Motion by J. Nary; second by J. Ault to approve the minutes – all ayes –
motion carried.
4. Approval of the M onthly F inancial S tatement [Action Item]
A. F inancial S tatement through J une 30, 2018 [Action Item]
H. Blackstone was contacted by the Idaho Association of Museums
regarding placement in their brochure, which is published about every
three years. On behalf of the Historical Society, B . Johnston approved.
Cost is $75.00. H. Blackstone gave update on directional signage on Pine
St. School on west side of Meridian and north side of Pine. She
contacted Trademark regarding other signage design, which should be
ready by October 1. They typically provide three options. H . Blackstone
will meet with a few commissioners for input before this item goes to the
entire Commission. $1,500 was previously approved. Motion by J. Ault;
second by D. Cronk to approve Financial Statement – all ayes – motion
carried.
5. Historical S ociety and Histor y C enter Update by L ila Hill
H. Blackstone provided a brief update to the Commission on volunteer staffing
time/conflicts. She also stated that progress is being made on Atlas book , and
a draft will be available for Commission review at the August meeting.
6. New Business [Action Item]
A. Welcome New C ommissioner: D onna L usignan
D. Lusignan introduced herself and Blaine welcomed her to the
Commission.
B. Discuss and E stablish Working C ommittees
H. Blackstone suggested committees could meet to discuss topics in
depth and then make recommendations for the Commission’s action.
She recommended possible committees on the topics of Education, City
Initiatives and Relations, and Regional/State Initiatives and Relat ions.
H. Blackstone introduced and provided background to the committee
idea and possible assignments. J. Nary added that committees could
meet once or twice a month, in addition to the Commission meeting. B.
Johnston shared some examples of how other commissions work with
their committees. These are noticed meetings. B. Johns ton asked the
Commission to brainstorm a little bit and we will confirm assignments at
the next meeting (as Old Business).

H. Blackstone suggested that the Internal City Committee could
strengthen the relationship between Historic Preservation
Commission and Planning and Zoning Commission.
B. Johnston added that we need to continue to work with the
City on Comprehensive Plan objectives and Conservation
Overlay Districts, and when we meet in August, we will discuss
further and come up with assignments.
C. Hull F ilm E gger's B lack C at M int F arm Virtual Tour
Motion by J. Nary; second by J. Ault to approve amount not to exceed
$2,000 for Hull Films Virtual Tour of Egger’s Black Cat Mint Farm virtual
tour – all ayes – motion carried.
D. County T r easure Award
Nominate Pine Street School , Egger’s Mint, Jackson’s, Hanson’s,
Masonic Lodge.
E. Historic P reser vation P lan
Commissioners will be sent a link so that they may be able to
revise/update their plan. A subcommittee of people will meet and
discuss more in depth by goals and objectives.
7. O ld B usiness [Action Item]
A. L ogo D iscussion
H. Blackstone said logo would be used for marketing materials, flyers,
photos or slideshows, so people are more familiar with who you are and
what you’re doing. Also would go on letters sent out by HPC. It’s
something to identify you. J. Nary asked if color mattered. D. Cronk
likes the idea of incorporating color. H. Blackstone will follow up with
Josh to ask about color options as well, to bring back in August.
Motion by J. Ault; second by J. Nary to adopt logo Number 2 with
optional colors as the official Meridian HPC logo – all ayes – motion
carried.
B. Conser vation O ver lay D istricts
H. Blackstone said, as this item was left, it needs to be addressed with
MDBA, and once we have feedback, move further to Planning and
Zoning Commission. H. Blackstone and B. Johnston will meet to
discuss this in the next month. The goal is to address MDBA in August.
B. Johnston has pulled examples of local and federal overlay districts.
H. Blackstone discussed an application process for citizens.
B. Johnston said that Meridian city as a whole doesn’t have
neighborhoods like Boise does , e.g., North End Historic District. In
those districts you have to have at least 50 percent of the homes on the
National List of Historic Places. We don’t have that, but we do have Old
Town, older homes, older buildings. We want to try to create an area
where that scale of building is similar to what is there. Through
Conservation Overlay District, it would eventually fall under the
Compressive Plan. Anything that would come would have to meet that
criteria. We want to keep the scale, walkability. We do not have that
power now. That’s why we want to create these overlay districts. Can
be for both business and also residential areas. We would have to talk
to the people who live there. If they don’t want it, that’s fine, but if
they’re in favor of doing that, then we can proceed. We could canvas,
set up a meeting, mail flyers. B. Nary suggested that this be discussed
with Council at one of their work sessions. Maybe should wait until
January to discuss with new Mayor and Council to see if this something
the Council would support. B. Johnston and H. Blackstone will set up
meeting sometime next month and include this item for discussion and
get on the MDBA August meeting. H. Blackstone will follow up.
8. Reports
A. Ada C ounty Historic P reser vation C ouncil Recent
Agendas/M inutes
H. Blackstone shared the recent agenda and minutes. J. Nary
asked to be added to the Ada distribution list. H. Blackstone
said meeting is open to the public. Meets Tuesdays at noon.
B. Donovan Rypkema E conomics and Histor ic
P reser vation P ower P oint from Her itage Conference.
H. Blackstone just included these to share with the Commission
as a reference. Discusses framework for the economic impact of
historic preservation and heritage tourism. Also discusses Main
Streets quite a bit. We don’t have a Main Street Association
currently, but MDBA may want to consider advocating for one at
the sunset of the Urban Renewal District.
C. O pen S pace, Histor ic P r eser vation and C ultur al Her itage -
S taff/P lanning G r oup
J. Ault was assigned to this group. They meet next week. This
is a City strategic plan item that lives in the Parks Department,
as far as the primary responsible for it. First meeting is next
week.
D. Historical S ociety C ollections Work
J. Ault updated the Commission on her current work. After
cataloging items, we may need to remind ourselves who owns
those items. H. Blackstone said that, other than City specific
documents, the preference would be to keep the collection as
together as much as possible so the ownership would fall under
the Library, or continue to be under the Historical Society, or
even a more informal group like Friends of the Library. But they
could stay here because the Library doesn’t have the same
space that we have. The basement isn’t a threatened area like
the History Center that could be pushed out for office space.
The stakeholders want to keep the collection owned by one
entity as much as possible, but there may be some items the
Library may not want to retain.
E. D r afted Comprehensive P lan I nput Need ed
H. Blackstone asked the Commissioners to review the drafted plan and
take the survey. Once Commissions have reviewed the plan they can
provide feedback. She said that most important thing to look at is
policies themselves. Key policies are in chapter 5. Survey is online.
F. 2019 P r eservation M onth
Generally positive feedback from the event. Not sure if two tours were
needed. Calendars were well received, but it would be preferred to
make them cheaper next year if we do that again. B. Johnston
suggested working on marketing next year to get more people
attending. H. Blackstone said that If we had just one tour we’d have
more people at Richard’s house to watch artifacts.

