Broadway Ave. Meridian, Idaho 83642 Re: Veranda Senior Living at Century Farm Modification — Conditional Use Permit (H-2017-0130) Dear Sonya: Veranda Senior Living at Century Farm a residential care facility (Veranda) received a conditional use approval (H-2017-0130) on November 2, 2017. Subsequent to CU approval, CZC and DR approvals (Hill Century Farm Assisted Living — CZC, DES — A-2017-0270) were given. We are requesting a minor modification to the conditional use permit for Veranda. The approved CU proposed Veranda facing north and adjacent to Amity. The CU was processed in the same timeframe as the Century Farm Commercial No. 1 final plat while improvements were under development. After the plat was recorded, lot line adjustments were submitted and approved, which included a revision of the Veranda location. We are now proposing to flip Veranda to face south, adjacent to Hill Park Street. The following vicinity map shows the requested modification: Original Revised LU BRIGHTON — 2929 W. Navigator Drive, Ste. 400, Meridian, ID 83642 www.brightoncorp.com 208-378-4000 June 18, 2019 Page 2 More specifically, the modification request is shown here: Original Revised June 18, 2019 Page 3 Our request to modify the site plan is so that Veranda can be situated more closely to the YMCA and Hillsdale City Park, and away from Amity Road. The Veranda conditional use remains the same, a residential care facility, and is consistent with the prior approval for Veranda Senior Living. Additionally, we will update and resubmit the CZC / DR applications for review and approval. We are requesting the Director's approval of the minor modification reflected in the attached site plan. Examples include but are not limited to columns with trim or accent materials, change in finished material depths, building overhangs, and inset features and materials such as false windows or fenestration with architectural accents. Qualifying modulation must be at least 6 -inches in depth, be at least 8 -inches in width or height (whichever is narrowest), and occur in total for 20% of overall fagade elevation. For buildings ( 3.113 with fa4ades less than 150 -feet, horizontal modulation must occur no less than every 30 -feet. For buildings with fagades greater than or equal to 150 -feet, horizontal modulation must occur no less than every 50 -feet. Design parking structure fagades as site integrated buildings, C,l 3.1C meeting applicable Manual standards for Architectural Elements and Material sections. Incorporate visual and physical distinctions in the building design that enhance building forms, articulate fagades, identify entries, Goal integrate pedestrian scale, and visually anchor the building to the 3.20 ground or street level. Applies to building fagades visible from a public street or public space, and to fagades with public entries. For at least 30% of applicable fayades use any combination of concrete, masonry, stone, or unique variation of color, texture, or material, at least 10 -inches in height, around the base of 3.2A the building. May alternatively incorporate other architectural features such as ledges, fagade reveals, ground level fenestra- tion, raised planters, or landscaping elements within 3 -feet of finished grade. Where building designs incorporate multiple stories, or multiple floor height equivalents, integrate at least one field or accent Y/ 3.213 color, material, or architectural feature used on lower stories, on the upper stories. Building designs with multiple stories must provide proportion - allytaller ground -level fagades adjacent to public roadways and 3.2C public spaces. Provide floor -to -ceiling heights, or floor -to -floor from 10 to 16 feet. In mixed-use areas and for structures greater than four stories, design the uppermost story or facade wall plane to include 3.2D material changes, horizontal articulation, and modulation meeting first story requirements, or include a patio, rooftop garden, penthouse, or strong architectural feature such as a tower element. Building roof types, forms, and elements should provide variation and interest to building profiles and contribute to the architectural Goal identity of the buildings, without creating an imposing scale on 3.40 adjacent uses. Applies to facades: in development along arterial roadways, visible from residential development, adjacent to public spaces, facing public entries of adjacent buildings. For flat roofs, incorporate primary and secondary roof elements including but not limited to: multiple material types along para- pets, multiple parapet elevations with at least 1 -foot change in v 3.4A elevation, or modulation of at least 2 -feet in the parapet, such as along entryway overhangs. Qualifying elements must exist for at least 20% the length of applicable facades. May also incorporate secondary roof types, such as hip roofs along overhangs. For sloped roofs, incorporate at least two of any one roof element, including but not limited to: valleys, ridges, or gables.
