Parks Division Parks Superintendent Report: MIKE BARTON (Please note, a verbal report will be provided at the November 13, 2019 MPR Commission Meeting.) City Arborist’s Report: ELROY HUFF 1. Fuller Park – In mid-October, there was a microburst that came through Fuller Park. Five trees were damaged and had to be removed. One was a large Poplar/cottonwood tree, which was 50 feet tall. The whole root plate came up when the tree went down. It took a lot of work to clean up the area. It must have been a hard burst of wind because the tree was well rooted and still fell over. Kleiner Arboretum – A few new other additions for this fall are the Swift Silver Fir, Western Juniper, and a Pinyon Pine, which has had trouble getting established in Kleiner Park. 3. Tree Pruning 2019-2020 – Tree pruning has already begun. City Hall was completed last week. The next one will be the first half of Fuller Park and then other sites from there. 4. City Christmas Tree for 2019 – The tree will be transported to Generations Plaza next Tuesday, November 12, 2019. This is a nice Big Blue Spruce. Pathways Project Manager’s Report: KIM WARREN 1. Fairview Avenue Connection – We received a revised scope of work from the design consultant (The Land Group). We initiated contract documents. We issued a notice to proceed with the project design. The consultant has completed additional work on the topographic survey and has begun initial design. 2. Rail-With-Trail Pathway – Staff contacted owners between 2nd and 3rd Streets to obtain permission to survey the proposed pathway alignment for review and potential approval. Staff has prepared graphic exhibits for the needed easements for the proposed pathway extension west of 8th street. We are currently in the process of sending out/following up with property owners to discuss potential easement purchases. No word yet on the land trade with FOCAF. I am working on a standard valuation process with Legal for easement purchases. 3. South Slough Pathway – The Chamberlain Estates HOA was not available to meet with staff in October. The current plan is to request a non-standard meeting time to get a yea/nay from the HOA in order to proceed with project— or not. Staff is currently conducting research into land values and other logistics. 4. E. James Court Pathway – We met with ACHD staff to discuss curb ramps on E. James Court and reach a solution that met regulatory requirements while still working within the ROW the City has obtained to date for this project. An updated plan set has been submitted to ACHD for approval. The consultant has revised the final easement needed at the corner of James Court and Meridian Road (to reflect the widening of Meridian Road), and we are working to connect with the legal representative for this project. Pine Avenue Rest Stop – A construction plan for this project was submitted to ACHD for a license agreement. In the meantime, we’ve scheduled a meeting with a contractor to discuss the project and solicit a bid for concrete work. The plan is to break ground soon as we have a signed license agreement with ACHD, as weather permits. 6. Ten Mile Trailhub – This roadway project is out to bid. Staff received a construction cost estimate from ACHD. We continue to coordinate the project design of the trailhead (non-roadway) elements with our landscape architectural consultant. We are aiming for 95% plans before the end of calendar year with the intent to bid this portion of the work in fall of 2020. Recreation Division Recreation Manager’s Report: GARRETT WHITE 1. Arts and Culture Coordinator – I have reviewed several applications and have narrowed it down to 12 applicants at which time will start the interview process. We are hoping to have this position filled by the end of November or early December. 2. Field/Event Scheduling – Field and Event applications have been sent out and are being received daily. All field applications are due November 15th. Special events are due 30 to 60 days prior to the event date. 3. Projects  Homecourt Renovations – Renovations are going well and are on track to be completed with a few days. The carpet should be installed by the end of the week or early next week. ADA Compliant drinking fountains will be installed this week or next as well. 4. Invoicing – With the help of Jeannette Sanchez, all invoices have been sent out. 5. Park Concessions – I have been reviewing the contracts with each concessionaire, and no updates are needed for next year in regards to the contracts. I am working with Central District Health to get Discovery Park concessions licensed. Staff Evaluations – All staff that needed evaluations have been evaluated. Vicki Wagner will be up for her annual evaluation this month. 7. Community Center RFP – We meet weekly on project updates. I have also met internally with staff to determine if the space and size of space proposed in the RFP is what we will need. 8. Agreements – I have been working with Steve Siddoway and Mike Barton in regards to the Fuller Park agreement with Meridian Youth Baseball and the agreement regarding the West Ada School District. Homecourt Facility Manager’s Report: JAKE GARRO 1. Homecourt Renovations - In addition to the front desk area and the bathrooms being complete, the floor in Bay 5 has been put in place as of November 5. Next steps in the area included the following:  The new floor will be scrubbed/cleaned. After the floor is scrubbed/cleaned, it has to sit for 7–10 days.  