To the Selection Committee,
Thank you for this opportunity to submit a proposal for this public art project at Fire Station #6. I am excited
about this project because if feel my work and expertise can greatly benefit this project. I am also an Idaho
native and grew up in Meridian so I feel great pride whenever I can contribute to the arts in my hometown.
I have experience with several Public Works as evidenced in my resume; I have also been a finalist for various
public art sculpture projects and have experience creating in depth proposals for various projects, which
include making renderings and scale models, as well as itemized budgets. My experience in public art has
allowed me to create art for specific locations including Libraries, Parks, City Halls, Fire Stations, and Police
Stations.
As an artist, I have been active and aggressive in shaping my career and helping others to cultivate an
appreciation for the Arts. I hold a BA in Art Education with a minor in English from BYU-Idaho. I have been an
art teacher at Shelley High School since 2009. Friendly and approachable, I communicate naturally with both
youth and adults. I make it a point to include an educational element to every public work I undertake. If
chosen for this project I wish to visit local high school classes in Meridian and talk to them about the project to
raise awareness and inspire future makers and patrons of art.
I am eager to use my experience and expertise to execute this project and see my proposal become a reality.

Proposal Description
For This project I am proposing to sculpt a life size Fire Fighter at the ready with a fire hose. The figure is
wearing a mask so it is gender neutral. Exact placement is yet to be determined. I imagine it somewhere near
the flagpole but it is hard to know exact placement until it is on location and I can see how the environment and
lighting effects the sculpture.
Material: Bronze
Dimensions: Life Size - About 6.5 feet tall from boots to top of helmet if the figure was standing. Probably
around 4 feet 10 inches kneeling
Maintenance: A detailed maintenance plan will be provided when the sculpture is installed. Bronze is one of
the finest materials for public art. It not only looks fantastic but it is extremely durable with very little
maintenance needed. It is recommended that a new coat of wax be applied to the sculpture at least once a
year to keep the patina looking fresh.
Edition: Due to the budget of the project and the expenses of creating a bronze sculpture I will be making this
piece into an edition of 9 in order to make it worth it for me to do the project. The sculpture cast for this project
will be the first in the edition. To make it more unique to Meridian I will be sculpting the name “Meridian” on the
front of the helmet.

Description: This project is a memorial to Public Safety workers and includes 3 bronze
plaques honoring 2 police officers and 1 firefighter who died in the line of duty. I designed
the piece to go on a 3 foot tall pedestal with 3 benches surrounding the pedestal to be used
as a gathering place for viewers who wish to sit and contemplate.

Title: Bearers of the Maltese Cross Media: Aluminum

Location: Fire Station #3 - Ogden, Utah
Comments: The history of firefighters is very interesting. The cross that firefighters wear on their helmets and uniforms is called the
Maltese Cross. Named after the cross the knights of Saint John wore in Malta in the 1500’s. The story goes that as Malta was being
attacked the opposing army was using a new revolutionary weapon of war... Fire. They filled glass bottles with naptha and drenched
the army and the city with flammable fluid. When everything was sufficiently soaked they threw in their torches and burned many
alive. The knights of Saint John took to saving everyone they could often sacrificing themselves in the process. These knights
became the first fire fighters and the Maltese cross has come to symbolize the courage and responsibility fire fighters take upon
themselves in their willingness to risk their own lives to help those in need. My design shows a knight of Saint John, a fire fighter
from the 1800’s and a modern day fire fighter, Each bearing the Maltese Cross.

