2. Adoption of the Agenda
Chairman Ballard asked for agenda changes or a motion to adopt. Chairman Ballard noted
Commissioner Lancaster suggestion to move the portion of the Staff Communications
regarding speed limits up to section Sa. for when Sgt. Arnold arrives. A motion to adopt the
agenda was made by Commissioner Hopkins; second by Commissioner Hall — all ayes — motion
carried.
3. Approval of Minutes from April I, 2019 Meeting.
Chairman Ballard asked for any corrections to the April I" minutes, none noted, however it
was noted that on the agenda this item was listed as March 4`h Minutes. Commissioner Hopkins
motioned to approve the minutes; second by Commissioner McKinney — all ayes- motion
carried.
4. Old Business Items
a. Transportation Projects Update (memo attached; C. Hood)
Mr. Hood noted that Sgt. Arnold had sent a message that he would be late, but planned to
attend the meeting.
Mr. Hood noted the Transportation Projects Update begins on page 7 of the packet. Mr. Hood
mentioned that all new information is in BOLD and he would not read the updates, but would
highlight a few items. Mr. Hood can field questions and provide further detailed information on
any items in, or not in the memo.
Mr. Hood noted that the Linder Road projects from Ustick to Chinden are underway. Road
closures will be in place through the fall so expect delays. Additional information on road
closures can be found at the ACHD website.
Mr. Hood also briefly mentioned the Victory Road bridge project on page 10 of the packet.
There is some minor work still being completed but the road re -opened on April 25.
Mr. Hood moved onto page 12 and provided a brief update on the Harvest Lifestyle Service and
the third van that is now in service. The ridership numbers have been the highest they have
been and Mr. Hood will share the VRT bar graph information next month. Additionally, VRT
will hold an open house on May 20 from 4-6pm in City Hall's conference rooms A and B to
discuss the next steps for public transportation in Meridian.
Mr. Hood gave a brief update on the shared vehicles topic. Two proposals are in the scoring
process; an award is expected later this month.
Mr. Hood concluded by noting chip -sealing season is here and ACHD will be presenting to City
Council later this month. Mr. Hood stood for questions.
Chairman Ballard opened the floor for further discussion; none took place.
S. New Business Items
(Chairman Ballard opened item 5b, Meridian Sign Code Overview, before 5a, Meridian Police
Department Status Report in anticipation of Sgt. Arnold's delayed arrival.)
a. Meridian Police Department Status Report (Sgt. Arnold)
Sgt. Arnold apologized for his late arrival as he was teaching a radar trailer class. Sgt. Arnold
brought two issues in front of the Commission, both regarding turn lanes:
I . Meridian and Usticl< — Currently, there is only one westbound turn lane from
northbound traffic. However, there is another turn lane area that exists but has
been striped -out. No crashes have been sighted in the area. Sgt. Arnold has not
spoken to Mr. Martin as of yet but is requesting a solution, possibly opening up
dual -turn lanes, to ease congestion in that area and mitigate crash risk.
2. Overland and Eagle — The two eastbound traffic turning lanes onto northbound
Eagle Road are short and fill up quickly. Drivers end up driving head-on into
westbound traffic to get in the turn lanes, avoid the backup and make the light.
Sgt. Arnold does not have a suggested solution but is seeking help from the
Commission to make a recommendation to ACHD on improving this condition.
Chairman Ballard asked Sgt. Arnold to comment on the speed study that the Commission
requested from ACHD for Locust Grove previously. Sgt. Arnold reacquainted the Commission,
with his ask, for continuity of speed on Locust Grove, specifically from McMillan to Usticl< and
to make the entire corridor 40 mph. The speed study showed an average speed of 38 mph, so
Sgt. Arnold is requesting that the Commission make a formal recommendation to ACRD that
the speed limit increase to 40 mph in this section to provide the necessary continuity of speed
for the entire length of Locust Grove and enforcement purposes.
Commissioner Lancaster made a motion to recommend to ACHD to increase the speed to 40
mph on Locust Grove between McMillan and Ustick, second by Commissioner Lewis — 8 ayes,
I nay — motion passed.
Chairman Ballard opened the floor for discussion, which took place. Discussion was had about
Amity Road east and west of Locust Grove Road. A question was asked if there have been any
speed enforcement issues; none were reported. Mr. Martin commented that he believed that
because of Mary McPherson Elementary a reduction in speed existed mid -mile between
Meridian and Locust Grove.
Additional discussion also took place about turn lanes and if an extended green time would
work better in the Meridian/Ustick section than opening the second turn lane as discussed
previously. Mr. Martin will have ACHD investigate possible solutions for the two turn lane
concerns Sgt. Arnold brought forth.
b. Meridian Sign Code Overview (memo attached; B. Parsons)
Mr. Bill Parsons addressed the Commission and thanked them for the opportunity to present
and educate the commission on Meridian's Sign Code regulations. Mr. Parsons gave a brief
introduction of his role as the Current Planning Supervisor under the leadership of Mr. Hood.
Mr. Parsons briefly reviewed the memo he sent on Friday and the process on how staff receive,
review and process sign permit applications. There are two types of signs: Electronic Reader
Boards and Changeable Copy. Several specifications within the Meridian Unified Development
Code (UDC) are verified prior to approval of a sign application, for example, height, bulk,
brightness, setbacks, zoning designation, etc. Mr. Parsons shared an example of a sign
application that staff reviewed for Primary Health and highlighted the key components that
were reviewed during the process. Mr. Parsons highlighted that Meridian's UDC does address
scrolling speed and brightness of Electronic Reader Boards and if complaints are received, they
are turned over to Meridian's Code Enforcement to investigate and inforce. Mr. Parsons
concluded his update and stood for questions.
Chairman Ballard opened the floor for discussion, which tool', place. Commissioner Lewis
commented that ITD's code prohibited animation, but did not see that specifically called out in
Meridian's Code. Commissioner Lewis also shared some specific examples that may not meet
code. Mr. Parsons will share Commissioner's Lewis's concerns with the Code Enforcement
Supervisor and discuss prohibiting animation with Mr. Hood for a future UDC update.
Chairman Ballard thanked Mr. Parsons for presenting to the commission.
c. Staff Communications (memo attached; C. Hood)
Mr. Hood gave a brief update regarding the unpaved pathway segment on the north side of
McMillan Road. Kim Warren of the Parks Department confirmed the paving has been
completed.
Mr. Hood also highlighted that the Ex -Officio role that Ms. Carson vacated is waiting for the
School Board to hire a replacement and fill the vacancy on the Transportation Commission.
Mr. Hood concluded with a brief update regarding the Paramount subdivision parking and
pathway connection. A follow up meeting will be held on Wednesday May 291h from 4-5pm in
meeting room A & B at City Hall.
Mr. Hood stood for questions.
Chairman Ballard opened the floor for Q&A; none took place.
6. Future Meeting Topics
Chairman Ballard opened Future Meeting Topics and called for any changes. Mr. Hood
requested ideas for the September meeting and if the Commission wanted to do a `field
trip/tour' meeting, cancel or hold a regular meeting. Mr. Hood briefly mentioned he would
follow up with Ms. Tisdale or Rachel Haukkala about providing an update on the High Capacity
Transit Alternatives in June or July. As well, Mr. Hood thanked those that were able to attend
the Comprehensive Plan Transportation Focus Group meeting. Mr. Hood will provide an
update in June on that and the Comprehensive Plan. Ms. Tisdale would like to provide and
update on the TIP in August.
Commissioner Hopkins inquired about doing a field trip type meeting with the Parks
Department. Mr. Hood will invite City's Parks and Recreation staff to attend a future meeting
and share the exhibits as it relates to the Rail with Trail Alignment and the Pathway network.
No further discussion was had and Chairman Ballard noted the next meeting date, of June 3'd

