This firm represents The Lester & Betty Vogel Trust under Trust Agreement Dated
September 24, 2007 ("Vogel Trust"), the owner of the owner of the 14.56 acres of real property
(the "Property") currently being considered for annexation and zoning by the City of Meridian
under application H-2019-0109 (the "Application"). The Property has been in the Vogel family
since 1965.
Under both the 2011 and the newly adopted 2019 Comprehensive Plans and Future Land
Use Maps, the City of Meridian has designated the Property to be developed residentially. The
Comprehensive Plan and Future Land Use Map have been carefully drafted, with public input,, to
guide growth in the City of Meridian and provide certainty to landowners as to what the City
desires for future growth in the City of Meridian. The Vogel Trust has monitored updates to the
Comprehensive Plan and the Future Land Use Maps and was and is satisfied with the
designations applied to the Property.
In reliance on the designation given to the Property under the Comprehensive Plans and
Future Land Use Maps, Vogel Trust marketed the Property for residential development. The
Vogel Trust requests that the Planning and Zoning Commission follow the guidance set forth in
the Comprehensive Plan and Future Land Use Map and respect the Vogel Trust's interest to sell
the Property in compliance with the Comprehensive Plan and the Future Land Use Map.

Vogel Trust agrees with the recommendation in the Staff Report and urges that the
Planning and Zoning Commission vote to send the Application to the City Council with a
recommendation of approval.