Artwork Acquisition and Deaccession Policy & Procedures
SUBJECT : POLICY AND PROCEDURES FOR ACCESSION AND DEACCESSION OF ARTWORK
PURPOSE : To provide a written policy detailing policies related to accession (inclusion of
new artwork on City asset inventory) and deaccession (retirement of artwork from
City asset inventory) of visual artwork by the City of Meridian.
POLICY AND PROCEDURES :
I. Definitions
As used in this document, these terms shall be defined as follows:
A. Acquisition: Acceptance of a piece of artwork for inclusion in the City’s asset inventory
by any means, including by purchase, commission, gift, or delivery pursuant to written
instrument.
B. Deaccession: To remove a piece of artwork from the City’s asset inventory and transfer
ownership of such artwork to another individual or entity.
C. Decommission: To remove a piece of artwork from the City’s asset inventory and
destroy, dismantle, or discard such artwork.
D. Artwork: A two- or three-dimensional, original or derivative artifact that an individual
(or individuals) originates and creates (or causes or allows to be created) with the intent
to: convey a message; inspire thought, emotion, or dialogue; highlight an aspect of
nature, society, or humanity; and/or memorialize or honor a particular person, act, or
event. Generally, the following items do not constitute artwork for purposes of this
policy, though such items may be deemed artworks where otherwise appropriate: mass-
produced items, seasonal decorations, furniture, flags, infrastructure, or design elements.
II. Statement of Policy and Purpose
These Policies and Procedures for Artwork Acquisition and Deaccession shall apply to a
decision by the City of Meridian to acquire, deaccession, or decommission visual artwork. In
addition to these Policies and Procedures for Artwork Acquisition and Deaccession, all
provisions of the City of Meridian Purchasing Policy shall apply. In the event that the terms
of the Purchasing Policy conflict with the terms of these Policies and Procedures for Artwork
Acquisition and Deaccession, the terms of the Policies and Procedures for Artwork
Acquisition and Deaccession shall govern. In the event that the terms of the Purchasing
Policy or the terms of the Policies and Procedures for Artwork Acquisition and Deaccession

conflict with a written agreement between the City of Meridian and another party, the terms
of the written agreement shall govern.
III. Policies and Procedures for Accession of Artwork
A. Collections Management
The Finance Department’s asset inventory includes a continuously maintained inventory of
all artworks owned by the City of Meridian, with estimated valuations of same, principally
for insurance purposes. The Meridian Arts Commission (“MAC”) is charged with
identifying and recommending to the Finance Department which City assets are artworks.
As requested by the Finance Department, MAC shall assist with proper documentation and
cataloguing of artwork.
The City’s Facilities Manager shall oversee the assessment, treatment, maintenance and
relocation of artwork. Prior to treating, maintaining, relocating, cleaning, or repairing
artwork, the Facilities Manager shall first consult the Meridian Arts Commission and, as may
be necessary, any other art conservators or independent contractors who can assist in
compliance with currently accepted standards of care and conservation. Efforts to notify
artists are to be guided by the professional services agreement with the artist, or reasonable
efforts may be made to contact the artist regarding repairs to their works.
B. Purchase of existing artwork
The purchase of existing artwork is governed by the City’s Purchasing Policy. Best practices
for the purchase of existing artwork, particularly existing original artwork, includes
execution of a purchase agreement that establishes terms and conditions of the purchase
including: purchase price; method of payment; whether framing, installation hardware,
and/or installation is included in the purchase price; delivery date and what signifies delivery;
allocation of risk of loss prior to and after delivery; owner of copyright; any reservation of
right to reproduce the work; any obligation to identify artist as the creator of the work, either
in the vicinity of the work or in subsequent reproduction or portrayal of the work; waiver and
relinquishment of rights under the Copyright Act of 1976, the Visual Artists’ Rights Act of
1990, and/or the rights of attribution and integrity per 17 USC § 106A; moral right and City’s
obligation to avoid misuse, discredit, violation of the spirit of the work, or other damage to
the work or the artist’s reputation; obligation to display and right to remove; and rights and
obligations regarding alteration, restoration, and retransfer of the work.
C. Purchase of new artwork
One of the following selection methods, or any combination or iteration thereof, may be used
to select artists or artist teams for eligible public art projects ..

1. Request for Qualifications
This method generally applies when a certain type of artwork or certain qualifications
and experience are required. A request for qualifications (“RFQ”) is issued, and the
invitation to respond is open to all eligible artists. The RFQ should describe the purpose
of the solicitation, selection criteria, selection process, timeline, whether the selection is
limited to a single artist or team of artists, how many artists/teams will may be selected,
and other parameters and expectations. Required proposal materials may include written
materials, portfolio samples, prior experiences, and references.
A selection panel is convened to review the submitted proposals and materials, and
selects the specified number of artists/teams.
2. Call to Artists/Request for Proposals
A call to artists or request for proposals (“RFP”) is issued. Issuance of the call to artists
or RFP may, but does not have to, be preceded by an RFQ. The invitation to respond is
open either to all eligible artists, or, if preceded by an RFQ, the invitation to respond shall
be open only to the artists selected as the result of that process. Generally, eligibility is
specifically outlined in the call to artists, and may include defined limitations based on
geographical criteria, prior experience, professional licensure, medium, etc. The call to
artists should describe the purpose of the project, location, selection criteria, selection
process, timeline, whether the selection is limited to a single artist or team of artists, and
other processes, parameters, and expectations. Required proposal materials may include
maquettes or other displays, written materials, budgetary information, contractor
information, detailed plans, timelines, etc.
Public art, by definition, includes the solicitation of input from the public regarding its
selection. To that end, public input on proposals received may be solicited from the
public at large, the City’s appointed citizen commissions, or a focus group convened by
the selection panel, MAC, or the City. Any and all public input collected should be
considered by the recommending and deciding bodies, but it is not necessary that the
public input dictate the final decision.
A selection panel is convened to review the submitted proposals, materials, and public
input. (The selection panel may select finalists prior to soliciting public input, as outlined
in the call to artists; this may, but need not, occur via RFQ.) The selection panel may
receive in-person presentations by the submitting artists.
Following its review, the panel prepares a recommendation to be presented to MAC.
MAC is charged with considering the selection panel’s recommendation and forwarding
its recommendation to City Council. City Council reviews the recommendation and
determines whether to approve MAC’s recommendation, giving due consideration to the
recommended proposal, public input received, and the recommendations of the selection
panel, MAC, and, where applicable, individuals representing any other involved City
department or commission.

