Broadway Avenue, Meridian, Idaho Wednesday, August 14, 2019 • 5:30 p.m. The Meridian Parks & Recreation Commission is a volunteer citizens' group that is created and empowered to advise the City on issues relating to park facilities and recreation programs of the City. Their mission is to gather input from staff and other qualified personnel on issues relating to the creation and design of public parks and open spaces; to listen to public input; and to provide advice and recommendations on parks and recreation related matters to the Mayor and City Council. 1. Adoption of the Agenda Commission President Jessica west entertained a motion to approve the agenda as presented. Commission Vice President Dom Gelsomino moved to adopt the agenda. Commissioner Jo Greer seconded. All were in favor of the motion. 3. Approval of the July 10, 2019 Regular Meeting Minutes Commission President Jessica West entertained a motion to adopt the minutes as presented. Commissioner Creg Steele moved to approve the minutes. Commission Vice President Dom Gelsomino seconded. All were in favor of the motion. 4. Welcome MPR Recreation Manager Garrett White - Jessica West President Jessica West welcomed a familiar face to the Commission --Garrett White—who was promoted from Homecourt Facility Manager to Recreation Manager. She expressed the Commission is excited to be working with him and hearing his monthly updates. b. MPR Facilities Tour - September 11 - Rachel Myers MPR Administrative Assistant II Rachel Myers announced the Parks 8: Recreation Department is gearing up for the annual Facilities Tour scheduled for Wednesday, September 11, 2019. She presented a tentative draft of the tour route and schedule with a meet -n -greet to kick off around 5:15 p.m. and the tour starting at 5:30 p.m. in Discovery Park. This tour will replace the regularly -scheduled meeting in Council Chambers. More information will be forthcoming soon. c. Upcoming Events - Shelly Houston MPR Marketing Coordinator Shelly Houston highlighted some upcoming events. A copy of the calendar she referred to is attached to these meeting minutes. The 2019 Fall Activity Guide has been released. Shelly provided copies to the Commission. At the Discovery Park Grand Opening, the Department provided a contest to children to suggest a name for the splash pad bear. The winning name was "Hucklebeary." 5. New Business a. South Meridian YMCA Aquatic Center Update - David Duro £t Kathryn Hunter Treasure Valley YMCA President and CEO David Duro thanked the City of Meridian for their partnership and passed along some accolades to MPR Director Steve Siddoway and Recreation Manager Garrett White. They have been great to work with jointly, day-to-day, in making a difference. David and Kathryn Hunter, who is the project manager, provided an update about the South Meridian YMCA Aquatic Center in PowerPoint form. Copies of their slides are attached to these meeting minutes. The Commissioners were invited to the aquatic center groundbreaking ceremony scheduled for August 15, 2019 at 10 a.m. Commission Feedback: • President West - With the splash pad outside and the build -on, what is the actual distance from the park playground to the entrance? The splash pad almost goes to the back driveway; roughly 50-100 feet. b. Meridian Homecourt Update - Garrett White MPR Recreation Manager Garrett White provided a PowerPoint update about the Homecourt in general, as well as the current renovation project and other improvements. Will the entrances to the restrooms be dooriess? No; they will have doors. In the men's and women's restrooms, the doors open in. In the family restrooms and to be ADA compliant --with the depth, size, spacing, and existing structure they had to work with—the doors will swing out. There will not be any automated buttons. • President West - She asked for clarification about the restrooms and ADA accessibility. in the men's and women's restrooms, there will be one baby changing station in each; all of these are ADA compliant. In the family restrooms (4), two will be ADA compliant but not have a baby changing station; the other two restrooms adjacent to them will have a baby changing station but not be ADA accessible. All family restrooms will include showers. 6. Old Business a. Five Mile Creek Pathway Trailhead at Ten Mile Update - Kim Warren MPR Pathways Project Manager Kim Warren presented an update about the design and project timeline of the Five Mile Creek Pathway Trailhub at Ten Mile Road. Copies of her PowerPoint slides are attached to these minutes. Commission Feedback: • President West - Will the art piece(s) go through the same formal process with the Meridian Arts Commission (MAC) as other art installations in parks? Yes. Kim has been in communication with Hillary Bodnar about this project. in addition, Kim presented to the Arts Commission to let them know this project is coming up. MAC is planning for this project in terms of funding. They talked a bit about some of the symbolism they might use in terms of bikes, wheels, cogs, and/or hubs. • Commissioner