MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN

This Task Order is made this 2<!!h day of December 2019 and entered into by and between
the City of Meridian, a municipal corporation organized under the laws of the State of
ldaho, hereinafter referred to as "City", and accepted by JUB ENGINEERS. hereinafter
referred to as "Engineed' pursuant to the mutual promises, covenant and conditions
contained in the Master Agreement (category 2C) between the above mentioned parties
dated October 1,2019. The Project Name for this Task Order is as follows:
WATER & SEWER MAIN REPLACEMENT -
E STATE AVE, MERIDIAN RD to GATHY LANE
PROJECT UNDERSTANDING
J-U-B Engineers, lnc. will provide the following services to update the plans and
specifications previously completed in 2017. ln addition, bidding, and construction
services will be provided as described herein.
SCOPE OF WORK
Task 1 - Project Administration
1. Kickoff Meeting: Attend a kick-off meeting with the CITY to discuss the
approach to the plan updates, landowner coordination and other considerations.
2. Progress Review Meetings: Attend two (2)progress review meetings during the
plan update process with the CITY to discuss project status, present
deliverables, review plan submittals and receive direction from the CITY.
3. Project Administration and Tracking: Monitor team progress, action item lists,
task deadlines, items needed from CITY. Provide documentation, administration,
and monthly updates to prolect team and CITY as needed.
Task 2 - Landowner Coordination
1. Assist CITY with landowner coordination on the prolect during the plan update
phase which will include the following:

A. Project Notification Letter: J-U-B, with CITY input, will create an
informational letter and project vicinity map for CITY review and approval. The
letter will notify landowners of the project schedule and request contact be
made to either the CITY PM or to J-U-B if revisions to the service line routing is
requested. All landowner mailings will be sent by the CITY.
B. Landowner Meetings and Service Line Routing: J-U-B will visit those
properties where rerouting of the service line is requested, or those properties
where ownership has changed and they may not be aware of the service line
routing or the project in general. Meeting notes will be summarized in emails
sent to the CITY PM. For the purpose of this scope of services, it is assumed
that five (5) landowner meetings and revisions to the respective service line
routing exhibits will be required. Scope of the meetings and service line re-
routing will vary for each parcel. Follow up meetings and phone conversations
may be required. The anticipated level of effort is shown on Attachment A.
Deliverables
• Draft and Final landowner informational letter.
• Updated service line routing exhibits for inclusion into the Project Manual.
Task 3 – Construction Plans and Specifications Revisions
1. Final Design Package Updates (Agency Review): Complete the following
subtask in preparation of the agency review package.
A. Base Mapping Review and Additional Field Survey Updates: Visit the site to
generally review base mapping against any obvious physical changes to the
topography within the right of way of State Avenue. Known recent projects in the
area include ACHD’s pavement resurfacing of Main Street and the Pine Road
widening project. Based on the field visit and review of available record drawings,
additional topographic survey will be performed to update the base mapping.
Attachment A shows the assumed level of effort for this work.
B. Final Design and Construction Plan Revisions: Update the service
connection locations based on the outcome of Task 2 and revisions to the base
mapping. Minor revisions are assumed with no anticipated sewer or water
alignment or profile changes. Plans will be 11”x17” with a 1”=20’ or similar scale.
C. SWPPP and ESC: The SWPPP will be reviewed and updated for changes to
the EPA general construction permit (CGP). The City Environmental Division
will approve the plan.
D. Technical Specifications: Technical specifications will be revised to include
the new provisions if necessary on the service line re-routing.
E. Update the opinion of probable construction cost and preliminary bid schedule
as necessary.
F. A senior engineer will perform a QC of the plans and technical specifications.