RE: Meridian Sign Code Overview

This memo is provide a brief overview of the City’s sign regulations in regards to the changeable copy
signs. In the UDC a changeable copy sign is defined as: A sign on which copy may be changed,
whether manually or electronically:
A. Animated Changeable Copy Sign: A changeable copy sign, any visible part of which blinks,
flashes, moves or changes color to depict action or create a special effect or scene, regardless of
the source of energy causing the animation.
B. Manual Changeable Copy Sign: A changeable copy sign, any visible part of which is
constructed with removable letters and is not electronically changeable.
The changeable copy sign may be attached to a building or within a landscape buffer adjacent to street.
The size and height of these signs are regulated by the zoning designation of a particular property and
have to accompany other sign copy as part of the overall sign background. Specifically, the background
area of a changeable copy sign cannot exceed 30% of the proposed sign background area.
Also regulated by City code is number of allowed signs, brightness of the sign and the duration of the
message/copy that can be displayed.
In residential districts changeable copy signs must meet the following standards:
• Any changeable copy building sign visible from a public street shall be programmed as follows:
All displays, including, but not limited to, graphics, letters, numbers, color and/or brightness
shall remain unchanged for a minimum of one (1) hour, except that any text messages that are
longer than the display area and do not contain any graphics may scroll in a consistent and
predictable manner.
• Any changeable copy freestanding sign visible from a public street shall be programmed as
follows: All displays, including, but not limited to, graphics, letters, numbers, color and/or
brightness shall remain unchanged for a minimum of fifteen (15) seconds, except that any text

messages that are longer than the display area and do not contain any graphics may scroll in a
consistent and predictable manner.
In commercial and industrial districts changeable copy signs must meet the following standards:
• Any changeable copy building or freestanding sign visible from a public street shall be
programmed as follows: All displays, including, but not limited to, graphics, letters, numbers,
color and/or brightness shall remain unchanged for a minimum of eight (8) seconds, except that
any text messages that are longer than the display area and do not contain any graphics may
scroll in a consistent and predictable manner.

The Larkwood neighborhood will be upgrading the entry landscape and our fence

pathway itself is complete.

A couple of weeks ago I asked you (and Mike) about the status of the pathway segment
on the north side of McMillan, west of Locust Grove. You had mentioned that it soon
would be paved but that there were some weather delays (and that Settlers I.D. had
some maintenance/reinforcement work they wanted to do first.) Can you let me know
the current status please? Is this now paved? If not, is there a schedule?

Below are the speed studies we did on Amity and Locust Grove at the request of the
Meridian Transportation Commission. Based on these results, we aren’t recommending
any changes at this time. Please let me know if you or the Meridian Transportation
Commission feel differently.

I have resigned from the West Ada School District. My last day will be 4/16, and then
my family will be moving to Florida. I will not be able to continue my service on the
Meridian Transportation Commission. This was not an easy decision to make, but I feel
like this is the best move for my family. The past four and a half years have been very
