4. Approval of Minutes: May 22, 2019
Commissioner Nelson move to approve, Commission Neal second, all ayes motion passed.
S. Community Acknowledgment: SWAC Chair Cory thanked Commissioner Larsen for chairing
the SWAC booth at the Public Works Week Expo. He also thanked Republic Services for
participating. Chair Cory also handed out the volunteer thank you cards and items from the City
to the members of the SWAC.

A. Old Business:
1. Trash or Treasure — Wrap-up — Staff
Staff summarized the Trash or Treasure survey results to the SWAC and noted that public
response was positive.
2. Recycle rate adjustment
Staff presented the request from Republic and verified the proposed numbers. Staff
presented concerns as to the requirements to accepting increases from franchisee. Staff
updated SWAC about recycle markets and fluctuations. Staff noted that there is general
public support for recycling. Commissioner Nelson questioned the request itself and
whether the request will become annual. Staff addressed that this is due to recycle
commodity market volatility and that it is appropriate to have an annual process
regarding only recycle rates. Commissioner Nelson also brought up the issue of the rate

payer having to pay each. Staff noted that there may be improvements that can be made
on the processing side to eliminate the need for a rate increase. Commissioner Nelson
brought up that the goal of SWAC is to promote recycling and reduce landfill impact.
Commission Larsen asked about processing upgrades and if the real issue with recycling
is just a contamination issue. Ex Officio Member Klein stated that the real cost driver is
that Republic has to take more contaminated material from Western to the landfill.
Member Klein also noted that domestic markets were anticipated to take 2-5 years and
after that the request would probably be eliminated. Commissioner Walters and Larsen
also noted that it appears to be an education issue with the public. Council Woman
Milam raised similar question. Member Klein explained that upgrades to Western's
infrastructure are very expensive and with markets where they are it would take a very
long time to recoup the investment. Member Klein gave an update regarding the
contingency plan that Republic has with Pacific Recycling so that recycling is not
diverted to the landfill. Commission requested that Western recycling be contacted to
make a presentation to SWAC regarding their process and the cost of upgrades.
Commission recommended supporting request and to insert this request into the overall
CPI rate increase for next month's discussion.
3. Survey update
Staff noted that the survey is in final review and will be conducted once final docs are
completed. Member Klein asked how the survey was being administered and if
respondents could respond multiple times. Staff answered no survey is being
administered by a third party under statistical methods.
4. Cart Placement update
Staff presented the new placement ordinance language and outreach material to SWAC.
Discussion centered on the specific language of the ordinance. There was also
conversation on the specifics of the outreach. SWAC voted to send the ordinance to
Council.
5. Commercial glass recycling update
Republic presented rate information to SWAC. SWAC recommended to Republic to
begin commercial glass collection on a subscription basis since this has already been
approved by Council.
B. New Business:
1. Milk carton recycling
Staff provided updated information on requirements to recycle cartons. Conversation
centered on composition of cartons and the logistics of recycling. SWAC tabled the issue
until 2020.
2. Household Hazardous Waste update
There was no new information on HHW. Conversation centered on other cities changes
to HHW.
3. Western Recycling operations update
Republic gave an update to the commission on equipment breakdown and mitigation of
the issue at Western. Discussion centered on having Western give a presentation to
SWAC. SWAC asked staff to contact Western about presenting to SWAC.
4. SWAC ordinance language update
Staff presented new language to SWAC. Conversation centered on if there were any
edits required by legal. SWAC asked staff to verify language with legal.