The City Attorney’s Office shall prepare a professional services agreement establishing
the terms and conditions of fabrication and installation of the artwork. Following
installation of the artwork, the City Attorney’s Office shall prepare for City Council’s
approval and the Mayor’s signature a resolution signifying final acceptance of the
artwork. The Commissions and Committees Specialist Coordinator shall notify the
Finance Department of the acquisition and request that the artwork be added to the City
inventory, and shall notify the Office of Risk Management and request that the artwork
be added to the City’s insurance policy.
3. Commissioning artwork
Design, fabrication, and installation of artwork is a professional service. As such, it is
lawful to approach a particular artist directly to request that he or she provide these
services for the City. MAC should provide input on any decision by the City to
commission artwork.
Following installation of the artwork, the City Attorney’s Office shall prepare for City
Council’s approval and the Mayor’s signature a resolution signifying final acceptance of
the artwork. The Commissions and Committees Specialist Coordinator shall notify the
Finance Department of the acquisition and request that the artwork be added to the City
inventory, and shall notify the Office of Risk Management and request that the artwork
be added to the City’s insurance policy.
D. Gifts of artwork
A potential donor who wishes to donate artwork to the City of Meridian shall contact the
Commissions and Committees Specialist Coordinator to provide the following
information: photographs and description of the proposed gift, including the artist’s
name, name of the artwork, provenance, size, medium/media, and proposed location of
display, if any. The Commissions and Committees Specialist Coordinator shall make a
preliminary determination regarding whether the proposed gift is of appropriate theme,
character, design, and condition for public display; whether it is comprised of the highest
quality design, materials and construction; whether the City has adequate resources to
install, sign, and maintain the artwork; and whether the artwork is designed to retain its
intended appearance and function over a substantial period of time.
If, as a preliminary matter, the artwork does generally appear to meet this criteria, the
Commissions and Committees Specialist Coordinator shall work with the MAC president
to schedule the matter for consideration by MAC. MAC shall review the information
provided by the Commissions and Committees Specialist and prepare a recommendation
regarding whether to approve the acquisition. MAC shall forward its recommendation to
the Mayor, and may include a recommendation regarding a suitable location for the
artwork.

