PROJECT: Delano Subdivision Meridian, Idaho SUBJECT: Trip Generation Update INTRODUCTION Thompson Engineers, Inc. completed an abbreviated traffic analysis for the project containing 87 single- family lots and 36 multi -family dwelling units, and summarized the findings in a letter report dated April 26, 2018. The site plan is revised to contain 85 single-family lots and 78 multi -family dwelling units. As requested, we updated the traffic analysis with the currently site plan and available traffic data to determine the anticipated traffic impacts on the adjacent streets. This memo summarizes the findings. This traffic analysis is not intended to be a traffic impact study and was not prepared to meet ACHD's requirements for a traffic impact study. ACHD or other agencies may require an additional study for the project upon review of this traffic analysis. PROPOSED DEVELOPMENT Figure 1 shows the site location and vicinity. Delano Subdivision is a proposed residential development located on Jasmine Lane west of Eagle Road in Meridian, Idaho. The development is estimated to contain 87 single-family lots and 78 multi -family dwelling units. Figure 2 shows the preliminary site plan. Delano Subdivision is planning to connect to Dashwood Place and Centrepoint Way for site access. Upon build -out of the development, Jasmine Lane will be disconnected at Centre Point Way and no longer connect to Eagle Road. EXISTING CONDITIONS The adjacent roadway providing the site are described below: • Wainwriaht Drive — A collector street with a posted speed limit of 20 mph. Wainwright Drive has one lane in each direction with curb, gutter, and sidewalk on both sides of the roadway. • Dashwood Place — A local street serving eight (8) existing residential dwelling units. Dashwood Place has one lane in each direction with curb, gutter, and sidewalks on both sides of the roadway. • Centrepoint Way — A collector street with a posted speed limit of 20 mph. Centrepoint Drive has one lane in each direction with curb, gutter, and sidewalks on both sides of the roadway. The most current traffic counts were obtained for these study area roadways from ACHD's website and previous studies in the area. Table 1 summarizes the existing traffic counts available on these roadways. Traffic counts data is attached. TRAFFIC ANALYSIS Site trip generation is estimated using the procedures recommended in the latest edition of the Trip Generation Manual (101 edition), published by the Institute of Transportation Engineers. The site trip generation is obtained by applying the trip generation rates obtained from the manual for the proposed land uses within the development. Table 2 summarizes the site trip generation. Delano Subdivision is expected to generate 1,226 trips per weekday, 92 trips during the AM peals hour, and 120 trips during the PM peak hour at full build -out. Based on the existing traffic patterns, site access, and general location of the site within the areas, we anticipated approximately 30% of the trips will have origins/destinations north of the site and 70% south of the site. The Centrepoint Subdivision located south of the site will add traffic to the adjacent roadways. Based on its traffic impact study, this off-site development is expected to generated 1,510 trips per day, 119 trips during the AM peak hour, and 138 trips during the PM peak hour. Off-site traffic generated by Centrepoint Subdivision is distributed and assigned to the transportation system with 30% having origins/destinations north of the site and 70% south of the site. S. The roadway segment LOS is based on the maximum peak hour directional volume for different roadway functional classifications, number of through lanes, and left -turn type. The minimum acceptable level of service planning threshold for collector streets is LOS D. Table 2 in ACHD Policy Manual does not include LOS planning thresholds for local streets. According to Section 7207 of ACHD policy, the allowable ADT on local streets is typically 1,000 vpd and under 2,000 vpd when stub streets are connected and adjacent developments are fully developed. Table 3 summarizes the estimated total traffic on the adjacent roadways, which include existing traffic, off- site traffic generated by Centrepoint Subdivision, and site traffic. All study area roadway segments are expected to meet ACHD LOS planning thresholds under total traffic conditions. CONCLUSIONS Based on the traffic analysis, it is our opinion that traffic generated by the Delano Subdivision is not expected to have a significant impact on the adjacent roadways.
