Jay Coles Meridian City Clerk’s Office 33 East Idaho Avenue Meridian, Idaho 83642 VIA EMAIL Development Application H-2019-0027 CPAM, PP, AZ Project Name DELANO SUBDIVISION Project Location 14120 West Jasmine Lane and 2800 East Jasmine Lane, west of SH-55 milepost 39.36 Project Description  Comprehensive Plan Amendment to include 4.10 acres of land currently in Boise’s area of City Impact to Meridian’s Area of City Impact with a Mixed Use- Regional land use designation.  Annexation and zoning of 15.21 acres of land with R-15 (11.57 acres) and R-40 (3.64 acres) zoning districts  Preliminary plat consisting of 85 single family residential building lots, 96 multi family residential units, and 12 common lots Applicant DevCo Development The Idaho Transportation Department (ITD) reviewed the referenced comprehensive plan map amendment, annexation, zoning, and preliminary plat applications and has the following comments: 1. This project does not abut the State highway system. 2. Applicant has provided ITD with a traffic analysis for their development. ITD has reviewed the analysis and determined what mitigation ITD will require. The southbound right turn lane of SH-55 (North Eagle Road) onto Wainwright Drive does not meet current ITD standards. Applicant will be required to reconstruct right turn lane to current ITD standards in order to preserve the safety and mobility of the State highway corridor. As there is an existing approach to the north within 550 feet of the intersection, the turn lane may be modified to extended as far as possible without including the existing approach within the taper. Refer to ITD Traffic Manual Figure 3B-4. 3. Jasmine Lane is currently permitted as ITD Permit No 3-91-193. This permit is only for four single farm dwellings. The current approach exists within a right turn lane resulting in an unsafe condition. ITD respectfully requests that Jasmine Lane along the eastern parcel be obliterated prior to occupancy of the subdivision in order to prevent the increase of trips at Jasmine Lane. 4. The Idaho Administrative Procedures Act (IDAPA) 39.03.60 governs advertising along the State highway system. Provided the applicant reconstructs the southbound turn lane onto Wainwright Drive and removes Jasmine Lane prior to occupancy, ITD does not object to the subdivision as presented in the application.
