Broadway Ave Meridian, ID 83642 RE: Goddard Creek Townhouses — Development Agreement Letter of Intent Reference Files: AZ-02-010/Instrument #103012598/Ordinance #03-998 ** Please note that this replaces the originally submitted Development Agreement Modification Application under advisement of Meridian Staff ** Dear Mayor and Council, As representative for SI Construction, please accept this Development Agreement application for the Goddard Creek Townhouses Project. This will be a re -subdivision of Lot 2 Block 1, Goddard Creek Subdivision in Meridian, Idaho. Associated applications include a Rezone and preliminary plat for 52 lots (44 residential & 8 common), consistent and harmonious with all adjacent developments and properties prior approvals by the City of Meridian. The property contains 4.62+/- acres and is currently zoned R-4. We are requesting approvals to Rezone to R- 15 with a Development Agreement Modification that will cap density at 9.52 units to the acre. It is important to point out that this particular area and subdivision has experienced great changes over the past several years, and has been approved by the City of Meridian for higher densities which this project is consistent with, if not less. To the north is a large existing apartment complex (zoned high density residential), to the west is a storage facility (zoned community business), to the south is McMillan Rd., which is a major arterial roadway, and to the east is the original developments main access point and east of the access point is currently zoned Light Office. Our Townhouses are not only a natural blending within all adjacent developments but will also provide much needed variety as the Comprehensive Land Use Plan contemplates. The prior Light Office designation no longer fits with the current surroundings. Existing roadways have been designed and contain compacity for this use and density. See the attached ACHD Staff Report in full/100% support of the project. Water, sewer and joint trench services are available to the property and are sized appropriately for the proposed use. Following meetings with Jurisdictions, we have addressed all stated concerns, to include emergency access to McMillan Road and reworking common open spaces to ensure a heightened level of safety for Fire and Police. Our design exceeds Meridians minimum open space and amenity requirements as well as providing well above minimum off and on street parking. This letter is included with the land use application for this requests as well as all piling fees and various exhibits, The enclosed application have been submitted in accordance with the requirements of the Meridian City Unified Development Code. The submitted preliminary plat has been designed in compliance with the UDC as well as the R-15 zone. We are providing high quality, affordable, step-up housing that is energy efficient construction with drought tolerant plantings. This is a much needed and long overdue diversification of housing in this area. It is in close proximity of two (2) schools, one (1) City Park as well as local shoppinglemployment opportunities with access to public and pedestrian transit. Significant roadway and property boundary buffers are provided. We feel this design will add to the overall project aesthetics as well as all adjacent Neighborhoods/Developments. The new internal streets (private) are designed in conformance with the City of Meridian Private Street requirements, ACRD (regarding entrance) and Fire Department turn around requirements. This project will have a specific Home Owners Association and CCRs. All common lots (specifically the private street) will be owned and maintained by the HOA, therefore, will not be a burden on tax payors. Again, this development provides a much needed, affordable (step up product) and diverse residential product that compliments other surrounding residential and commercial uses in the area. In conclusion, Goddard Creek Townhouses Subdivision will be a quality addition to the City of Meridian.