Following a decision to accept the artwork, the City Attorney’s Office shall prepare for
City Council’s approval and the Mayor’s signature an acceptance agreement establishing
terms and conditions of the gift. Upon receipt of the gift, the Commissions and
Committees Specialist Coordinator shall notify the Finance Department of the acquisition
and request that the artwork be added to the City inventory, and shall notify the Office of
Risk Management and request that the artwork be added to the City’s insurance policy.
IV. Deaccessioning Artwork
The City may deaccession artwork when conditions require or when such action would
improve or refine the City’s artwork or asset inventory. The City shall donate or sell any
deaccessioned artwork to another public or non-profit entity. Reasons for deaccessioning
may include, but are not limited to, situations where: the use of the site has changed; the
artwork is no longer appropriate; the artwork cannot be reasonably protected or maintained;
cost to maintain, preserve, or restore the artwork is excessive; the artwork was commissioned
or accepted with the provision or understanding that it was to have a limited lifecycle or
installation period; or MAC or the City Council finds that it is in the best interest of the
citizens of Meridian to deaccession the artwork.
MAC shall hear and consider all proposals to deaccession artwork. MAC shall forward its
recommendation and reasoning regarding deaccession, and a recommendation regarding the
entity to which the artwork should be donated or sold, to City Council. City Council shall
consider the recommendation and make the final decision regarding deaccession. Following
City Council’s decision to deaccession artwork, the City Attorney’s Office shall prepare for
City Council’s approval and the Mayor’s signature a resolution signifying same. Following
execution of the resolution, the Commissions and Committees Specialist Coordinator shall
effectuate the donation or sale of the artwork; notify the Finance Department of the
deaccession and request that the artwork be deleted from the City asset inventory; and notify
the Office of Risk Management to request that the artwork be removed from the City’s
insurance policy.
V. Decommissioning Artwork
The City may decommission artwork where appropriate, including where the artwork has
been damaged beyond reasonable repair or MAC or the City Council finds that it is in the
best interest of the citizens of Meridian to decommission the artwork.
Where time and conditions permit, MAC shall hear and consider all proposals to
decommission artwork. MAC shall forward its recommendation and reasoning regarding
decommission to City Council. City Council shall consider the recommendation and make
the final decision regarding decommission. Following City Council’s decision to
decommission artwork, the City Attorney’s Office shall prepare for City Council’s approval
and the Mayor’s signature a resolution signifying same. Following execution of the
resolution, the Commissions and Committees Specialist Coordinator shall effectuate the
disposal of the artwork; notify the Finance Department of the decommission and request that

VI. Moving Artwork to a Different Location
The City may move artwork to different location or City facility at the discretion of the
Mayor, with MAC’s input and City Council’s consent, pursuant to her authority under Idaho
Code section 50-603. It may be appropriate to relocate site-specific artwork where: the
condition or security of the artwork can no longer be reasonably assured at its current
site; the artwork has become a danger to public safety in its current site; or the site has
changed so that the artwork is no longer compatible as placed.

Introduction
The Meridian Art in Public Spaces (MAPS) ordinance was signed in April 2015 as a way to
support the installment of art in public spaces throughout Meridian. The Meridian Arts
Commission (MAC) has partnered with the Meridian Department Parks and Recreation to place
art in all of the city’s parks as part of the Parks Identity Project; however, there are many other
opportunities to add aesthetic value to public spaces throughout town and to express the city’s
views and values through art. The criteria included in this document offer guidance for current
and future members of MAC as they work to identify spaces and themes for placing art in
Meridian. These criteria were modeled after those outlined by the Project for Public Spaces
(https://www.pps.org/article/pubartdesign#selection) and are intended to support the decision-
making process for selecting both permanent and temporary artwork located in publicly owned
spaces throughout Meridian.
Site Selection
In order to ensure public art is fairly and equitably distributed throughout the city, and that it is
sited in such a way as to enhance and activate public spaces, we have listed below criteria to
guide the placement of art projects. Sites where public art is to be displayed should:
● Experience high levels of pedestrian traffic and be part of the city's circulation paths;
● Be easily visible and accessible to the public;
● Serve to anchor and activate its site;
● Enhance the overall public environment and pedestrian streetscape experience;
● Help to create a place of congregation and activity; and
● Establish landmarks and neighborhood gateways.
Placement criteria
Artworks displayed in interior public spaces should be publicly accessible at least duri ng normal
building operating hours without obtaining special passes or permits to view them. Artworks
displayed in exterior public spaces should be publicly accessible 24 hours per day or, if they are
sited in a setting such as a park, be accessible during the normal hours of that site's operation.
Some other guidelines about public art site placement include:
● Artworks should not block windows or entranceways, nor obstruct normal pedestrian
circulation in and out of a building (unless such alteration is specifically a part of the
experience or design of the artwork).
● Art should not be placed in a given site if the landscaping and maintenance
requirements of that site cannot be met.
● Art should be sited so as to be either immediately visible or in a location where it will be
visible by the most people.

