Community Acknowledgment: SWAC Chair requested Republic to introduce their new General Manager, Mark Masterson. 6. Action Items: A. Old Business: 1. Survey update — Staff noted that the survey is being administered to the community by consultant. 2. Cart Placement update — Staff reiterated the current state of updating the cart placement ordinance. SWAC reviewed the outreach video and acknowledged the August 13 council hearing date. 3. SWAC ordinance language update — Staff highlighted subsequent changes in draft language to ensure Meridian representation, and acknowledged the August 13 council hearing date. 4. CPI and Recycle rate adjustment Republic Services presented the request for a CPI rate increase. Conversation centered on staff being in agreement with Republic's numbers and time table for review and approval. SWAC asked staff about recycle processing fee and staff reiterated that a separate one year agreement is recommended. SWAC moved to recommend a do pass of 2020 fee request, & acknowledged the one year processing agreement. Solid Waste Advisory Commission Meeting —July 24, 2019. New Business: 1. Change of County Waste Collection Company - Staff updated SWAC on the change to the Ada County collection contract changing from Republic to Hardin Sanitation. SWAC asked to be kept informed of process. 2. Western Recycling operations update - Western Recycling highlighted challenges with implementing any new optical OCC sorter. Conversation centered on new technology options, costs and challenges faced by Western. SWAC asked staff to schedule a tour of Western Recycling, and to develop an approach for stakeholders to review recycling stream and possible future solutions. Western agreed to participate in conversations. 3. Waste Stream Analysis Staff updated SWAC on where the waste stream analysis is going. Currently the County is considering conducting the analysis for ease of execution and consistency to previous study efforts. 7. Next Meeting: Confirm August 28, 2019 8.