Jensen - Given the cost -share with ACHD, she liked one of the rendering options which reinforces the curved appeal and has a more organic feel versus just concrete and sidewalk. She thought this was a good compromise to ensure they continue with the cost sharing. b. Pine Avenue Pedestrian Rest Stop Update - Kim Warren MPR Pathways Project Manager Kim Warren provided a PowerPoint update about the Pine Avenue Pedestrian Rest Stop design and project timeline. Copies of her slides are attached to these meeting minutes. Commission Feedback: Commissioner Jensen - What is the ACHD botanist's timeline for planting in the area, per their plan? Or is ACHD wanting the Department to adhere to what they are trying to accomplish? Are they going to do additional plantings around the area the City won't touch? The ACHD plantings will be inside the fence line. Kim was on leave when the meeting(s) happened and is unaware of ACHD's timeline for planting. She assumed the planting could proceed independently. To some degree, it might be a bit different down in the area that might collect water. The City might have a dryland seed mix that could potentially bleed over to the fence line. Vice President Gelsomino - On the native adapted plants area to correspond with the fenced area, is there an opportunity for another pollinator garden in this section? Kim liked this idea of integrating some plants that are pollinator friendly or encouraging. MPR staff members have some latitude and could bring this up with the botanist. Kim has not yet seen a plant list. Commissioner Greer - She noted how fortunate they are with Kim's background in landscape architecture and to be in charge of the pathways. Kim has great vision, and her sketches are fabulous! Thank you. 7. Workshop -NONE 8. Staff Reports MPR Recreation Manager Garrett White reported on the following: • Staffing - There has been a lot of shuffling going on with some exciting new developments. Garrett replaced Colin Moss as Recreation Manager. Jake Garro replaced Garrett White as Homecourt Facility Manager. Jake started last week in his new role but is currently on vacation until August 20, 2019. Garrett is still overseeing the Homecourt at this point. Jenna Fletcher replaced Jake Garro as Recreation Coordinator over classes and camps. She started last week full time and was the Department's seasonal Summer Camp Coordinator this year. She has a lot of experience coming from Nampa Parks Et Recreation in running their classes and camps. Maggie Combs replaced Tyler Roberds as Recreation Coordinator over adult sports. She started employment with the City last Monday. Chelsea Cantrell replaced Barbara Hatch as Volunteer Program Coordinator. Her first day will be August 26, 2019. Her first task will be assisting Rene White in securing volunteers for the upcoming Community Block Party. • Homecourt c, There is a vacant Homecourt Facility Specialist position that needs to be filled and is currently being advertised. o Renovations are underway. v The parking lot was recently restriped; coordinated by Phil Harris. o The gym floor is currently being resurfaced. • Outside Events - The Soul Food Festival was recently held in Kleiner Park. Staff will debrief with the event organizers soon. • Feeding Program - The Summer Food program through West Ada Schools ended last week. If there are kids in parks seeking a free meal, please direct them to the Food Bank. • MPR Hosted Events Renee White is planning for the Community Block Party and Bark Party scheduled on September 7, 2019 in Kleiner Park from 10 a.m. to 5 p.m. She has currently secured 15 vendors for the Bark Party. Renee is also coordinating the upcoming Trunk or Treat event. Christmas in Meridian planning is underway. The Christmas Committee held its first meeting yesterday. Commissioner Jo Greer reported from the Christmas Committee meeting that they have the main sponsorship open. They also debriefed from last year's festivities. • Summer Camps - Jenna Fletcher is closing out summer classes, camps, and activities. • Activity Guide - The 2019 Fall Activity Guide was released on August 9, 2019. • Sports Ryan Johnson, who is the evening Recreation Site Supervisor, has been filling in during the interim for when Tyler Roberds left and before Maggie Combs joined the team. He has been doing a phenomenal job in trying to do two jobs at the same time. Ryan ran the recent 24 -Hour Red Eye Softball Tournament, which was successful. In the Department's Fall Softball league, there are currently 105 teams, which is up 23 teams from last year. In prior years, the cap was at 90 teams. However, with the new fields at Discovery Park, there is now more space available. �> They are in the middle of Fall Basketball, Fall Volleyball, and Fall Flag Football registrations. Leagues start in September. 9. Adjourn Commission President Jessica West entertained a motion to adjourn the meeting. Commissioner Cres Steele moved to adjourn. Commission Vice President Dom Geisomino seconded. The vote was unanimous and in favor of the motion.