● Art should be placed in a site where it is not overwhelmed by nor competing with the
scale of the site or adjacent architecture, large retail signage, billboards, etc.
● Art should be placed in a site where it will enhance its surroundings or at least not
detract from it (creating a "blind" spot where illegal activity can take place).
● Art should be sited where it will create a place of congregation or in a location that
experiences high levels of pedestrian traffic and activity.
● Art should be located in a site where it will effectively enhance and activate the
pedestrian and streetscape experience.
On-site locations for public art projects include, but are not limited, to:
● Walls
● Ceilings
● Floors
● Windows
● Staircases
● Escalators
● Entrances and Exits
● Rooftops
In addition, locations for public art projects could include, but are not limited, to:
● Parks
● Plazas
● Along roadways, traffic islands, or medians
● Bridges
● Historic places or landmarks, such as Martin Luther King Boulevard
While it is usual and customary for percent-for-art funded art projects to be located on property
owned or leased by the city, exceptions can be made if an appropriate easement or long-term
agreement with the property owner can be reached (usually for at least a seven-year minimum).
Project Design
Once the site has been selected, MAC seeks out artist submissions through the Request for
Proposals (RFP) process. Proposals must include drawings and/or maquettes showing the size
and scope of the piece and should include fabrication, installation, and maintenance
requirements.
The project selection committee will convene in order to review submitted designs, maquettes,
and design proposals. The selection committee must consider:
● The relevance of the piece to the building or city, its values, culture, and people;
● The suitability of the work for outdoor display, including its maintenance and
conservation requirements;
● The relationship of the work to the site and the host community, especially how it serves
to activate or enhance public space;
● The appropriateness of the scale of the artwork;

● How closely the proposed artwork meets the goals set out in the RFP and envisioned by
the community.
If approved by the selection committee, the artist's designs would be forwarded to all of the
MAC commissioners for review and approval; following MAC’s approval, the final proposal
would be sent to City Council for final approval. After all requisite approvals and the final
installation and maintenance description as specified in the artists' contract are received, the art
project would go into final design and fabrication.
Maintenance and Conservation
Public art policies spell out procedures, responsibilities, and methods of funding for the ongoing
maintenance and conservation of public artworks so that the public art program itself does not
become burdened with this cost and responsibility, unless it chooses to do so. These
delineations also prevent - to as full an extent as possible - the possibility that a work of public
art will fall into disrepair, become dirty, damaged, or even disappear. The conservation and
maintenance of some works of art can be painstaking and require a large degree of care. Giving
the artist and the commissioning agency or client an opportunity to work out the artwork's
maintenance techniques and schedule helps to ensure that the piece will remain in good
condition for many years to come.
It is important to note: Routine maintenance of an artwork becomes the responsibility of
the agency that houses the artwork. As part of the contractual requirements, the artist should
develop a maintenance program in cooperation with the commissioning agency, for the proper
day-to-day care of the artwork.
The maintenance program should include a statement regarding the materials from which the
piece is fabricated. The commissioning agency will be responsible for communicating this
information to its custodial staff and providing any necessary additional tools or equipment to
ensure proper daily maintenance of public artworks.
Community-Based Art Projects
The same process for developing and reviewing public art projects is used even if, during the
project conceptualization phase, the project selection committee decides that funds should be
pooled and used to commission a community-based art project.
Participatory public art initiatives, such as community-based public art projects, provide
communities with the means to positively impact their environment and develop a sense of pride
and ownership over their parks, streets, and public institutions. Here, the artist serves as a
collaborator, interpreter, visionary, teacher, mentor, and liaison between client and community.
The goal of these community-centered processes is to facilitate the creation of public art works
that are accessible to the public not simply by virtue of their placement in a public space, or

because of content, but through engaging people in the community into the process of creating
the art, as well as making their knowledge and experience part the art's design.
Temporary Art Projects
If artworks are to be installed on a temporary basis, the artist's designs would only require
approval of the selection committee and project funder (a city agency, private property owner, or
private donor). After design approval, the artwork would go immediately into the final design
stage; no maintenance program would be required. However, the artist should include
documents regarding how and when the work is to be removed after display, as well as plans

We need an update for Randy B on this one; still on maybe as we might not have

B udget Enhancements
Q uestions received from C ouncil members have been related to why these two enhancements can't be covered by
M AP S funds. As a reminder for M AC members, M AP S funds can only be spent on physical, tangible, art
installations on public property. T he enhancements requested do not meet those criteria. T hese enhancements were
not cut during the budget workshop, but two C ouncil members are interested in changing the M AP S ordinance so
that funds could be spent more widely - as a means to minimize additional budget requests.
C ity-Wide C o mprehensive P lan D raft is A ctive fo r R eview
P lease take the time to review and give feedback o n the drafted C o mprehensive P lan. T his plan is instrumental
in guiding the City and M AC in decision making. I t impacts your direction and ability to suggest changes as long as
the C omprehensive P lan supports those changes.

D on't forget: if you have theme suggestions send them to myself or B onnie! Another new idea that was recently
proposed was for a group exhibit by M eridian C ity staff and volunteers (including commissioners).