G. Submit the agency review package to the CITY and the agencies (Task 5) for
review and comment. Meet with CITY to review submittal package and receive
comments and direction from Public Works staff on the project as provided in
Task 1.
H. The CITY will provide full review and comments from the Community
Development Divisions as appropriate.
Deliverables
• Four (4) copies of agency review package, plans, specifications, SWPPP, opinion
of probable construction cost estimate.
• Technical specifications in word format for CITY review and editing.
• Two copies (2) of the SWPPP and ESC.
2. 100% Final Design and Project Manual Package (QLPE Review, Bid Ready):
A. Incorporate CITY and agency review comments (as applicable) and revise the
Construction Plans, Technical Specifications, and SWPPP.
B. Update opinion of probable construction cost and preliminary bid schedule.
C. J-U-B will submit six (6) copies of the 100% (Bid Ready) submittal package
for CITY QLPE review and approval. If revisions are necessary, J-U-B will
incorporate and resubmit submittal the package.
Deliverables
• Six (6) copies of the Final (100% QLPE, Bid Ready) Plans and Project Manual,
final opinion of probable construction cost.
• Electronic pdf version of the 100% Plans, technical specifications, SWPPP.
Task 4 – Agency Coordination and Permitting
1. ACHD Coordination and Permitting
A. Submit 90% Plan Set review for ACHD approval. Attend a meeting with ACHD
if required to facilitate the plan reviews.
Task 5 – Bidding and Construction Services
1. Bidding Services
a. Assist the City in responding to technical questions that the City is unable to
answer through review of the Contract Documents for City’s use in preparation
of addenda.
b. Attend a pre-bid meeting to assist in answering bidders’ questions and may
advise on preparation of any addenda necessary during the bid process.
2. Construction Phase Services: J-U-B’s project manager/engineer will be
available during construction to assist the CITY as described below or specifically
requested by the CITY:

a. Preconstruction Conference: J-U-B will attend the pre-construction conference
with the contractor, CITY and agencies.
b. Construction Phase Assistance: J-U-B’s project manager will be available
during construction as requested by the CITY. Items that will be included in this
portion of the task may include:
i. Shop Drawing and Product Data Reviews: J-U-B will review shop drawing
and product data submittals for compliance with the design and contract
documents.
ii. Construction Administration: As requested by the City, J-U-B will assist the
City in review of claims, change order and work directive preparation,
address questions or RFI’s, and other contract administration activities.
iii. Attend regular progress or field meetings during the design phase with the
CITY as needed throughout the project to discuss project status, provide
budget status summaries, present deliverables, and receive direction from
the CITY. It is assumed that three (3) such meetings will be required at the
various project deliverable stages.
c. Construction Control Staking: J-U-B shall provide one (1) set of control staking
for the Contractor. The Contractor shall be responsible for protection of the
staking and performing independent QA/QC of the control as the work
progresses, and if disturbance has occurred. Re-establishment of the control
will be performed on an additional time and materials.
d. Close-out Procedures: J-U-B may conduct a walk through with the City and
prepare a tentative punch list to supplement the City’s RPR list.
e. Record Survey: Upon completion of the work, J-U-B will complete a survey of
the work to include the rim elevations of all the manholes installed and will dip
each manhole to determine the elevation of the flow line inverts.
f. Record Drawings: J-U-B will prepare record drawings from drawings received
from the Contractor, City’s RPR, J-U-B’s record survey information and per the
CITY’S Record Drawing Requirements.
Deliverables
• One (1) paper set of the proposed record drawings to be reviewed by the CITY
prior to submitting the final as shown below.
• Three (3) sets of 11”x17” record drawings. Each sheet will be sealed by a
professional engineer with J-U-B standard disclaimer.
• Two (2) CD’s:
o One (1) will have the complete set of drawings in PDF format for submittal
to DEQ
o One (1) will have the complete set of drawings in PDF and AutoCAD
format for City use.

While preparing our scope of services and fee estimate, we have made the following
assumptions:
• The project plans require updating only to coordinate service line relocations and
address CITY comments. The exact number of revisions are not known at this
time, nor is the amount of ownership changes that may have occurred since the
previous landowner coordination effort. For the purpose of this scope of services,
it is assumed that five (5) services will require relocation and coordination. No
supplemental survey will be required for these revisions. Topographic survey on
private property or detailed design of each property’s service line on private
property is not provided. The General Contractor (GC) will be responsible for the
actual final design and coordination of each service line with the landowners.
• Traffic control plans and approvals shall be secured by the general contractor
(GC).
• Exact locations of utilities are not known and may affect the alignment during
construction.
• Control points set in the original project are assumed in place and not disturbed.
The Contractor will provide all sewer grade staking as required to construct the
project. All grade checking and transferring of lines and grades from the control
staking shall be the responsibility of the Contractor. J-U-B will provide initial control
survey as described herein.

10594.c is (fifty-eight thousand one hundred thirty) $58,130.00. No compensation will be
paid over the Not-to-Exceed amount without prior written approval by the City in the form
of a Change Order. No travel or expenses will be reimbursed through this agreement. All
costs must be incorporated in the individual tasks within the Compensation and
Completion Schedule above.