Upon the floor being cleaned, it will be striped with 2 pickleball courts and 1 volleyball court. 2. Scheduling of Facility – I am working with community athletic groups in scheduling court space for practice and game times. Local AAU groups continue to use the facility on a regular basis during the week. Treasure Valley YMCA basketball is set to begin games the end of October through December each Saturday. The facility is open to the public for open court time Tuesday through Sunday, and the Meridian Parks and Recreation Adult Sports league hosts activities in the facility Monday through Thursday evenings. 3. Staff – I am looking forward to having all 6 part-time positions filled here at the facility. I am hopeful our 6th part-time staff member will be working by mid- November. 4. Back Maintenance Room & Storage Area – I am working with Varsity cleaning service to get this area free of old materials that are not being used. I am working to free this area of clutter, ease access, and find items when needed. Mayor’s Youth Advisory Council/TAC/Trunk or Treat – Trunk or Treat was Thursday, October 24. The event was once again hosted in downtown Meridian between Idaho Avenue and 2nd Street. The number of trunks hovered around the same amount as the last couple of years—90. We extended the footprint to include Broadway from Main to 2nd Street. Trunks were parked every other space, which worked perfectly to spread out the crowds. We also offered a location for games for businesses that wanted to spend a little more time engaging with the treaters and their families. We created an event map for the general public to help identify the location of the food trucks, restrooms, first aid, and lost kids station. The map was shared online and had more than 10,000 views. It was also shared on our website. Participants were encouraged to enter from multiple locations which was very effective in dealing with the lines from last year. At peak times, guests maybe waited 20 minutes to enter. Good weather and no school the next day both contribute to the extraordinary attendance. The event supports the Meridian Food Bank to collect food and cash donations. The community contributed 419 lbs. of food and $135. Christmas in Meridian - The Christmas Committee is busy planning for this year’s festivities which take place on Friday, December 6 through December 14.  Winter Lights Parade / Tree Lighting & Candy Cane Fun Run – Friday, December 6  Twilight Christmas Market – Wednesday, December 11  Children’s Winterland Festival – Saturday, December 14  Downtown Business Decorating Contest – Throughout December JENNA FLETCHER 1. 2019 Fall Classes – Fall classes are in full swing. Numbers have been looking great. 2. 2020 Winter/Spring Activity Guide – I am sending in the first draft to the Idaho Press Tribune on November 5th. New classes include fashion sketching for teens, inclusive dance class, paint-your-own-skateboard deck, cookie decorating, mirror glass cake, and many more. I am starting to input guide information into Rec 1.  The Winter Guide will come out December 9, with registrations starting on the same day.  Guide dates will run December 30, 2019 through May 15, 2020. Class Spacing Needs – I met with Community Center contractors, and many of them will be moving their classes over to the Homecourt starting in January. Bigger space means they can increase their maximum number of students in their classes. 4. Maternity Leave – I am getting ready to go on maternity leave. I am meeting with Garrett White and Jake Garro to discuss where my job responsibilities will go while I am away. MAGGIE COMBS 1. 2019 Fall Sports – Volleyball and Basketball are underway and closing in on the end of the end-of-season tournaments. Flag Football is almost done and will have an end-of-season tournament starting the beginning of November. 2. 2020 Winter Sports – League registration is currently open and getting underway for Volleyball and Basketball leagues. Registration closes on December 6, 2019 and play beginning in January. 3. 2019 9th Annual Winter Volleyball Holiday Classic Tournament – The 9th annual tournament took place last Saturday, November 2, 2019 at the Meridian Homecourt. We had our first donations bake sale during the tournament which helped bring in more funds to help the youth in the local Meridian community— over $750 combined from the bake sale and raffle. All proceeds from the tournament will go to the Meridian Head Start Program to help make a few Christmas mornings a little brighter. We are looking forward to the annual shopping event on December 2. Volunteer Program Coordinator’s Report: CHELSEA CANTRELL 1. Trunk or Treat – This event had 38 volunteers participate, providing 87 hours of service. 2. 3rd Grade Tours –Three of our outstanding volunteers provided 33 tours of City Hall in the months of September and October. This served roughly 928 students. These tours educate students on the history of Meridian and City Hall. 3. Winter Volleyball Holiday Classic Tournament - This tournament benefits 50- 70 underprivileged children in Meridian, providing them Christmas gifts. This year we asked volunteers to donate baked goods that we could accept donations in exchange for. We also had 7 volunteers donate their time to be at the event and help with the bake sale and raffle table. 4. Volunteer Hours - As of October 31, 2019 we have had 5491.25 volunteer hours benefitting City Hall, parks, and events. 5.
