Rackham Way ICCU Corporate Office Building This is a certificate of zoning compliance application to allow for the development of a 5 story, 127,500 square foot corporate office building with plaza for Idaho Central Credit Union. A. Findings of Fact 1. Driveways a. Policy: Driveway Width Policy: District policy 7205.4.8 restricts high-volume driveways (100 VTD or more) to a maximum width of 36-feet and low-volume driveways (less than 100 VTD) to a maximum width of 30-feet. Curb return type driveways with 30- foot radii will be required for high-volume driveways with 100 VTD or more. Curb return type driveways with 15-foot radii will be required for low-volume driveways with less than 100 VTD. Driveway Paving Policy: Graveled driveways abutting public streets create maintenance problems due to gravel being tracked onto the roadway. In accordance with District policy, 7205.4.8, the applicant should be required to pave the driveway its full width and at least 30-feet into the site beyond the edge of pavement of the roadway and install pavement tapers in accordance with Table 2 under District Policy 7205.4.8. b. Applicant’s Proposal: The applicant is proposing to construct a paved temporary driveway off the end of Silverstone Way to provide access to the site. c. Staff Comments/Recommendations: The applicant’s proposal to construct a paved temporary driveway off the terminus of Silverstone Way should be approved as proposed. The driveway is necessary to provide access to the proposed ICCU corporate office buidilng prior to the development of the Eagle View Landing Subdivision. With the development of the Eagle View Landing Subdivision Silverstone Way will be terminated in a mini-roundabout and the temporary driveway will be removed. The temporary driveway is restricted to a maximum width of 36-feet and should be paved its full width at least 30-feet into the site beyond the edge of Silverstone Way. _____________________________________________________________________________________________________________ Ada County Highway District • 3775 Adams Street • Garden City, ID • 83714 • PH 208-387-6100 • FX 345-7650 • www.achdidaho.org 2. Silverstone Way/Overland Road Signal a. History: The signal at the Silverstone Way (south side)/Overland Road intersection was installed as a part of the Silverstone Corporate Center Development. Sundance Investments, the developer of Silverstone Corporate Center (south side of Overland Road) paid for all costs associated with the signal. ACHD agreed to reimburse the developer for ½ of the cost of the signal as parcels on the north side of Overland Road developed. The total cost of the signal was $120,000. One half of the costs will be appropriated to each land owner on the north side, as they develop; or if other agreements are in place, then Sundance Investments will need to notify ACHD of a different alternative or mechanism to reimburse the costs. b. Site Specific Condition: The total acreage that could access the signal is 80.77 acres, of which the ICCU parcel is 51.59 acres. ICCU is required to reimburse 64% of ½ of the cost of the signal, which totals $38,400. Payment of this deposit to ACHD is required prior to plans acceptance and issuance of a building permit. B. Site Specific Conditions of Approval 1. Construct one 36-foot wide temporary driveway at the terminus of Silverstone Way. Pave the driveway it’s full width at least 30-feet into the site beyond the edge of Silverstone Way. 2. Provide a deposit to ACHD in the amount of $38,400 for proportionate costs of the Silverstone Way/Overland Road signal. 3. A Traffic Impact Fee will be assessed by ACHD and will be due prior to issuance of a building permit. Please contact the ACHD Planner (see below) for information regarding impact fees. 4. Submit civil plans to ACHD Development Services for review and approval. The impact fee assessment will not be released until the civil plans are approved by ACHD. 5.
