS, INC (ENGINEER) This Task Order is made this ___ day of January 2020 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as “City”, and accepted by MOUNTAIN WATERWORKS, INC, hereinafter referred to as “Engineer” pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (category 2A) between the above mentioned parties dated October 1, 2017. The Project Name for this Task Order is as follows: WRRF Dissolved Air Floatation Thickners (DAFT) System Upgrades PROJECT UNDERSTANDING The Engineer’s scope of services, time of completion and compensation shall be as set forth herein. This Task Order is for professional engineering services to design improvements identified and selected by the City as part of the WRRF Capacity and Optimization Study report prepared by the Engineer. SCOPE OF WORK The City has two existing DAFTs at the WRRF that thicken waste activated sludge (WAS) prior to anaerobic digestion. Due to growth in the community and associated increase in wastewater volume, the DAFT system is currently operating at redundant capacity (maximum capacity with 1 unit out of service). The DAFTs will be integrated and utilized for thickening WAS from the liquid expansion project, which may further increase WAS production. Therefore, the City has determined the capacity and efficiency of the DAFT system needs to be increased in the near future. In addition to DAFT capacity upgrades, new polymer feed skids (one for each DAFT) and VFD installation on the existing clarifier scum pumps are included within this scope of work. Because the capacity of the DAFT system is being increased, the Idaho Department of Environmental Quality (IDEQ) will need to review and approve a project Preliminary Engineering Report (PER) along with the final design Plans and Specifications. WRRF Capacity and Optimization Study report will serve as the basis for the project PER. Specific project tasks include the following: Task 1 – Project Management Coordinate with the project team and City throughout the project related to schedule, budget, and status updates. Meeting minutes will be prepared for project coordination meetings and distributed to attendees. Monthly progress reports will be prepared and submitted with monthly invoices to document project progress. Each monthly progress report and invoice will include a percent complete estimate for the project. Deliverables • Monthly progress reports with invoices • Meeting minutes Task 2 – Preliminary Design A project PER will be prepared along with 30% design drawings during the preliminary design phase. The PER will describe the project approach to demo the existing facilities while keeping the overall system in operation. Design criteria for the DAFTs, pumping systems, and polymer feed skids will be developed and documented. The 30% design drawings will include plan sheets for each system being upgraded and a detailed P&ID to describe system operation and controls. The PER and 30% design will describe improvements for: • DAFT 1 and DAFT 2 mechanical equipment replacement • DAFT 1 and DAFT 2 EDUR pump replacement and upsizing. It is anticipated a second parallel EDUR pump will be required at each DAFT • Scum pump VFD installation for secondary clarifiers 3, 4, and 5 • Polymer feed skid installation for DAFT 1 and DAFT 2 o The polymer feed skids are anticipated to be installed within the existing Mechanical Building Deliverables • Draft and final PER for City review and submittal to IDEQ for review and approval • 30% design documents for City review Task 3 – Final Design Following preliminary design, engineer will develop final design plans and specifications for construction bidding. The design will incorporate mechanical, electrical, and instrumentation needs for the project. The bid documents will include the following components: • DAFT 1 and DAFT 2 demolition requirements • DAFT 1 and DAFT 2 mechanical equipment replacement • DAFT 1 and DAFT 2 EDUR pump replacement and upsizing • Scum pump VFD installation for secondary clarifiers 3, 4, and 5. Project addenda will be reviewed as needed to clarify contractor questions.