C. National Alliance for Preservation Commission (CAMPs) – Brent
Coming to Boise on Saturday May 4, 2019. Sharon Fisher and Brent Danielson are
interested in attending. If you are interested in attending, please let Brent by
Thursday, April 4. It is being held in the archives building.
D. Oregon Trail Newspaper Article Update re: Oregon Trail Obelisks – Michael Oths

Editorial changes were made. Call to Boise Parks has been made and it is about
ready to go. Brent Danielson will send it out for publication with Idaho Press (Jeanie
Huff), Statesman (Christina Lords) and then post on the website.
E. Ada County Parks Department Update on Oregon Trail Recreation Area – Mike
Edwards
Mike Edwards was not available to come to the meeting. We will reschedule to next
month.
F. Update on Boise’s New Historic District – Ted
The East Main Street Historic District was adopted. The large home to be demolished
had a large lot parceled off and the owner wants to put in a large condominium lot.
He has a right to build but they are working on design and scale.
G. Cottonwood Creek Daylighting Project – Ted
Ted Vanegas sent some information on to the Council regarding this project. They
are going to put up some interpretive signage and a pathway. They will need to do an
environmental impact study. Sarah Schafer also gave a quick update on the minor
realignment on the creek and the location of the cabin in location to the creek.
H. Idaho Archaeology and Historic Preservation Month (May) Discussion – Council
Do we want to start doing an essay contest with the students and align it with the
Making History Award at the Commission? Adds to the making history award crowd.
Council agreed this should be a goal for next year. We didn’t arrive at anything for
this year.
I. 2019 CLG Grant Project Update – Brent
Kuna area agricultural resources survey and the memoranda has been received.
County has signed and it is back to SHPO for signature. RFQ next month and selection
committee. What does the final product look like?
Dave Davies would like to make sure we have specific criteria from Pete at SHPO
regarding their criteria on what they (SHPO) will and will not accept as the final
product.
J. Outreach to other Historic Groups within Ada County – Council
Brent Danielson has added Preservation Idaho. He has invited them to the meeting.
He will continue to invite the groups to the meetings.
K. Future Agenda Items - Council
Moved Michael Oths’ Oregon Trail discussion.
Update on Historic District
